Meanwhile, Israeli forces confiscate a number of water pipes from Khirbat alHadidiya village in the Jordan Valley. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

Off the coast of Gaza nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces confiscate a bulldozer in e. Nablus that Palestinians were using to open a road in the area. Elsewhere, IDF troops injure a Palestinian child and confiscate several solar panels in a raid in a bedouin village nr. Abu Dis. The IDF conducts house searches and raids in 1 village nr. Ramallah, ‘Askar r.c. nr. Nablus, and al-Fara‘a r.c. nr. Tubas, arresting 8 Palestinians and sparking clashes in which 2 more are injured; patrols in 3 villages nr. Hebron during the day. In The Hague, Palestinian FM Riyad al-Maliki attends an induction ceremony at the ICC, marking the Palestine’s official membership at the court. PA Finance Min. Shukri Bishara announces that PA employees earning more than NIS 2,000 ($515) per mo. will only receive 60% of their salaries for 3/2015 on 4/2, despite the Israeli govt.’s 3/27 pledge to unfreeze the transfers of tax revenues collected on behalf of the PA. This will be the 4th mo. in a row that PA employees have received reduced salaries. (REU, WAFA 4/1)

In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation. In Gaza, Israeli authorities close both the Kerem Shalom and the Erez border crossings. In 2 separate incidents, IDF troops stationed e. of Gaza City fire warning shots at Palestinian farmers approaching the border fence, causing damage. Later, IDF troops stationed along the n. border open fire on a group of Palestinian farmers, causing damage to a car but no injuries. They also arrest 2 Palestinians nr. the border fence e. of al-Maghazi r.c. Unknown assailants set fire to a car belonging to the spokesperson of Gaza’s union of civil servants in Gaza City. In the West Bank, the IDF conducts house searches and raids in 1 village each nr. Hebron, Bethlehem, and Ramallah, arresting 2 Palestinians and issuing arrest summons to 1; patrols in 4 villages nr. Hebron, and in and around Tulkarm; evacuates and demolishes the “Gate of Jerusalem” protest tent camp in Abu Dis for the 11th time, forcing hundreds of Palestinian and international activists to leave the area and detaining 7. Israeli forces demolish a marble factory nr. Jenin. Israeli settlers poison a Palestinian family’s water tank in Hebron, but it is discovered before anyone is hurt; assault 2 Palestinian farmers outside a town nr. Jenin, injuring both; throw stones at Palestinian vehicles outside a village nr. Jenin, causing damage. A Palestinian drives his car into a group of IDF troops in the Gush Etzion settlement bloc, injuring 1; the man is arrested. In East Jerusalem, Israeli forces arrest 3 Palestinians in Haram al-Sharif. They also conduct house searches and raids in Bayt Hanina, Issawiyya, Ras al-Amud, and al-Tur, arresting 8 Palestinians. National elections are held in Israel to determine the makeup of the 20th Knesset. Despite early exit polls predicting a close result, the Likud Party wins 30 seats, making it the largest bloc. During the day, Israeli PM Netanyahu attempts to increase voter turnout among his supporters by saying that Palestinian citizens are voting in “droves” and that their participation will lead to a victory for the left-wing factions. The PA announces that it will operate under an emergency budget for 2015 starting on 4/1, as the economic crisis precipitated by Israel’s ongoing tax revenue freeze continues (over $400 m. is currently being withheld). Employees will continue to receive only partial salaries and govt. offices will receive 50% less funding than in 2014. (REU, TOI 3/17)

Hebron during a patrol, with 2 Palestinians wounded by shrapnel of a sound bomb and a bullet respectively. The IDF conducts house searches and arrest raids in 1 village nr. Nablus in the afternoon, and in 2 villages nr. Salfit and 1 village each nr. Bethlehem and Ramallah at night; patrols in 1 village nr. Jenin at night. In East Jerusalem, Israeli forces fire rubber-coated metal bullets and tear gas at Al-Quds university students in Abu Dis after staff prevented soldiers from entering the campus. U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in London, their 1st such talks since direct negotiations recommenced. Earlier, Kerry holds talks with Arab League officials—including the FMs of Egypt, Qatar, and Saudi Arabia—in Paris, after which Kerry affirms the “commitment” of both sides to “continuing the talks.” The Arab League’s Peace Initiative Cmte. also expresses support for U.S. efforts to promote the direct talks. Meanwhile, Israeli officials protest Palestinian media leaks concerning the talks in complaints made to Washington. (AFP, JTA 9/8)

Following discussions in Paris, U.S. Secy. of State John Kerry says that Arab League ministers have agreed on the need for an international response to the alleged use of chemical weapons by the Asad regime. Kerry says that a number of countries immediately signed the statement produced at the G20 talks, but only names Saudi Arabia. (AFP 9/8)

Egyptian forces continue their Sinai offensive, killing 11 suspected Islamist fighters and arresting 10. (AP 9/8)

In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Meanwhile, Egyptian helicopter gunships kill 8 suspected militants and wound 15 others in air strikes in the Sinai Peninsula nr. the Rafah border with the Gaza Strip. (AFP, AP, REU, NYT 9/3)

Sharon authorizes the widening of the IDF’s campaign to include Hamas. Later 4 rockets fired fr. n. Gaza hit the Israeli town of Netiv Haasara, killing 1 Israeli woman, wounding 1; Hamas, the AMB each claim responsibility (the AMB for the fatal strike, which it says was in retaliation for the 7/10 assassination attempt); as many as 21 mortars and rockets are fired during the day, also damaging an IDF post. The IDF also continues operations in and around Tulkarm; launches arrest raids targeting Islamic Jihad nr. Bethlehem, in Abu Dis and Asira al-Qibliyya, and in and around Hebron. Abbas declares a state of emergency, placing PA security forces in Gaza on high alert and ordering them to prevent any fire on Israeli targets. PA police later fire on a car that fails to stop at a checkpoint in Bayt Lahiya, sparking a clash with Hamas gunmen in the car that leaves 5 Hamas mbrs., 3 policemen wounded; Hamas mbrs. later attack a PA police post, torch 2 police cars in retaliation. Abbas goes to Gaza to hold emergency talks with Hamas leaders regarding clashes in Bayt Lahiya. An Israeli wounded in the 7/12 bombing dies, bringing that toll to 5.
