In the West Bank, Israeli forces seized a forklift during a raid in ‘Ayn al-Bayda in the Jordan Valley. In Bayt Umar, Israeli forces and Palestinians clashed after Israeli forces raided the town, leading to tear-gas related injuries. Separately, 2 Palestinians were arrested during a late-night raid in Bayt Umar. In East Jerusalem, 7 Palestinians were arrested, including 1 in Bab al-Rahma at the Haram al-Sharif compound; 1 in his car east of the Old City; and 5 during a raids in Issawiyya and Ras al-Amud. Approximately 80 Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of al-Bureij; no injuries were reported. Unidentified persons riding in a vehicle open fire on Israeli settlers waiting on the side of a road near the Ofra settlement; 7 of the settlers are injured, including 1 pregnant woman. IDF troops in the area open fire on the vehicle, but the assailants flee the scene without apparent injury. Later, IDF troops set up mobile checkpoints and conduct raids in and around the nearby village Silwad, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. Elsewhere in the West Bank, IDF troops arrest 10 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Tulkarm, Bethlehem, and Nablus; confiscate 3 makeshift residential structures outside Hebron; and patrol near Nablus and Hebron. An Israeli settler driver rams an elderly Palestinian outside Ni‘lin, causing major injuries. Israeli settlers throw stones at Palestinian vehicles in Ramin village near Tulkarm, causing light damage to 8 of them. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 11 Palestinians during late-night raids in Hizma, Issawiyya, Ras al-Amud, and Wadi al-Juz. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Jabaliya refugee camp, causing no damage or injuries. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

Thousands of Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. Palestinians also observe a general strike throughout most of the oPt. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. The Jerusalem Municipality’s Local Planning and Building Comm. approves the construction of 566 new residences in Israeli settlements in East Jerusalem. Israeli PM Netanyahu reportedly ordered the plans to be put on hold until Donald Trump was sworn in as U.S. pres. on 1/20. (HA, JP, MNA, TOI, WAFA 1/22; MNA 1/23)

At the Israeli cabinet’s weekly meeting, Netanyahu says that he no longer supports the so-called regulations bill, which would retroactively authorize hundreds of illegal settlement outposts in the West Bank. He says “it’s possible” that the bill led to the UNSC’s res. condemning settlements on 12/23, and that it would be “irresponsible” to advance it further. Netanyahu also argues that a vote on a bill annexing the Ma’ale Adumim settlement bloc should be postponed until at least after he meets with U.S. pres. Trump. Jewish Home ministers agree to the postponement only after Netanyahu says he supports lifting restrictions on settlement construction in East Jerusalem and the West Bank. (HA, JP, MNA, YA 1/22)

PA pres. Abbas meets with Jordan’s King Abdullah in Amman to discuss U.S. pres. Trump’s campaign pledge to move the U.S. embassy in Israel from Tel Aviv to Jerusalem. They agree to “take a number of measures” if the embassy is relocated, according to the official PA news site. (JP, WAFA, YA 1/22)

IDF troops shoot and kill 2 Palestinians in c. Hebron after they allegedly attempt to stab Israeli soldiers. Palestinian witnesses say the 2 men posed no threat to the soldiers. In the wake of the attack, IDF troops clash with stonethrowing Palestinian protesters in Dahaysha r.c. nr. Bethlehem and in several areas in and around Hebron; 2 Palestinians are arrested and 3 are lightly injured. They arrest at least 16 Palestinians and issue 2 arrest summons during late-night raids in and around Nablus, Salfit, Bethlehem, Jenin, and Ramallah; seize several Palestinian cars, install a new checkpoint, and patrol in the Hebron district throughout the day. They also shut down an area of Hebron’s Old City, denying maintenance workers access to dilapidated buildings. Tension remains high at Haram al-Sharif in Jerusalem during the ongoing Passover activities. Around 130 right-wing Jewish activists tour the sanctuary throughout the day; Israeli police remove 8 of them after they spark verbal and physical confrontations with Palestinians by performing religious rituals (4 Palestinians are arrested and there are no serious injuries). Elsewhere in East Jerusalem, Israeli forces arrest 3 Palestinians during raids and patrols in Issawiyya and Ras al-Amud. In the West Bank, Israeli forces order some Palestinians to close their shops in c. Hebron ahead of Israeli settlers’ visits to the city; close al-Ibrahimi Mosque for the 2d day in a row; and conduct house searches and patrols in the area, arresting 2 Palestinians. They also escort dozens of Israeli settlers as they perform religious rituals at a park in a Palestinian village nr. Hebron. IDF troops violently disperse Palestinian journalists demonstrating outside Ofer Prison nr. Ramallah in solidarity with an imprisoned colleague; 2 Palestinians are injured.
