The IDF conducts arrest raids, house searches in Ramallah. Late in the evening, the IDF raids Tubas nr. Jenin, patrols streets, stops and seizes a PA police car, arrests 3 PA policemen; the PA joint liaison team intervenes to secure the policemen’s release and the return of the car. The AMB, Islamic Jihad each fire a rocket fr. Gaza into Israel, causing no damage or injuries. Jewish settlers fr. Yitzhar cut and damage more than 100 Palestinian olive trees nr. Nablus. PA police in Gaza City hold a group of armed Hamas mbrs. at a checkpoint, order them to surrender their weapons; the Hamas mbrs. open fire, wounding 2 policemen, and flee the scene; the PA Interior Min. issues a statement vowing to beat “with an iron fist all those who shed Palestinian blood and assault Palestinian security personnel.” (HA, IMEMC 12/24; HA 12/25; PCHR 12/29)

The Knesset passes a law to compensate Jews who purchased property or held bank accounts in British Mandatory Palestine and whose property was seized by the State of Israel after 1948. Compensation is expected to run to $220 m. Commenting on the passage of the measure, MK Michael Melchior (Labor) says “this is not a question of money but of ethics and morality for the Jewish state.” (AFP 12/24)

The IDF continues arrest raids, house searches in villages around Jenin into the predawn hours; for no apparent reason fires 5 artillery shells at Palestinian homes and fields e. of Khan Yunis, causing damage but no injuries; detains, beats, releases after 6 hrs. an al-Jazeera cameraman filming a nonviolent Palestinian demonstration against the separation wall in Bil‘in. An Israeli comm. responsible for preserving historic sites approves the demolition of the Shepherd Hotel in East Jerusalem (owned by Mufti of Jerusalem Hajj Amin al-Husayni before being converted into a hotel in 1945) to make way for construction of 70 Jewish settlement housing units that would link up different Jewish districts of Jerusalem; the hotel was acquired by Jewish-American millionaire Irving Moscowitz in 1985. As of midnight local time, the IDF seals the Gaza Strip in preparation for disengagement implementation beginning on 8/17, making it illegal for Israelis to enter Gaza. During the day, some 7,500 PA security forces, overseen byEgyptian security officers, begin deploying nr. Gaza settlements to prevent Palestinians fr. approaching them. Before dawn, Palestinian gunmen fire on Kefar Darom, causing no damage or injuries; an IDF tank returns fire, accidentally targeting an IDF personnel carrier, wounding 5 IDF soldiers. In the West Bank, the IDF sends troops into Tulkarm, closes the main street, interrogates residents; conducts arrest raids, house searches in villages around Tulkarm; occupies a house nr. Nablus as an observation post. Nr. Qalqilya, a Palestinian dies of heat stroke after being handcuffed by IDF troops, left in the sun for hrs. In light of threats by Jewish extremists to storm the Haram al-Sharif/Temple Mount and destroy the al-Aqsa mosque, 100s of Israeli police, troops deploy in and around the Old City of Jerusalem to prevent possible Israeli-Palestinian clashes; 1,000s of Muslims fr. Jerusalem and Israel attempt to converge to defend the site, but West Bank Palestinians are barred fr. entering Jerusalem, Israeli Palestinians under age 45 are banned fr. accessing the mosque compound. Jewish settlers gather outside Homesh settlement to protest the disengagement, throw stones at passing Palestinian vehicles. In Gaza, Jewish settlers block Palestinian access to roads btwn. Kefar Yam and Shirat Hayam. A French sound technician covering the disengagement in Gaza is kidnapped by unknown Palestinians; Hamas accuses the PA of not doing enough to protect internationals working in Gaza, says targeting foreigners should be a red line. Israel transfers Jericho to PA security control; reporters in the town say there is no real change as a result, only one checkpoint on the main road into town has been removed (replaced by a PA checkpoint 500 yds. away, as a sign of the PA asserting its control), though all other checkpoints into and out of the city remain in place; reporters covering the transfer say that many Palestinians interviewed during the day did not realize a transfer had occurred. The IDF fires on stone-throwing Palestinians in Anabta nr. Tulkarm. Jewish settlers fr. Avraham Avino settlement in Hebron attack 1 of the few remaining Palestinian homes in the city’s Jewish enclave, demolishing its roof, damaging its foundation, clashing with Israeli police who intervene, injuring 1 officer. Jewish settlers fr. Keddumim settlement uproot 45 olive trees belonging to Palestinians fr. nearby Kafr Qadim.
