By late afternoon, cross-border incidents in Gaza resume, with Palestinians firing some 26 rockets and mortars and Israeli warplanes and drones carrying out at least 5 air strikes. One Palestinian rocket hits a factory in Sderot, injuring 1 Israeli civilian; the Israeli strikes kill at least 2 Palestinians (both armed) and injure at least 23 (2 militants, 6 PASF officers, and 15 civilians, including 1 woman and 1 child). Israel’s targets included a rocket-launching team nr. al-Bureij r.c. (1 killed); a group of armed Palestinians nr. Jabaliya (1 killed, 2 wounded); 2 IQB training camps in n. and c. Gaza (11 bystanders injured); and a PASF compound in the center of Gaza City (6 PASF officers and 4 bystanders injured). Israel now estimates that Palestinians have fired more than 130 rockets and mortars into Israel since 6/18. In the West Bank, the IDF patrols in al-Nabi Salih in the morning; in 2 villages nr. Jericho and 1 each nr. Jenin and Ramallah in the afternoon; and in Jericho, neighboring ‘Ayn al-Sultan r.c., 1 nearby village, and 1 village each nr. Qalqilya and Ramallah late at night. The IDF patrols in 3 villages n. of Ramallah in the morning. IDF soldiers and border police escort 100 Jewish settlers on a walking tour of the archeological sites in and around Bayt Umar village nr. Bethlehem, firing tear gas and stun grenades at Palestinians who come near. Another team of IDF soldiers and border police escort a separate group of Jewish settlers on a similar tour of archeological and religious sites in al-Karmil village nr. Hebron. Jewish settlers install 6 mobile homes in Otniel settlement and 2 in Avigal settlement in the same area s. of Hebron. Jewish settlers fr. Rotem settlement in the n. Jordan Valley severely beat a Palestinian shepherd nearby; he is found later by an IDF patrol that has the Red Crescent transport him to a hospital in Jenin. After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. A Hamas mbr. dies of injuries received in a 1/8/09 IDF drone missile strike on his vehicle in Khan Yunis, during Operation Cast Lead. The IDF enters Jericho in the morning to photograph several PA security sites; escorts some 100 Jewish settlers into Bayt Umar to hold religious services; patrols in 3 villages nr. Ramallah in the morning and in Jenin and 2 villages nr. Qalqilya at night. The IDF also seals Nabi Salih to prevent residents from holding their weekly demonstration against the separation wall, beating and arresting a Palestinian journalist, but succeeds only in delaying the demonstration. Ultimately, Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, Ni‘lin, and Nabi Salih. Early in the morning, Hamas authorities in Gaza storm a house in Gaza City where they believe Italian peace activist Vittorio Arrigoni is being held by Tawhid and Jihad, only to find that he had already been hung; 5 suspects are arrested in the raid. During the day, Palestinians fire 2 Grad rockets fr. Gaza into Israel, causing no damage or injuries. Hamas sends a message to Israel stating that it is doing everything possible to prevent rocket fire. The IDF makes 2 latenight air strikes on empty Hamas training sites in Gaza City and Shati’ r.c., causing no injuries. In the West Bank, the IDF patrols in 3 villages nr. Ramallah; makes a latenight raid into Bayt Umar, harassing and beating the family of an organizer of the weekly demonstrations against the separation wall for 2 hrs. before leaving; conducts late-night arrest raids, house searches in and around Hebron and nr. Qalqilya. Gaza’s Rafah crossing opens for the 1st time since 1/29/11 to allow Palestinians trapped in Egypt to enter Gaza. In the West Bank, the IDF enters Bayt Umar village nr. Hebron in the afternoon, searching a house and arresting a 10-yr.-old Palestinian for stone-throwing; patrols in 4 villages nr. Qalqilya, 2 nr. Ramallah, and 1 nr. Tulkarm during the afternoon and evening. Before the UNSC vote reaffirming the illegality of Jewish settlements, U.S. Secy. of State Hillary Clinton phones Abbas to warn him that that U.S. aid could be cut if the vote goes ahead. In Ramallah, the PLOEC and FCC opt to go ahead with the vote saying, “The Palestinian leadership will reject American demands even if our decision leads to a diplomatic crisis with the Americans. We have nothing to lose.” The U.S. vetoes the res. (HA, REU 2/18; HA, WP 2/19; HA 2/20; WJW 2/24; JPI 3/4)

In Bahrain, security forces violently disperse a massive protest in Manama, wounding 10s. From this point, large antigovernment protests (1,000s to 10,000s) become nr. daily events. (NYT, WP 2/19; NYT 2/21)

In a major speech to the Saban Center in Washington, U.S. Secretary of State Clinton says the admin. has concluded that talks on extending the Israeli settlement freeze would come to nothing and opted to revive shuttle missions between the Israeli and Palestinian sides, trying to get them to discuss all core issues simultaneously and offering U.S. bridging proposals when appropriate. She says U.S. special envoy George Mitchell will return to the region within days to begin work. (NYT 12/11; HA 12/14)

IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials, wounding 3 in 3 separate instances (1 in the demolished Erez industrial zone and 2 in the fmr. Jewish settlement sites). IDF troops on the s. Gaza border fire on agricultural areas nr. Khuza‘a village, wounding a Palestinian teenager 800 m fr. the border. In Gaza City’s Shuja‘iya neighborhood, 2 Palestinian teenagers are killed when they accidentally trigger unexploded IDF UXO. In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas at Palestinian, international activists taking part in a nonviolent march to Karme Tzur settlement to protest Israeli settlement activity in Hebron; troops chase protesters into Bayt Umar village, firing at least 4 tear gas canisters into a Palestinian home, where a 7-mo.-old Palestinian girl is overcome by the fumes and later dies at a hospital.
