The group was reportedly launching incendiary balloons and kites into southern Israel. Separately, Israeli forces conduct a limited incursion into Gaza to level land along the border fence near Gaza City. In the evening, IDF troops violently disperse Palestinians gathering along the border fence near al-Bureij refugee camp to continue the Great March of Return; 2 Palestinians are injured. In the West Bank, Israeli forces return to Khan al-Ahmar after clashes in the area on 10/15. They level land ahead of the village’s planned evacuation and demolition. IDF troops arrest 11 Palestinians during late-night raids in and around Bethlehem, Hebron, Qalqilya, Nablus, and Tulkarm; and patrol near Nablus and Hebron. Israeli defense minister Avigdor Lieberman says that Israel’s security cabinet should order an attack on Hamas “even at a price of moving to a wide-scale confrontation.” He adds, “That’s the only way to lower the level of violence [along Gaza’s border] to zero or close to zero.” The cabinet is expected to meet again on 10/17. One day after the first reports that the Australian government is considering moving the Australian embassy in Israel to Jerusalem, Australian prime minister Scott Morrison holds a press conference to clarify his position. “We’re committed to a 2-state solution, but frankly it hasn’t been going that well, not a lot of progress has been made, and you don’t keep doing the same thing and expect different results,” he says, indicating that he is “open-minded” to proposals to move the Australian embassy to Jerusalem. After 26 fires break out in Israeli farmland near Gaza, the IAF conducts air strikes on 2 sites allegedly used as staging areas for incendiary kite and balloon attacks in Gaza City and 2 in al-Bureij refugee camp, destroying a vehicle and injuring 3 Palestinians (1 critically). In the West Bank, IDF troops arrest 15 Palestinians during raids near Tulkarm, Nablus, Jenin, and Tubas; and patrol in and around Tulkarm and Hebron. Israeli settlers torch approximately 300 olive trees in Palestinian farmland near Nablus. In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts. PLO secretary-general Erakat says that Kushner’s comments highlight the Trump administration’s “refusal to talk substance, to mention Palestinian rights or a Palestinian state.” (AJ HA, JP, NYT, REU 6/24)

For a 5th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli troops violently disperse them in Tulkarm, Ramallah, Hebron, Jericho, and along Gaza’s border near Bayt Hanun, Jabaliya refugee camp, Gaza City, Rafah, Khan Yunis, and al-Bureij refugee camp; at least 45 Palestinians are injured and 3 are arrested. Meanwhile, the IDF uses cement blocks to seal the main road connecting Ramallah and Jalazun refugee camp; arrests 16 Palestinians during raids in and around Nablus, Hebron, Qalqilya, Bethlehem, Tulkarm; and patrols near Tulkarm and Tubas. Along Gaza’s border, IDF troops open fire on Palestinian land and other property near Khan Yunis, causing no damage. Thousands of Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. Palestinians also observe a general strike throughout most of the oPt. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. In the West Bank, Israeli forces order Palestinian farmers to leave their lands near Tubas for undisclosed reasons. They also evacuate and demolish a structure in the Netiv Ha’avot settlement outpost near Jerusalem. The remaining 15 buildings in the outpost are to be demolished by 3/2018. The IDF arrests 2 Palestinians during a late-night raid in Bethlehem, and patrols near Hebron and Nablus. In East Jerusalem, the Israeli police arrest an Islamic Waqf guard at Haram al-Sharif and ban him from entering the Old City for 20 days. Israeli forces also arrest 2 Palestinians during raids in Ras al-Amud. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Hours after employees of the Hamas-run government prevent former PA civil servants from entering government offices in Gaza City, Fatah and Hamas agree to temporarily delay the transfer of government ministries to 12/10. Under their 10/12 reconciliation agreement, administrative control over Gaza was supposed to be transferred to the PA by today (see JPS 47 [2]). The delay is meant to diffuse tensions that have arisen since, according to a joint statement. (AFP, HA 11/20)

In the West Bank, IDF troops arrest 7 Palestinians during late-night raids nr. Hebron and Nablus. They also patrol nr. Hebron and Nablus during the day. The Jerusalem Municipality’s Local Planning and Building Comm. approves the construction of 566 new residences in Israeli settlements in East Jerusalem. Israeli PM Netanyahu reportedly ordered the plans to be put on hold until Donald Trump was sworn in as U.S. pres. on 1/20. (HA, JP, MNA, TOI, WAFA 1/22; MNA 1/23)

At the Israeli cabinet’s weekly meeting, Netanyahu says that he no longer supports the so-called regulations bill, which would retroactively authorize hundreds of illegal settlement outposts in the West Bank. He says “it’s possible” that the bill led to the UNSC’s res. condemning settlements on 12/23, and that it would be “irresponsible” to advance it further. Netanyahu also argues that a vote on a bill annexing the Ma’ale Adumim settlement bloc should be postponed until at least after he meets with U.S. pres. Trump. Jewish Home ministers agree to the postponement only after Netanyahu says he supports lifting restrictions on settlement construction in East Jerusalem and the West Bank. (HA, JP, MNA, YA 1/22)

PA pres. Abbas meets with Jordan’s King Abdullah in Amman to discuss U.S. pres. Trump’s campaign pledge to move the U.S. embassy in Israel from Tel Aviv to Jerusalem. They agree to “take a number of measures” if the embassy is relocated, according to the official PA news site. (JP, WAFA, YA 1/22)

Amid an upswing in tension across the West Bank, Israeli soldiers shoot and seriously injure a Palestinian after he allegedly stabs and moderately injures an Israeli officer outside the Efrat settlement nr. Bethlehem. IDF troops on a patrol nr. Jenin clash with and violently disperse stone-throwing Palestinian youths; 4 Palestinians are arrested. They arrest 3 more Palestinians during late-night raids in and around Nablus; and patrol throughout the day nr. Nablus, Hebron, and Salfit. Israeli forces shut down the entrance to Bayt Umar village nr. Hebron to allow for maintenance work on an IDF watchtower in the area (the work will continue through 9/22). Meanwhile, the Israeli authorities return the body of the Jordanian killed on 9/16 to his family via the Allenby border crossing. The Egyptian authorities open the Rafah border crossing overnight and allow 474 Palestinian pilgrims to return home from their trip to Saudi Arabia. (MNA 9/18)

Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Israel, the IDF deploys an Iron Dome battery outside Ashqelon (nr. the Gaza border) in response to the escalation of violence in Jerusalem and in anticipation of possible tension over Palestinian prisoner Allan’s hunger strike. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. Nablus after a Palestinian throws a Molotov cocktail at a settler’s car. The IDF also conducts late-night raids in and around Hebron, Jenin, and Nablus, and in Jalazun r.c. nr. Following public criticism and consultation with DM Moshe Ya’alon, Israeli PM Netanyahu orders the suspension of the new 3-mo. pilot project restricting Palestinian travel, initiated on 5/19. EU foreign policy chief Mogherini meets with Netanyahu in Israel, who says he is still committed to the 2-state solution and he proposes a new round of peace negotiations with the Palestinians with the specific goal of establishing borders for Israel’s West Bank settlement blocs (the news of his proposal will not break until 5/26). Also, Mogherini reportedly tells Netanyahu that the European campaign calling for labeling of products from Israeli settlements is unstoppable. The PM’s office will deny that they discussed the labeling campaign when the news breaks on 6/2. Mogherini also meets with PA pres. Abbas and chief Palestinian negotiator Saeb Erakat in Ramallah. Norwegian FM Børge Brende meets with Netanyahu in Jerusalem and tells him that international pressure on Israel regarding its treatment of the Palestinians will likely resume after the P5+1 (the 5 permanent mbrs. of the UN Security Council plus Germany) reach a comprehensive agreement with Iran by their 6/30 deadline. Israeli forces deliver a demolition notice to a warehouse nr. Jenin. An Israeli settler rams a herd of Palestinian-owned sheep with his car nr. Qalqilya, injuring 29 of them. EU amb. to Israel Lars Faaborg-Andersen says that the EU is not currently reassessing its policies regarding the Israeli-Palestinian conflict, despite the recent reports that it is considering new sanctions on Israel’s settlements as an incentive for a new round of peace negotiations. Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. In Gaza, the IDF sends tanks, armored vehicles, bulldozers, and helicopters into Bayt Hanun, exchanging fire with local armed men and making air strikes on residential areas, leaving a total of 8 Palestinians dead, 17 Palestinians and 1 IDF soldier wounded; most casualties are the result of a missile that hits a home, killing a Palestinian woman, 4 of her children (ages 18 mos. to 5 yrs.), an unrelated teenager, and wounding 10 bystanders (including 2 more of the woman’s children). Palestinians fire 7 rockets, 9 mortars fr. Gaza into Israel, causing light damage but no injuries. In the West Bank, the IDF raids and searches a car repair shop in Hebron, confiscating 3 cars; conducts late-night arrest raids, house searches in and around Nablus and Tulkarm, in Qalqilya, and nr. Hebron. As Israel begins preparations to move its Jerusalem police headquarters from the predominantly Arab neighborhood of Ras al-Amud to the controversial new E-1 site in occupied East Jerusalem, police officials sign an agmt. giving a right-wing Jewish settler group the right to occupy the vacant Ras al-Amud building, which will serve as the nucleus of a new Jewish settlement; the settlers have already filed with the Jerusalem Planning Comm. to construct 110 housing units on the site. In addition, the Israeli High Court rejects a petition by Palestinians in al-‘Aqaba village nr.
