Israeli forces also shot and injured 9 Palestinians with live ammunition during a protest in Beita near the Evyater settlement outpost. Elsewhere, Israeli forces shot and injured 7 Palestinians during a protest in Bayt Dajan; others suffered tear-gas related injuries. Israel handed over the body of 1 Palestinian woman shot and killed on 6/12 at the Qalandia checkpoint to her family. 8 Palestinians were arrested during late-night raids in Tubas, Tammun, Qabatiya, and Beita; during the raid in Beita, Israeli forces violently dispersed Palestinians, injuring 1. In Gaza, Hamas forces shot and killed 1 Palestinian at a checkpoint in the Tuffah neighborhood east of Gaza City; the man was said to have sped through the checkpoint before the Hamas forces opened fire, killing him. In response to COGAT’s 5/25 announcement of a reduction in Israel’s electricity supply to Gaza, Hamas releases a statement threatening “consequences” if the reductions are implemented. Meanwhile, UN special coordinator Nickolay Mladenov says that the energy crisis in Gaza is affecting water supplies and health services, which could spark another war. (AFP, MNA 5/26)

Israeli soldiers shoot and kill a Palestinian at the Qalandia checkpoint n. of Jerusalem after he allegedly stabs an Israeli border guard, causing moderate injuries. The IDF then violently disperses around 200 Palestinians gathering to throw stones in protest of the killing. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Shuja‘iya; at least 6 Palestinians are injured and 2 are arrested. PA pres. Abbas attends the funeral of former Israeli pres. Peres and shakes hands with Israeli PM Netanyahu. Responding to criticism from Hamas and many other Palestinians, a senior Hamas official says that Abbas’s attendance disproves Israeli claims of Palestinian dedication to violence and that it sent a “strong message of Palestinian peace” to the world. MK and Joint List chair Ayman Odeh refuses to attend, along with the rest of the Joint List, citing Peres’s treatment of the Palestinians. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. The UNHRC votes, 41–1, with 5 abstentions, to adopt a res. welcoming the report produced by the Council’s commission of inquiry, which was published on 6/22. In the Gaza Strip, IDF troops on the border twice open fire on Palestinian homes, causing 1 injury. In 2 separate incidents off the coast nr. In the West Bank, IDF troops arrest a Palestinian woman at the Tomb of the Patriarchs in Hebron after she refuses to undergo a security check. Nearby, Israeli soldiers patrol nr. al-Shuhada Street, sparking clashes with stone-throwing Palestinian youth; several Palestinians suffer from tear gas inhalation. Clashes break out in Tuqu‘ nr. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

In Egypt, Egyptian security officials shoot and kill a Palestinian security officer as he drives into an ambush meant for another nr. Shaykh Zuwayd in the n. Sinai. (AP, MNA 11/28)

The IDF continues its aerial assault on the Gaza Strip with strikes on 46 targets, killing 5 Palestinians and injuring dozens more. The armed Palestinian groups launch approximately 130 projectiles into Israel, killing 1 Israeli child nr. Sderot, wounding 8, and causing damage across s. Israel. (One of the wounded Israelis, an IDF sgt., will succumb to his injuries on 8/29.) Meanwhile, Hamas executes 18 suspected collaborators with Israel, as the group’s crackdown on informants continues. PA Pres. Abbas’s office denounces the execution, calling it “extrajudicial.” In the West Bank, IDF troops shoot and wound a Palestinian as they violently disperse Palestinians protesting OPE in Bethlehem. Additional clashes break out at demonstrations across the West Bank, including Qalandia, Ofer prison, Jalazun r.c., and Bayt Furik, where 10 Palestinians are injured. IDF troops conduct house searches and raid in Qalqilya, 1 village nr. Qalqilya, 2 nr. Hebron, 2 nr. Ramallah, and 1 nr. Dura, arresting 3, including a mbr. of the Palestinian Legislative Council. IDF troops violently disperse Palestinian, Israeli, and international protesters at a weekly demonstration against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Kafr Qaddum, where 1 is wounded by a rubber-coated metal bullet. For a 2d day of talks, PA Pres. Abbas meets with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. The 2 Palestinian leaders make a statement calling on the UN to create a “timetable” for an end to the Israeli occupation. (MEMO, Yahoo! 8/22; AFP, HA, MNA 8/23)

Following the death of the Israeli boy early in the day, PM Netanyahu says that “Hamas will pay a heavy price” and that the “IDF and the Shin Bet will intensify their operations.” (HA 8/23)

Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. Saudi Arabia’s King Abdallah speaks for the 1st time in public on the Gaza violence and accuses Israel of “state-sponsored terrorism” in a televised speech. (Guardian, HA, MNA, REU 8/1)

The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. Salfit in the afternoon. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. The IDF patrols in 1 village nr. Ramallah in the morning, in al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah at night. In East Jerusalem, Israeli security forces deploy in large numbers and restrict worshippers’ access to Haram al-Sharif. Two days after his death on 7/2, Abu Khdeir’s funeral is held in Shu‘fat, after which there are violent clashes with Israeli police, who use rubbercoated metal bullets and injure 20. Israeli media reports that Egyptian intelligence officials are mediating a truce between Israel and Hamas, on the basis of “quiet for quiet.” Israeli FM Lieberman criticizes talk of a possible cease-fire and urges the IDF to target the Hamas leadership. Hamas spokesperson Abu Zuhri, meanwhile, says the group is “not interested in a confrontation” and holds Israel “responsible for the escalation.” (REU, ToI, YA 7/4)

Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%. Herzog announces in his victory speech that the Labor Party will not join the governing coalition led by PM Netanyahu. (REU, YA 11/22)

Russian FM Lavrov arrives in Geneva to join diplomats struggling to finalize a deal between Iran and the P5+1 powers, with remaining disputes including Iran’s right to produce nuclear fuel, the fate of the Arak heavy-water reactor project, and the extent of sanctions relief. (AP, REU 11/22)

Six large Islamist opposition groups in Syria declare a new Islamic Front, the biggest alliance of rebel fighters to date. The group is distinct from both the Free Syrian Army (FSA) and the al-Qa‘ida-linked factions. (REU 11/22)

Muslim Brotherhood supporters hold protest rallies across Egypt to mark 100 days since the mass killings by security forces in 8/2013 (see the QU in JPS 169). Clashes with Muslim Brotherhood opponents leave 2 dead, 1 in Cairo and 1 in Suez. Meanwhile, Hamas PM Haniyeh says that his organization is not breaking ties with Egypt, despite the recent conflict with Cairo’s military rulers. (AP, MNA 11/22)

Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama.
