U.S. Secy. of State Kerry tells the House Foreign Affairs Cmte. that the Obama administration is requesting that negotiators be given time to do their jobs in talks with Iran, and for Congress to hold off on passing any new sanctions-related bills. Kerry affirms that it is a “very delicate diplomatic moment.” U.S. Senate Banking Cmte. chmn. Tim Johnson (D-SD) says he will not back new sanctions legislation at this time. Meanwhile in Geneva, Iranian delegation head Hamid Baeedinejad says that talks with the IAEA are going smoothly. The meeting is also attended by officials from the U.S., China, Britain, France, Germany, Russia, and the EU. (JP, REU 12/10)

U.S. Defense Secy. Hagel meets with the Qatari emir Shaykh Tamim bin Hamad and DM Hamad bin Ali al-Attiyah, and signs a 10-year defense cooperation agreement that will govern interaction between U.S. and Qatari forces. (REU 12/10)

In the West Bank the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in al-‘Arub r.c. and 1 village nr. Hebron, and in 1 village each nr. Qalqilya, Salfit, and Tulkarm; patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Ramallah and 1 village nr. Jericho at night. An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. Both men resigned on 11/13 in protest of the lack of progress in the talks; however, Erakat stayed on when Pres. Abbas requested. (MNA 11/21)

The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Minister of Education Ali Muhana calls on the teacher’s union to abide by the last agreement with the PA, reached in 9/2013 (see the QU in JPS 171 for more on the teacher’s strike). (MNA 11/21)

A 2nd day of talks in Geneva between reps. from Iran and the P5+1 ends without a breakthrough, as discussions continue about a potential interim accord. Iranian FM Mohammad Javad Zarif tells reporters that the talks are going well but “differences of views” remain. Iran’s Dep. FM Abbas Araghchi suggests that differences amongst the 6 world powers were complicating efforts. Meanwhile, U.S. Senate majority leader Harry Reid (D-NV) says that lawmakers will seek to impose new sanctions on Iran in 12/2013 if there is no deal. (AFP, AP, HA, REU 11/21)

In the Gaza Strip, the IDF kills 4 mbrs. of Izzeddin al-Qassam Brigades in 2 separate incidents. First, IDF troops working to close a tunnel on both sides of the border are targeted by an explosion, wounding 5 soldiers. Returning fire, they kill 1 Palestinian. Subsequently, the Israeli Air Force (IAF) bombs another tunnel, killing 3 Palestinians who were inside. In addition, IDF troops along the border nr. Jabaliya r.c. open fire on an open area, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on a settler vehicle close to Hawara checkpoint nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Nablus and Jenin at night; patrols in 2 villages each nr. Hebron and Jenin and 1 village nr. Ramallah in the afternoon. Jewish settlers vandalize around 300 olive trees nr. Qalqilya. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. Abbas, in response to what the 2 describe as Israel’s lack of commitment to the peace process. However, PLO official Wassel Abu Yousef denies that any such resignation had taken place. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. The IAF attacks a shipment of missiles located at a Syrian military base, a strike confirmed by an anonymous Obama administration official. The air strike targets missiles at a base nr. Latakia thought to be en route to Hizballah. Meanwhile, the OPCW announces that Syria has met a deadline in the internationally mandated disarmament program, with equipment and production facilities rendered inoperable. (AP, REU 10/31)

U.S. VP Joe Biden and other administration officials work to convince lawmakers to hold off from passing further sanctions targeting Iran, to let the current efforts to secure a negotiated solution have some breathing space. Comments by sens. emerging from the private briefing with Senate Democratic leaders and Republican and Democratic mbrs. of the Senate Banking Cmte. indicate that the Obama administration had done enough to convince many of the need to wait. In the West Bank, the IDF patrols in 1 village nr. Hebron at night. In East Jerusalem, there are clashes in Abu Dis between Palestinians and Israeli forces who conduct a raid and enter the Al-Quds university campus. Meanwhile, right-wing Jewish extremists enter the al-Aqsa compound, prompting clashes with Palestinians, with Israeli security forces dispersing the crowds and arresting 7 Palestinians. Separately, Shaykh Raed Salah is released on bail, though Salah says he does not intend to respect the order banning him from Jerusalem. (HA, MNA 9/4; PCHR 9/5)

According to an anonymous Palestinian official speaking to the Associated Press, Israel intends to leave numerous settlements and military bases in the West Bank to set up a provisional Palestinian state. Meanwhile, aide to Pres. Abbas, Yasir ‘Abid Rabbuh tells Palestinian media that the talks are proving pointless and making no progress, and will fail to do so, without serious U.S. pressure. The U.S. Senate Foreign Relations Cmte. narrowly backs, 10–7, a compromise res. authorizing the use of military force in Syria. The full Senate will vote next week, and the House of Representatives must also approve the measure. Meanwhile, Russian pres. Putin says Moscow does not rule out approving a strike against Syria if there is clear evidence of the Asad regime’s culpability for the use of chemical weapons. (AP, REU 9/4)

Pres. Obama’s national security aides have recommended that the U.S. suspend military and economic assistance to Egypt in response to the military coup, according to unnamed U.S. officials speaking to the media. (AP, REU 9/4)

IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Meanwhile, Egyptian helicopter gunships kill 8 suspected militants and wound 15 others in air strikes in the Sinai Peninsula nr. the Rafah border with the Gaza Strip. (AFP, AP, REU, NYT 9/3)

White House spokesperson Jay Carney says that the Obama administration is working to bring together Israeli and Palestinian officials in the coming weeks to discuss how to commence direct negotiations. Palestinian official Nabil Abu Rudeineh says that Israel is still blocking the path to formal talks, claiming that Pres. Abbas had agreed to send a delegation to Washington to continue lower-level preliminary discussions. Meanwhile, EU foreign ministers issue a statement welcoming Kerry’s announcement that an agreement had been reached (7/19) for establishing a basis for resuming direct negotiations. Palestinian pres. Abbas says that any future peace deal with the Israelis be put to a national referendum, while Israeli PM Netanyahu says that his govt. will pass a law requiring a referendum on any peace treaty. Chairman of the House of Representatives Intelligence Cmte. Mike Rogers says that the U.S. administration can move forward with plans to arm Syrian rebels, after some concerns were eased. Members of the Senate Intelligence Cmte. had previously voiced worries that arms could end up in the hands of radical Islamist groups, but according to a statement issued by Rogers the White House has since offered reassurances about the proposed supplying of rebels. The EU designates the armed wing of Hizballah as a foreign terrorist organization, a decision welcomed by Israel but condemned by both the Lebanese group themselves, as well as Lebanese caretaker FM Adnan Mansour. The resulting sanctions will restrict Hizballah’s ability to use Europe as a financial conduit. (REU 7/22)

The Mujahidin Shura Council, which has previously fired projectiles from the Gaza Strip into Israel (3/21, 4/2), claims responsibility for firing 2 Grad rockets from the Egyptian Sinai that hit the Israeli resort city of Eilat, causing no damage or injuries. The group states that the attack was intended to demonstrate solidarity with Palestinian prisoners in Israeli jails. (NYT, REU, YA 4/17)

The U.S. Senate’s Foreign Relations Committee adopts Senate Resolution 65 (S. Res. 65), introduced on 2/28, which stipulates that Washington will support Israel—though no specific are given—in the event that it takes military action against Iran. (YA 4/17)

The UN Special Coordinator for the Middle East Peace Process Robert Serry warns that ‘‘the two-state solution is now on life support’’ and that 2013 is a ‘‘critical year.’’ Meanwhile, U.S. Secy. of State John Kerry says that Pres. The al-Aqsa Martyrs Brigade (AMB) claims responsibility for a single rocket fired into Israel from the Gaza Strip, which causes no casualties or damage. The group says the rocket is in retaliation for the death of Arafat Jaradat in Israeli detention. Israel responds by closing the Erez and Kerem Shalon crossings. In the West Bank, the IDF patrols in and around Hebron and al-Fawar r.c. during the day, causing no serious injuries. The IDF also conducts house searches and arrest raids in 1 village nr. Nablus in the afternoon, and in and around Bethlehem and Aida r.c. and in 1 village nr. Hebron at night. Meanwhile, more than 200 activists and residents of Bayt Safafa in East Jerusalem protest plans for an extension of the Begin Highway that will run through the neighborhood. The Palestinian Authority announces that it has paid the remainder of 1/2013 salaries owed PA civil servants. (MNA 2/26) The U.S. Senate confirms Chuck Hagel as the new defense secy. in a 58-41 vote. Only four Republicans voted to confirm his nomination, reflecting the controversy over Hagel’s appointment (see JPS 167). (REU 2/26)

Iran and the P5+1 group (permanent UN Security Council members plus Germany) begin two days of talks in Almaty, Kazakhstan, the first such meeting since 7/2012 (see QU 165). (AP, REU 2/26)

The Jerusalem District Court convicts Hamas-affliated PC mbrs. Khalid Abu Arafa and Muhammad Toutah of membership in a terrorist organization and illegally residing in Israel, following their arrest in 1/2012 after they had stayed 569 days at the Red Cross office in Shaykh Jarrah neighborhood in East Jerusalem (see Quarterly Update in JPS 163). Republicans vote against the nomination of Chuck Hagel as defense secretary in a 58–40 vote in the Senate, delaying his approval and provoking Democrats’ anger at what they claim is an unprecedented filibuster. Sixty votes are required to pass a motion to stop debate and move the process on to a vote by the full senate. Another vote is expected later in the month and Obama says he expects the nomination to be approved. (REU 2/14)

Australian television channel ABC broadcasts claims that dual IsraeliAustralian citizen Ben Zygier committed suicide in a high-security Israeli jail in 2010 after being held for months in great secrecy and known only as ‘‘Prisoner X.’’ ABC says that the man had been recruited by Mossad. The Israeli government refuses to comment and immediately forces Israeli publications to remove reference to the story from online and print editions. However, a number of MKs refer to the story in the Knesset. (HP, REU 2/12)

International NGO Human Rights Watch (HRW) concludes that at least 18 Israeli air strikes in Operation Pillar of Defense in November 2012 were in violation of the laws of war, highlighting specific attacks that killed at least 43 Palestinian civilians, including 12 children. (HRW 2/12)

Palestinian Ministry of Finance spokesperson Rami Mahdawi says that Israel is still withholding Palestinian tax revenue in breach of the 1994 Paris Protocol. (MNA 2/12)

The Senate Armed Services Comm. votes (14–11) along party lines to approve Pres. Obama’s nomination of Chuck Hagel to be the nation’s defense secretary, allowing his nomination to advance to the full Senate. Hagel’s nomination continues to be fiercely opposed by groups and senators known to have a pro-Israel line. (AP 2/12)

A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Israel’s Foreign Ministry rejects the report, calling it counterproductive and the result of a ‘‘one-sided and biased approach towards Israel.’’ PLO Executive Comm. member Hanan Ashrawi welcomes the report, saying that the Palestinians are encouraged by its ‘‘candid assessment of Israeli violations.’’ (JP, REU 1/31)

Area council head for the Gush Etzion settlement bloc Davidi Perl says that the Israeli Defense Ministry has moved forward plans to build 346 housing units in Tekoa and Nokdim settlements. (JP 1/31)

Syria and its allies condemn the presumed Israeli attack on a site close to the Lebanese border, which the Syrian military says struck a research center and which Western officials stated was a convoy of anti-aircraft batteries headed toward Lebanon for Hizballah. Israeli officials refuse to comment. Syrian amb. to Lebanon Ali Abdul-Karim Ali says that the country may choose a ‘‘surprise’’ response to Israeli ‘‘aggression,’’ while Syria also summons the head of the UN peacekeeping mission in the Golan Heights to formally protest the raid. Russia says that if reports are confirmed, then the Israeli attack is a violation of the UN Charter and is ‘‘unacceptable.’’ The Arab League condemns what it calls Israel’s ‘‘cruel aggression,’’ while Hizballah releases a statement expressing ‘‘solidarity’’ with Syria and calling the strike ‘‘barbaric aggression.’’ (AFP, AP, FT, REU 1/31)

Iran writes a letter to the International Atomic Energy Agency to announce its plans to install and operate advanced uranium-enrichment machines. The U.S. says that installation of new Iranian centrifuges would be a ‘‘provocative step.’’ (REU 1/31)

Pres. Barack Obama’s nominee for defense secretary, Republican Chuck Hagel, is questioned at a Senate Armed Services Comm. hearing, and is attacked by Republic lawmakers over his record on Israel and Iran. Hagel repeated his apology for his previous use of the term ‘‘Jewish lobby’’ in a 2006 interview with Aaron David Miller, and says it was wrong to suggest that pro-Israel groups ‘‘intimidate’’ Congress into doing ‘‘dumb things.’’ (AP, JTA, REU 1/31)

U.S. columnist Jeffrey Goldberg reports that U.S. pres. Obama has repeatedly stated in private conversations regarding Israeli settlement expansion in the wake of the Palestinians’ UN bid that ‘‘Israel doesn’t know what its own best interests are.’’ Anonymous sources close to PM Netanyahu respond that the Israeli leader will continue to resist international pressure. Hundreds of Palestinian government workers who have not received a full salary in 3 mos. protest outside PA PM Fayyad’s office in Ramallah. Meanwhile, PA security forces raid Balata r.c. in Nablus looking for the armed men involved in the 1/10 protests against the PA security forces, but make no arrests; masked gunmen fire in the air but not at the PA forces, causing no injuries. Israeli Jerusalem municipal authorities and IDF soldiers demolish 2 Palestinian homes in the Sur al-Bahir neighborhood of East Jerusalem, leaving 22 people homeless. In the E1 area just outside East Jerusalem, Israeli security services block dozens of Palestinian activists who try to reoccupy the Bab al-Shams protest tent encampment. In the West Bank, the IDF fatally shoots a Palestinian teenager close to the separation wall by Budrus village nr. Ramallah. The IDF patrols in 1 village nr. Jenin and 1 village nr.
