In the West Bank, Israeli settlers vandalized several water tanks and a vehicle during a raid in Shaab al-Butum and Wadi Abu Jahish in the Masafer Yatta area. The Israeli raid in Jenin continued from 12/12, 3 Palestinian were killed, 2 in a drone strike including a child, raising the number of Palestinians killed during the raid to 9. Israeli forces also injured 3 others, destroyed 4 homes and a barber shop with anti-tank missiles, and arrested several, including the Jenin Freedom Theatre director Ahmed Tobasi during the raid. Israeli soldiers filmed themselves singing a Hanukkah song using a mosque’s loudspeaker. 5 Israeli soldiers were injured in friendly fire during the raid. Elsewhere, Israeli forces assaulted 4 Palestinians after detaining them in al-‘Azza refugee camp. Israeli forces also demolished a Palestinian home in Susiya in the Masafer Yatta area. In East Jerusalem, Israeli authorities demolished 4 Palestinian homes in Silwan, Ras al-Amud, and Wadi Qaddum, displacing 36 people. In Gaza, Israeli forces bombed Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Rafah, killing at least 194 Palestinians and injuring 499. Israeli forces also bombed 2 UNRWA shelters in Jabalia refugee camp and raided the Kamal Adwan Hospital for the second day in a row, arresting several people. Rockets fired from Gaza at Israel damaged a supermarket in Ashdod. In the Red Sea, 2 missiles were fired from Yemen at a commercial tanker, landing in the sea. More than 18,682 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 50,594 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 277 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 71 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 115 Israeli soldiers have been killed and 600 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. Heavy rain worsened the situation for displaced Palestinians as several parts of Gaza flooded. 152 trucks carrying aid entered Gaza via the Rafah crossing. Palestinian witnesses told Al Jazeera that Israeli forces brought Palestinians to the Shadia Abu Ghazala School in Faluja and executed them, including women, children, and babies. Footage from the building showed dead people lying on the floor of a classroom and hundreds of bullet casings. (AJ 12/13)

Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. Separately, Hamas political leader Ismail Haniyeh said in a speech that “[w]e are open to discuss any ideas or initiatives that could end the [Israeli] aggression and open the door for putting the Palestinian house in order in both the West Bank and the Gaza Strip,” calling any political arrangement in Gaza without the inclusion of Hamas a “delusion.” (ALM, HA 12/13; HA, HA 12/14)

CNN reported that a U.S. intelligence assessment said that about 40-45% of the 29,000 air-to-ground munitions Israel had used on Gaza have been unguided “dumb bombs.” (CNN 12/13)

A poll conducted by the Palestinian Center for Policy and Survey Research showed that 42% of Palestinians in Gaza and 44% of Palestinians in the West Bank said they support Hamas, up from 12% in September, while 88% said they wanted PA president Mahmoud Abbas to resign. U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Saudi Arabia, discussing the situation in Gaza and in the Red Sea. National Security Council spokesperson John Kirby said he believes that the U.S. still can foster a normalization deal between Saudi Arabia and Israel. State Department spokesperson Matthew Miller said ending Israel’s war on Gaza does not “serve the long-term security interest of everyone in the region.” President Joe Biden met with families of Americans held captive by Hamas, saying he will continue to do everything possible to secure their release. In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. In Tel Aviv, Israelis protested for the twentieth week in a row against the government’s planned judicial reform. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. In the West Bank, 1 Palestinian shot by Israeli forces in al-Yamun on 4/18 succumbed to his injuries. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with baton rounds and others with tear gas. Israeli forces also raided Nabi Salih, injuring 1 Palestinian with a baton round. Elsewhere, Israeli forces shot and injured 1 Palestinian attempting to enter Israel for work at the separation wall west of Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, injuring 57, including 15 who were taken to hospitals for treatment; 2 were in serious condition; 1 of them fell into a coma after being hit in the head with a baton round. 1 Israeli police officer was injured by a rock to his face. For the 1st time, Israel used drones to fire tear gas at Palestinians at the compound. Some 150,000 worshippers prayed at the compound for the 3d Friday of the month of Ramadan. 9 Palestinians were arrested during late-night raids in Isawiya, Jabel Mukaber, and Ras al-Amud. In Gaza, Israel said 2 rockets were launched at Israel but fell inside of Gaza. Israel closed all crossings from the West Bank and Gaza to East Jerusalem and Israel for the Jewish holiday of Passover. The closure will remain in effect until an unspecified time on 4/23. Exceptions were made for Palestinians from the West Bank who had been issued permits to pray at the Haram al-Sharif compound for the Friday prayers. (HA 4/21)

In the West Bank, PA forces arrested 3 Palestinians in Jenin, leading to gunmen opening fire at a PA office in the city; the 3 Palestinians were released shortly after by the PA. Armed Israeli settlers raided Susiya, chanting racist slogans and throwing stones, injuring 1 Palestinian man. Israeli forces violently dispersed a protest in al-Bireh, injuring 1 journalist with a rubber-coated bullet; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 12 with rubber-coated bullets and others with tear gas. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. The 7 representatives were Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY), Andre Carson (D-IN), Betty McCollum (D-MN), Mark Pocan (D-WI), Ayanna Pressley (D-MA), and Cori Bush (D-MO). In the West Bank, Israeli forces conducted military drills in the Masafer Yatta area, damaging crops. Israeli forces also delivered demolition notices for 3 houses and 1 agricultural structure west of Yatta and seized some 40 vegetable and fruit stalls and their contents near Jenin. 25 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tubas, Barta‘a, Jenin refugee camp, and Tura; 2 Palestinians were shot and wounded during a confrontation in Kafr Malik. In East Jerusalem, 1 Israeli settler attacked an Orthodox church in the Old City, causing damage. 1 Palestinian family demolished their own home in Ras al-‘Amud, displacing 4, including 2 children, and 1 Palestinian demolished his own car repair shop. 5 Palestinians were arrested during raids in al-Tur and Issawiyya. In Gaza, Israeli forces opened fire at agricultural lands east of al-Maghazi and Dayr al-Balah; no injuries were reported. The PA administered its 1st COVID-19 vaccinations after receiving 2,000 vaccination doses from Israel on 2/1. The Palestinian minister of health Mai al-Kaila and several health workers were among the 1st Palestinians in the West Bank to receive the 1st of 2 shots. The U.S. state department spokesperson Ned Price said during his 1st press briefing that normalization deals are “not a substitute for Israeli-Palestinian peace.” Spokesperson Price also said the U.S. would resume aid to Palestinians “very quickly.” Price praised the finalization of the Kosovo-Israeli normalization deal on 2/1. In the West Bank, 1 Palestinian teen was severely injured by an unexploded ordinance left behind by Israeli forces in the Masafer Yatta area near Yatta. Israeli forces violently dispersed Palestinian protesters in the Masafer Yatta area; 1 Palestinian was run over by an Israeli military vehicle and others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum, injuring 2 Palestinians who were hit by tear gas canisters. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan and Dayr Jarir, leading to tear-gas related injuries. Israeli forces also clashed with Palestinians in Kafr Malik; 1 Palestinian was shot and injured by a rubber-coated bullet and others suffered tear-gas related injuries. Meanwhile, Israeli forces clashed with Palestinians in Bayt Umar and east of al-Bireh, leading to tear-gas related injuries. Israeli forces also confiscated a Palestinian-owned tractor in Sinjil and a tractor and bulldozer in Bayt Dajan. 5 Palestinians were arrested during raids in and around Jenin refugee camp, Halhul, and Dayr Jarir; clashes broke out during the raids in Jenin refugee camp, leading to tear-gas related injuries. In East Jerusalem, Israeli forces assaulted Palestinian minors and their older relatives, claiming that the minors had thrown stones at them in the Old City. 1 Palestinian family demolished part of their house in Ras al-Amud to avoid exorbitant Israeli demolition fees. 2 Palestinians were arrested during late-night raids in al-Tur. In Gaza, Israeli forces opened fire at agricultural lands east of Juhur al-Dik and al-Bureij refugee camp; no injuries were reported. In the West Bank, Israeli forces raided Jenin, leading to clashes with Palestinian residents; tear-gas related injuries were reported. Israeli forces also handed stop-work orders for 9 structures, 7 of them residential, in Kafr al-Dik. 4 Palestinians were arrested during raids in and around Ya‘bad and Bethlehem. In East Jerusalem, 2 Palestinians were arrested during raids in Ras al-Amud and the Old City. In Gaza, 1 rocket was fired at Israel; shrapnel from the rocket, which was intercepted, damaged 1 car in Sderot. Israeli forces subsequently fired rockets at a cement production facility and underground infrastructure near Khan Yunis and Rafah; no injuries were reported. Hamas called the Israeli rockets a “clear message of escalation.” Israeli forces also fired live ammunition at agricultural lands east of Khuza‘a; no injuries were reported. In the West Bank, Israeli forces killed 1 Palestinian during a protest in Tulkarm. 11 Palestinians and 2 Israeli soldiers were injured during clashes in ‘Azun, where Palestinians mourned the death of the PA police officer who was killed on 2/6; 8 of the Palestinians were shot by live ammunition. Israeli forces also violently dispersed protests against the U.S. administration’s peace plan in and around Nablus, Jenin, Kafr Qaddum, and Jericho, leading to tear-gas related injuries. 6 Palestinians were arrested, including 2 at checkpoints in Hebron and near Nablus, 1 during a house raid in Hebron, and 3 during clashes with Israeli forces near Ramallah. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound, injuring 3 Palestinians. Israeli forces also arrested 1 Palestinian during a house raid in Ras al-Amud. In Gaza, Palestinians gathered to protest near Khuza‘a; several Palestinians suffered tear-gas related injuries when Israeli forces violently dispersed the protest. Israeli forces also opened fire on Palestinian farmland east of Dayr al-Balah and Rafah; no injuries were reported. In Israel, Israeli police turned back buses transporting Palestinians going to worship at the Haram al-Sharif compound. After the PA announced that it had banned some Israeli products from entering the Palestinian market, Israel banned Palestinian agricultural exports going abroad, including via Jordan. (WAFA 2/7; REU 2/8; AJ, HA, TOI, WAFA, WAFA 2/9)

Along Gaza’s border fence, a number of Palestinians cross the fence into Israel near Gaza City. They return after stealing some IDF equipment. Taking the incident as a violation of the cease-fire reached late on 7/20, Israeli forces shell a Hamas position near Gaza City, causing damage. Later, an incendiary device flown from Gaza into Israel sparks a small fire at Kibbutz Nahal Oz, causing minor damage. An Israeli tank then shells a Hamas post near Gaza City for the second time today, causing damage. In the West Bank, IDF troops arrest a Palestinian activist at Khan al-Ahmar, a Bedouin village near Jerusalem that is slated for evacuation and demolition. They arrest 2 more Palestinians during late-night raids near Hebron and Jenin, and patrol near Hebron. In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. In a 3d day of cross-border violence, Israeli forces launch a number of air strikes on 4 Hamas sites in n. Gaza overnight; fire artillery shells at Palestinians along the border in multiple locations throughout the day, and launch a 2d round of air strikes in s. Gaza in the evening. 1 Palestinian is killed, 4 are injured, and significant damage is incurred. Meanwhile, Palestinian fighters fire mortar shells at IDF troops along the border, causing some damage. Amid the violence, Israeli authorities announce that the IDF has uncovered another tunnel leading from s. Gaza into the area along Israel’s side of the border (it is set for demolition in the coming days), lift a gag order on the news that Israeli forces arrested a Hamas operative in early 4/2016 who, after interrogation, divulged key information about Hamas’s tunnel operations. Separately, Hamas officials say they have contacted Egypt, Qatar, and the UN to request mediation, and that Egyptian officials “immediately and seriously acted to restore the situation to the status quo ante.” The IDF then confirms that the Egyptians are mediating to restore calm. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Nr. Bethlehem, unidentified assailants stab and injure an Israeli settler outside the Gush Etzion settlement bloc. The IDF then seals nearby Nahalin village and sets up mobile checkpoints, allowing only humanitarian cases to pass in or out. Earlier, Israeli forces confront a Palestinian youth outside the Old City of Jerusalem for “moving in a suspicious way,” then arrest her when she draws a knife and allegedly attempts to stab them. Bethlehem, as well as Hebron and nearby al-Fawar r.c., arresting 8 Palestinians and issuing an arrest summons to 1; patrol in 3 villages and al-Fawar r.c. nr. Hebron, as well as Salfit. Israeli forces demolish 11 Palestinian residential and agricultural structures nr. Nablus. The Israeli authorities reopen a road nr. Hebron, which has been closed since 11/2015 when tension began to escalate in the area. In East Jerusalem, Israeli forces arrest 14 Palestinians on late-night raids in Qalandia r.c., Abu Dis, Sur al-Bahir, Issawiyya, the Old City, and Ras al-Amud. The IDF maintains, for a 3d day, the closure of Qabatiya. Israeli forces shut down the major road to the village with bulldozers, sparking intermittent clashes with stonethrowers wherein 9 Palestinians are injured. They also arrest 5 Palestinians on raids in the village and return the bodies of the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City (a joint funeral is held in the evening). Throughout the day, IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation and recent violence against Palestinians in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwan, ‘Ayn Yabrud, and Jalazun r.c.), 1 village each nr. Qalqilya and Nablus, as well as in 2 areas along Gaza’s border; 10 Palestinians are injured. The IDF also conducts raids and house searches in 3 villages nr. Jenin and 1 nr. Nablus, arresting 3 Palestinians and issuing arrest summons to 2; patrols 2 villages nr. Jericho and 3 nr. Hebron. Also along Gaza’s e. border, IDF troops open fire on agricultural lands, causing damage. In East Jerusalem, Israeli forces arrest 1 Palestinian on a late-night raid in Ras al-Amud. The Israeli authorities extend the closure of part of Hebron’s Old City through 3/1. It was 1st closed on 11/1/2015, and Palestinians and internationals have been banned from entering since. (MNA 2/5)
