In the West Bank, Israeli settlers uprooted 13 olive trees in Hares. Israeli settlers also threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others were injured by tear gas. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a rubber-coated bullet. Elsewhere, Israeli forces violently dispersed protesters in Qalqilya, arresting 1. 4 Palestinians were arrested at checkpoints near Bethlehem, Qalandia, and Hizma. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters, injuring 50 using rubber-coated bullets, beatings, and tear gas near the Haram al-Sharif compound, Silwan, Issawiyya, Wadi al-Juz, and Shaykh Jarrah; 4 were arrested. In Gaza, several dozen rockets were fired at Israel and Israel fired missiles and shells at Gaza east of al-Bureij refugee camp; causing damage; 2 groups, the Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli settlers vandalized 1 Palestinian-owned agricultural structure in Kafr al-Dik. Israeli forces delivered demolition orders for 7 Palestinian-owned homes in Ma‘in. 17 Palestinians were arrested during raids in and around al-Khadir, Husan, Hebron, Nablus, Tulkarm, Abu Dis, ‘Azun, Beita, Ramallah, al-Bireh, Sabastiyya, and Jenin refugee camp. In East Jerusalem, Israeli forces seized, for a 2d time, tents sheltering a family whose house was demolished in Issawiyya. 11 Palestinians were arrested during raids in Issawiyya, Shu‘fat refugee camp, and al-Tur; confrontations erupted during the raids in Issawiyya, leading to tear-gas related injuries and damage to property. According to Haaretz reporting, the Shin Bet has been threatening some Palestinian activists with administrative detention if they run in the Palestinian Legislative Council elections. Haaretz confirmed that at least 1 Palestinian activist was arrested and put in administrative detention for 4 months after announcing that he would run in the elections. (HA 3/4)

Danish prime minister Mette Frederiksen and Austrian chancellor Sebastian Kurz met with Israeli prime minister Benjamin Netanyahu in Jerusalem to discuss a joint COVID-19 plan. Prime Minister Frederiksen had, prior to the trip, praised Israel’s vaccination campaign and said that Denmark is considering opening a vaccine factory with and/or in Israel, leading her own left-wing coalition to denounce her trip. The EU expressed dismay at the 2 European leaders’ trip, saying that cooperation on COVID-19 response was an EU issue 1st and foremost. U.S. vice president Kamala Harris spoke with Prime Minister Netanyahu to discuss the ICC investigation into Israel. In the West Bank, large groups of Israeli settlers chanted racist slogans at Palestinians in Hebron and Israeli forces closed off large portions of the city for its Palestinian residents. Israeli forces assaulted and arrested 1 Palestinian minor in Jayyous. In East Jerusalem, Israeli settlers attacked 1 Palestinian minor with stones in the French Hill neighborhood, causing severe injuries to his face. Some 230 Israeli settlers also stormed the Haram al-Sharif compound; the PA and Jordan condemned Israel for allowing the settlers access. Israeli forces raided Silwan leading to clashes with Palestinians; tear-gas related injuries were reported. 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. In Israel, Israelis attacked a transport van and its Palestinian driver in West Jerusalem after yelling that the driver was “Arab,” when the Palestinian driver tried to escape the mob he inadvertently killed 1 Israeli man with his vehicle; Israeli police initially arrested the Palestinian man but released him 36 hours and started rounding up 12 Israelis who had attacked the Palestinian man; the Palestinian man’s lawyer said in court that the attack was “a lynching.” (WAFA, WAFA, WAFA 2/28; JP 3/1; HA, PCHR 3/4)

The Israeli cabinet approved starting to vaccinate Palestinians from the West Bank holding Israeli work permits and Palestinians working in Israeli settlements. Vaccination centers will be set up at West Bank crossings. The decision came days after the PA said that Israel and the PA had agreed that Israel would vaccinate Palestinian workers. 8 of 9 judges on the Israeli supreme court voted to overturn the Israeli central elections committee’s decision to disqualify the Palestinian-Israeli Labor party candidate Ibtisam Mara’ana from running in the Israeli elections. The Israeli central elections committee disqualified Mara’ana from running upon request by the racist far-right Otzma Yehudit (Jewish Power) party on 2/17. (HA 2/28)

Israel designated the Samidoun Palestinian Prisoner Solidarity organization a terrorist organization for its ties to the Palestinian Front for the Liberation of Palestine. (JP 2/28)

Iran rejected an invitation to discuss reviving the Joint Comprehensive Plan of Action (JCPOA) at an informal meeting with the U.S. and European stakeholders, saying that European and American parties have made actions and statements in the recent past that do not make the timing right for Iran. Iran later said that the U.S. should lift the sanctions imposed by the Trump administration before the parties can begin to engage on reviving the JCPOA. (AJ 2/28; REU 3/1)

Some 450 lawmakers in European countries and in the EU parliament signed a letter to EU High Representative Josep Borrell and European foreign ministers urging them to pressure Israel to stop the “de facto annexation” of the West Bank. (HA 2/28; WAFA 3/1)

In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. In East Jerusalem, 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. The letter warns the State Department that the 4 will “pursue conditions on the $3.8 billion in U.S. military funding to Israel.” (Jewish Insider 6/29; HA 6/30)

In the West Bank, Israeli settlers set up tents and caravans at a settlement outpost in the Jordan Valley. Israeli forces shot and killed 1 Palestinian at the Ni‘lin junction; 1 other man traveling with the deceased fled the scene. Israeli authorities alleged that the men had thrown stones at Israeli settler vehicles. Israeli forces and Palestinians clashed after Israeli forces raided Burin; tear-gas related injuries were reported. PA prime minister Mohammed Shtayyeh announced new measures to curb the spread of the COVID-19 virus, including banning movement between governorates; banning all unnecessary movement outside of homes; and forbidding workers in Israeli settlements from going to work. The PA also announced that it will release some of its prisoners as a measure to curb the spread of COVID-19. 6 Palestinians were arrested, including 2 at a checkpoint near Abud and 4 during raids in al-Fawar refugee camp and al-Zawiya. In East Jerusalem, the Islamic Waqf announced that it is closing the Haram al-Sharif compound for Muslim worshippers and visitors, according to the Waqf, Israel had also promised not to allow Jewish worshippers into the compound. Israeli forces and Palestinians clashed during a raid in Issawiyya; tear-gas related injuries were reported and 2 Palestinian minors were arrested. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restrictions during the Jewish Sukkot holidays. Israeli settlers with military escort toured Solomon’s Pool south of Bethlehem, closing the area for Palestinians. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restriction during the Jewish Sukkot holidays. Israeli settlers vandalized 6 Palestinian-owned cars in Dayr ‘Ammar. Israeli settlers also attacked Palestinians harvesting olives in Burin and al-Jaba‘. During the attack in Burin, 1 pro-Palestinian Israeli activist suffered broken bones and a settler set fire to some trees. 15 Palestinians were arrested during raids in and around Abu Dis, Ramallah, Hebron, and Qalqilya. During a raid near Tulkarm, Israeli forces seized 10,000 NIS ($2,800) in cash. Israeli forces also shot and injured 1 Palestinian trying to enter Israel southwest of Jenin. In East Jerusalem, for the 2d day in a row, a natural spring was opened for Jewish visitors only; Israeli forces guarded the spring and closed a road leading to nearby Palestinian towns. 7 Palestinians were arrested, including 6 during raids in Issawiyya; 1 preacher of the al-Aqsa Mosque was arrested in the Old City. Unidentified Palestinians launch a number of projectiles from Gaza into southern Israel late at night. Israel’s Iron Dome missile defense system intercepts at least 6 and the rest land open areas, causing no damage or injuries. Afterwards the Israeli Air Force conducts air strikes on approximately 100 Hamas sites across Gaza; at least 4 Palestinians are injured and extensive damage is wrought. Earlier in the day along Gaza’s border, IDF troops arrest 5 Palestinians attempting to cross into Israel near Rafah and a 6th who attempts to cross near Khan Yunis armed with a knife. Meanwhile, Hamas security forces violently disperse Palestinians gathering in Gaza City to demonstrate against the high cost of living and the restrictions on imports to Gaza; several protesters are injured. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads. Hamas’s military wing, for its part, denies responsibility for the rocket attack, claiming that the projectiles were fired when senior Hamas officials were meeting with a delegation from Egypt. Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance.
