In East Jerusalem, Israeli forces bar Palestinian children from entering Haram al-Sharif while a group of right-wing Jewish activists tours the sanctuary; arrest a Palestinian on a raid nr. the Old City. The PA announces that 5 new ministers will be sworn in on 7/31, implementing the cabinet “reshuffle” that the PLO leadership approved on 6/30. Hussein al-Araj will serve as min. of local governance; Sabri Saydam will serve as min. of education; Samih al-Abed will serve as min. of transportation; Sufian Sultan will serve as min. of agriculture; and Abeer Odeh will serve as min. of national economy. Hamas calls the move “unconstitutional and outside consensus”. (MNA 7/30)

After an all-night session, Israel’s Knesset passes, 46–40, the 2d and 3d readings of a bill to allow force-feeding of prisoners on hunger strike that was approved by the Israeli cabinet on 6/14. The new law will allow judges to approve force-feeding if there is a clear threat to an inmate’s life. (AFP, AP, HA, JP, MNA, TOI, WAFA, YA 7/30)

Off Gaza’s coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at 1 Palestinian fishing boat, then confiscate 8 nets. In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Hebron, Qalqilya, Ramallah, and Nablus, arresting 12 Palestinians and issuing arrest summons to 3; patrol in 4 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Jericho. In East Jerusalem, Israeli police arrest 5 Palestinians as they exit Haram al-Sharif, and more than 50 right-wing Jewish activists tour the sanctuary. Israeli forces conduct a late-night raid in Issawiyya, sparking clashes with stone- and firework-throwing residents; 5 Palestinians are injured. Israeli forces arrest 1 Palestinian on a night raid in al-‘Izzariya. In n. Israel, the IDF declares a section of the Israeli-occupied Golan Heights a closed military zone to nonresidents in response to recent fighting on the Syrian side of the border. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. Israeli naval forces open fire on Palestinian fishing boats off the Gaza coast on 3 occasions, causing no damage. IDF troops on the Gaza border e. of Jabaliya fire warning shots at Palestinian farmers on 3 occasions, causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in Hebron and a nearby village, arresting 2 Palestinians; patrols in 3 villages nr. Ramallah and 2 nr. Hebron. Israeli forces deliver a stop-work notice to a Palestinian home under construction nr. Hebron. In East Jerusalem, around 50 rightwing Jewish activists tour Haram al-Sharif, and Israeli forces arrest 1 Jewish activist and 6 Palestinians. PA PM Rami Hamdallah pledges $50,000 to the bedouin community of Abu Nawwar nr. East Jerusalem, which is 1 of 46 bedouin communities in the E1 area that the Israelis plan to relocate to 3 planned townships nr. Jericho to expand Israeli settlements. (MNA 5/24)

In the West Bank, hundreds of Israeli settlers gather nr. Nablus to protest recent attacks by Palestinians, including on 5/4. Late at night, Israeli settlers attempt to assault a Palestinian truck driver nr. Nablus, but he escapes. Meanwhile, IDF troops assault a PA security officer during a raid in a village nr. Nablus. The IDF conducts house searches and raids in 4 villages nr. Hebron and 1 nr. Ramallah, arresting 6 Palestinians; patrols nr. Ramallah and in a village nr. Hebron. They also clash with stone-throwing Palestinians on raids in 1 village each nr. Ramallah and Hebron. In East Jerusalem, Israeli police detain and assault 3 Palestinian women in Haram al-Sharif as a group of right-wing Jewish activists tour the sanctuary. Israel’s Supreme Court rejects a petition to abort the state’s plans to demolish a bedouin village in the Negev and replace it with a new Jewish town. The bedouin residents of Umm al-Hiran filed the petition in 11/2013. Around 1,000 bedouins will be relocated when the evictions begin; they plan to appeal the decision. (HA 5/6; NYT 5/16)

A PLO delegation meets with Syrian dep. FM Mekdad and other Syrian officials to discuss humanitarian efforts in Yarmouk r.c. It is the 2d PLO delegation to travel to Syria for such talks since ISIS fighters entered the camp on 4/1. (AFP 5/5)

Palestinian prisoner Khader Adnan launches a hunger strike to demand an end to his administrative detention by Israel. He was arrested on 7/8/2014 and administratively detained for the 10th time in his life. In 2012, he led a high-profile hunger strike in protest of administrative detentions. (MNA 5/14)

In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. U.S. Pres. Obama meets with several U.S. Jewish groups to discuss the “key parameters” announced on 4/2 by the P5+1 and Iran, and their concerns about Israel’s security. In the West Bank, IDF troops arrest a Palestinian in a village nr. Hebron and another in c. Hebron. Meanwhile, hundreds of Israeli settlers perform religious rites at Joseph’s Tomb outside Balata r.c. nr. Nablus, sparking clashes between IDF troops and Palestinians in the camp. Israeli forces seize around 1,000 dunams of land nr. Hebron for the expansion of a nearby settlement. PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers. He also says that the Palestinians will lodge an official complaint about the freeze at the ICC. (WAFA 4/8)

As part of a reported deal with Israel’s COGAT, the PASF expands deployments in towns and villages nr. Jerusalem, in Area B. The PASF will begin by opening up police stations in the villages. (REU 4/8; AFP, MNA 4/9)

U.S. Pres. Obama calls Sens. Corker (R-TN) and Ben Cardin (D-MD), the 2 ranking mbrs. of the Senate Foreign Relations Comm., denouncing Corker’s proposed bill that would empower Congress to approve or disapprove of any final agreement made by Iran and the P5+1. The bill, the Iran Nuclear Agreement Review Act, is set for a comm. deliberation on 4/14. Meanwhile, Secy. of State Kerry and Under Secy. Wendy Sherman meet with reps. of AIPAC, the American Jewish Comm. Off the n. coast, Israeli naval forces open fire with live ammunition on Palestinian fishing boats, moderately injuring 1 fisherman. Also, the Gaza power plant shuts down 1 of its 3 currently operating turbines due to lack of fuel imports, increasing the planned power outages from 12 to 18 hours per day. In the West Bank, the municipal govt. of the Kiryat Arba settlement delivers a notice of unpaid property taxes to a Palestinian on whose lands the settlement was built, which will reportedly force him and his family to leave their land. Separately, Israeli forces demolish 2 homes and 2 animal shelters in a village in the s. Hebron hills. The IDF conducts house searches and arrest raids nr. Nablus, Hebron, Jenin, as well as Tulkarm r.c.; patrols nr. Hebron and Tulkarm. They also arrest 1 Palestinian at a military checkpoint nr. Bethlehem. In East Jerusalem, Israeli forces demolish a home in Jabal Mukabir and a building in Shu‘fat; conduct house searches and arrest raids in Silwan. Meanwhile, security guards deny a group of right-wing Jewish activists entry to Haram al-Sharif. In Israel, a Palestinian man from Tulkarm attacks Jewish Israelis on a bus in Tel Aviv, injuring 13 with a knife, before police shoot him in the leg and detain him. U.S. Speaker of the House of Reps. John Boehner (R-OH) announces that Israeli PM Netanyahu has accepted his invitation to come to Washington and address a special meeting of Congress on Iran.
