Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

In the Gaza Strip, IDF troops e. of Jabaliya r.c. open fire on a group of Palestinians, moderately injuring 1. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), and nonweekly demonstrations in Surayf village nr. Hebron and outside Ofer detention center. In total, 10 Palestinians are seriously injured (2, Bil‘in; 7, Kafr Qaddum; 1, Surayf). Also, IDF troops conduct house searches and arrest raids nr. Ramallah, Qalqilya, and in al-‘Arub r.c.; patrol nr. Jenin; arrest a Palestinian man at a border crossing n. of Jenin. Separately, a Palestinian throws stones at Israeli settlers’ vehicles between Jerusalem and Ramallah, injuring 1. In East Jerusalem, Israeli forces arrest a Palestinian in al-‘Izzariya. Meanwhile, 100s of Palestinians gather at Haram al-Sharif after Friday prayers to protest the Charlie Hebdo cartoon. In s. Israel, Palestinian bedouin residents of Rahat observe a general strike called for by the Arab High Follow-Up Comm. in protest of the 1/14 killing of Sami al-Ajar by Israeli police. ICC prosecutor Fatou Bensouda opens a preliminary examination into the situation in Palestine to cover the time period since 6/13. Meanwhile, the UN Special Rapporteur on Violence against Women Rashida Manjoo cancels her fact-finding mission to the oPt because Israeli authorities refused to give her a visa. Speaking at a joint press conference, U.S. Pres. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals. Meanwhile, U.S. Secy. of State Kerry meets with Iranian FM Zarif in Paris and discusses the negotiations over Iran’s disputed nuclear program, as U.S. and Iranian officials meet in Geneva for bilateral talks. There are violent clashes between IDF soldiers and Palestinian demonstrators across the West Bank. After the funeral of a man killed by the IDF in Abud village nr. Ramallah, demonstrators clash with IDF soldiers, who fire tear gas canisters and rubber-coated metal bullets, causing no serious injuries.

In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

In Hebron, IDF soldiers clash with stone-throwing youths, and seriously injure 3 civilians. In al-Mazra’a al-Qibliya village nr. Ramallah, an IDF patrol fires on stone-throwing youths with live ammunition, wounding 3. Meanwhile, Jewish settlers attack a Palestinian shepherd close to alMughayyir village nr. Ramallah, killing 5 of his sheep. In ensuing clashes, IDF soldiers injure 4 Palestinian civilians. Also, Jewish settlers uproot around 100 olive trees south of Nablus and leave ‘‘price tag’’ graffiti in Issawiyya village. In the West Bank, the IDF patrols in al- ‘Arub r.c. nr. Hebron and 1 village nr. Tulkarm in the afternoon, and in 2 villages nr. Hebron, 1 village nr. Jenin, 1 village nr. Jericho and 2 villages nr. Ramallah at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Bethlehem at night. IDF soldiers violently disperse Palestinians, Israelis, and international activists taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 2 villages nr. Ramallah (Bil‘in, Ni‘lin), 1 village nr. Bethlehem (al-Ma’sara), al-Haraiek area nr. Hebron, and 1 village nr. Qalqilya (Jayyous). Palestinians across the West Bank rally after Friday prayers to protest the 2/23 death of Arafat Jaradat in Israeli detention, clashing with the IDF in many locations. IDF soldiers use live fire and rubber-coated metal bullets against protesters at Qalandia checkpoint (injuring 6 Palestinians, including 1 seriously) and outside the Ofer detention center nr. Ramallah (injuring fifteen) Israeli soldiers also open fire on Palestinian boys throwing stones nr. al-Jazloun r.c. north of Ramallah, seriously injuring 1. In Hebron, Palestinians demonstrate to mark the anniversary of the 1994 massacre of Palestinian worshippers by a Jewish settler at the Ibrahimi Mosque/Tomb of the Patriarchs, leading to clashes with the IDF that leave 2 Palestinians injured. Meanwhile, IDF forces violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, and Ni‘lin), 2 villages nr. Qalqilya (Jayyous and Kafr Qaddum), 1 village nr. Salfit (Burqin), 1 village nr. Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). The IDF patrols in 1 village nr. Ramallah in the morning; in al-Fawar refugee camp nr. Hebron (clashes but no serious injuries reported) and Qalqilya in the afternoon; and in 2 villages each nr. Jericho and Qalqilya, and 1 village each nr. Jenin, Ramallah, and Tulkarm at night. The IDF also conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon. In the Gaza Strip, IDF troops open fire on Palestinians close to the border fence in 2 incidents: nr. Bayt Hanun (wounding 2) and nr. Jabaliya (wounding 1). Islamic Jihad military wing al-Quds Brigades warns that it will respond if Israel continues to violate the post-Operation Pillar of Defense cease-fire agreement. Spokesperson Abu Ahmad says that the group is giving Egypt a chance to maintain the terms of the truce. (MNA 1/18)

In the Gaza Strip, the IDF opens fire on Palestinians close to the border fence nr. Jabalya, wounding 1, and in a similar incident, the IDF opens fire on Palestinians close to the border fence nr. Bayt Lahiya, injuring 1. The IDF also opens fire on Palestinian fishermen nr. al-Waha, causing no injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager in Aida r.c. in Bethlehem during clashes in the camp. The IDF patrols in 1 village each nr. Jericho and Tulkarm in the afternoon, and in 1 village each nr. Ramallah and Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Qalqilya at night. Israeli soldiers attack the weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Hebron (Susia). In total, 3 Palestinians in Budrus and 2 in Kafr Qaddum are wounded by rubber-coated steel bullets. In addition, Palestinian activists establish a new tent protest village nr. Bayt Iksa close to Jerusalem, calling it al-Karamah (‘‘Dignity’’). In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. In both cases, IDF troops fire rubber-coated steel bullets, stun grenades, tear gas (injuring 2 Palestinians in Bil‘in; arresting 1 Palestinian, 1 Israeli in Ni‘lin). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging a nonviolent protest against settlement expansion nr. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The IDF conducts late-night arrest raids, house searches nr. Jenin, Nablus; fires rubber-coated steel bullets at Palestinians who attend nonviolent demonstrations against OCL following Friday prayers in Hebron (injuring 4) and neighboring Bayt Umar (injuring 3), Issawiyya (injuring 4); fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians, 4 with live ammunition); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Ni‘lin (injuring 12 Palestinians, including 7 children). In East Jerusalem, Israeli forces beat and fire rubber-coated steel bullets at Palestinians protesting against OCL nr. al-Aqsa Mosque (injuring 1) and in Ras al-Amud neighborhood (injuring 1). The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians.
