In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. In the afternoon, IDF troops on the s. Gaza border nr. al-Qarara fire on 2 unarmed Palestinians who stray nr. the border fence, order them to lie on the ground, then send soldiers into Gaza to arrest and remand them to Israel. In the West Bank, the IDF conducts afternoon arrest raids nr. Tulkarm; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (1 Palestinian journalist, 1 Japanese activist are wounded); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (wounding 7); conducts late-night house searches in Jenin town and r.c. but makes no arrests. As the quarter opens, a 6-mo. Hamas-Israel cease-fire in the Hamascontrolled Gaza Strip, which began on 6/19/08, remains in effect, with occasional cross-border incidents reported (see Quarterly Update in JPS 149 for background). Israel, however, maintains a tight closure on Gaza Strip (imposed since 1/08), allowing only the minimum amount of food, fuel, and basic humanitarian aid to enter and permitting no exports or individuals to leave. During the day, Israeli naval vessels pursue Palestinian fishing boats off the Gaza coast, confiscating 1, temporarily detaining 2 fishermen. In the West Bank, controlled by the Fatah-led Palestinian Authority (PA), the Israel Defense Forces (IDF) fire tear gas at, beat Palestinians holding a nonviolent demonstration against the separation wall in Dayr al-Bhussun nr. Tulkarm; conduct late-night arrest raids, house searches in and around Hebron, nr. Jenin. Jewish settlers fr. Kiryat Arba and the nearby Beit HaShalom outpost in Hebron’s Wadi al-Nassara neighborhood (comprising the al-Rajabi building seized in 4/08 and surrounding land seized last quarter; see Quarterly Update in JPS 149) attack Palestinians and their property in Wadi al-Nassara, wounding 1 Palestinian. In Gaza, unidentified Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses; Hamas blames Egyptian efforts to seal tunnels using water, gas, explosives for killing 8 Palestinian smugglers since 8/1, calling the tactics irresponsible. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya and Tubas, nr. IDF troops make a late-night incursion into Tulkarm, fire on residential areas and storefronts, causing damage but no injuries. The IDF also fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (wounding 3). At the weekly nonviolent protest against the separation wall in Bil‘in, Israeli border police for the 1st time spray protesters with a foul-smelling liquid they call “skunk” that victims report lingers on the skin, clothes for up to a week. In Gaza City, Hamas-affiliated police exchange fire with wanted Army of Islam mbrs. during an arrest raid on several houses; no injuries are reported. PA security forces, under pressure fr. Israel to launch a campaign to crack down on Hamas that parallels Israel’s campaign launched on 7/7, raid and seal for 1 yr. 8 community organizations and arrest 16 employees for alleged affiliation with Hamas. Israel’s siege of Gaza, imposed after Hamas’s takeover of the Strip in 6/07, remains tight. In Gaza, the Israel Defense Forces (IDF) conduct late-night arrest raids, house searches in Shuka nr. Rafah, arresting 3 Palestinians, wounding 1 with live ammunition, bulldozing 8 dunams (d.; 4 d. = 1 acre) of greenhouses and a poultry farm (killing 50,000 chickens). In the West Bank, the IDF patrols in Qaryut nr. Nablus, detaining 4 Palestinians (including 3 teenagers) for questioning; conducts late-night arrest raids, house searches nr. Jenin and Hebron (partially bulldozing a Palestinian home in Bayt Umar); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in n. of Jerusalem nr. Overnight, the IDF sends troops, bulldozers into Khuza, exchanging fire with local gunmen (wounding 1) and bulldozing 62 d. of agricultural land, 20 greenhouses before withdrawing in the early morning. Palestinians shut down 2 of 3 turbines at Gaza’s power plant for lack of fuel. Hamas mbrs. fire 15 rockets fr. Gaza into Israel, causing damage but no injuries. In the West Bank, the IDF patrols in, fires on residential areas of Jaba’ nr. Jenin, firing on stonethrowing youths who then confront the troops, wounding 6; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, and international peace activists holding a nonviolent demonstration nr. Tulkarm against Israeli restrictions on Palestinian movement, injuring 2 demonstrators and 2 journalists covering the event; conducts late-night arrest raids, house searches nr. Hebron. Hizballah begins to pull back from areas captured on 5/9. Army commander Gen. Michel Suleiman orders all gunmen to leave the street, but some Future Movement supporters angry over their perceived loss in Beirut attack Hizballah and SSNP offices in n. Lebanon and the Biqa‘ Valley, leaving 12 Lebanese dead (at least 11 of them SSNP mbrs.), 20 wounded; heavy clashes are also reported in Tripoli (btwn. supporters of Future Movement and Alawi mbrs. of the Arab Democratic Party seeking to settle Sunni-Alawi scores fr. the 1980s). Hani al-Kabi is staying, fatally shoots him when he resists arrest; until recently, Kabi voluntarily stayed in a PA jail overnight as part of the 7/07 AMB amnesty deal with Israel. The IDF also conducts latenight arrest raids, house searches nr. Jewish settlers fr. Efrat uproot 100 Palestinian olive trees to make way for new construction begun on 3/23. Palestinians stone Jewish settler vehicles nr. Ramallah, causing no injuries. In n. Gaza, 50,000 Hamas, Islamic Jihad, and Fatah al-Yasir (an AMB offshoot) supporters hold a peaceful demonstration calling on the Arab League summit assembling in Damascus to find a way to break Israel’s siege of Gaza. In Gaza, IDF bulldozes land on the Palestinian side of the Qarni crossing, along the border fence e. of al-Maghazi r.c. A smuggling tunnel on the Rafah border collapses, killing 2 Palestinians. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1). Jewish settlers celebrating Purim in Hebron vandalize a Palestinian school, other property and attack local Palestinians; the IDF observes but does not intervene. (OCHA 3/26; PCHR 3/27)

The IDF shells a rocket-launching site in Gaza City and makes an air strike on a 2d rocket-launching site nr. Bayt Lahiya, killing 3 Islamic Jihad mbrs., wounding at least 2 Islamic Jihad mbrs. and 2 civilians; bulldozes land along the border fence e. of al-Maghazi r.c. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Bethlehem, nr. Qalqilya. Overnight, in Jerusalem, Israeli authorities hand the body of the 3/6 Mercaz Harav attacker over to his family in Jabal Mukabir for a predawn burial, hoping to prevent clashes surrounding his burial. When news breaks, however, 10s of right-wing Jewish settlers storm Jabal Mukabir, evading police barricades, clashing with riot police, throwing stones at Palestinian homes on the rim of the neighborhood. Nearby, 100s of right-wing Jewish settlers hold a protest rally demanding the expulsion of Palestinian citizens of Israel, scuffle with police. IDF troops on the Gaza border e. of Gaza City fire a missile at a group of armed Palestinians nr. the border, wounding 1 armed Palestinian, 1 Palestinian teenager outside his home nearby. In the West Bank, the IDF conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus (arresting senior Popular Front for the Liberation of Palestine [PFLP] mbr. Majdi Mabruk) and nr. Bethlehem, Hebron, Tulkarm; breaks the windows of several Palestinian cars parked nr. a Hebron building occupied by Jewish settlers for the past yr., stating the vehicles posed a threat to the settlers; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in nr. Ramallah (injuring 6). Hamas-affiliated imam Majid Barghouti (age 44), who was among 8 Palestinians arrested by the PA in a raid nr. Ramallah on 2/14, dies in PA General Intelligence custody in Ramallah of apparent torture; PA Pres. Mahmud Abbas puts West Bank security forces on high alert, orders an investigation. An explosion destroys the 3-story home of senior Islamic Jihad military cmdr. Ayman Fayed in al-Bureij r.c., killing him, his wife and 2 children, and 3 neighbors, wounding at least 50 bystanders (12 critically), badly damaging 10 nearby homes; Islamic Jihad accuses Israel of assassinating Fayed in an air strike and vows retaliation, but Israel denies carrying out any actions in the area, claiming that rockets kept in the home exploded accidentally; Hamas-affiliated police say the cause is unclear. Meanwhile, the IDF shells a rocket-launching site nr. Bayt Hanun, hitting and damaging a home nearby, causing no injuries. Nr. al-Qarara, 2 Islamic Jihad mbrs. are injured when a mortar they are preparing detonates prematurely. In the West Bank, the IDF patrols in Ramallah and al-Bireh overnight; conducts arrest raids, house searches in Burqa nr. Ramallah; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1). In Gaza City, unidentified masked men raid the YMCA and blow up its 8,000-volume library; a 2d bomb is defused; the attack is considered the latest in a string targeting Christian organizations in the Strip. After mtgs. with Egyptian officials in Cairo, Hamas announces that the Rafah border will close on 2/3. Some 2,500 Palestinian women rally at the Rafah crossing to urge Egypt to keep it open; 10,000 Palestinians take part in similar nonviolent rally in Gaza City. Egypt reports that it has arrested at least 14 armed Palestinians in the Sinai not far fr. the Rafah border. Palestinians fire 6 rockets fr. Gaza toward Israel; 1 lands inside Israel, causing no damage or injuries. In the West Bank, the IDF distributes fliers in Azun warning that unless local youths stopped throwing stones at Jewish settler vehicles traveling on Route 55 (see 2/1), the army would launch arrest raids, shoot stone-throwers, seal the village’s main entrance, and close shops nr. the road; fires on stone-throwing youths in al-Khadir, wounding 3; conducts arrest raids, house searches in and around Hebron, nr. In Gaza, 2,000 Palestinians hold a peaceful demonstration at a sealed breach in the Rafah border to urge Egypt to keep the border open. Outside Rafah, 2 Palestinian teenagers are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sets up a checkpoint outside a Bayt Umar cemetery to check the IDs of mourners attending the funeral of the 2d Kefar Etzion attacker (see 1/24); later fires percussion grenades, rubber-coated steel bullets at mourners, wounding 6; fires on residential areas of al-Khadir nr. Bethlehem, causing no injuries; conducts arrest raids, house searches in Jenin, northwest of Jerusalem; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2). Palestinian children throw stones at Jewish settler vehicles traveling on Route 55 nr. Azun and Route 60 nr. Hawara, damaging 2 but causing no injuries. Inside Israel, 20,000 Israeli Palestinians march in Sakhnin to protest a 1/27 government decision not to try police officers who fatally shot 13 Israeli Palestinians during 10/00 antigovernment demonstrations in Um al-Fahm in solidarity with the intifada. On the Israeli side of the Erez crossing into Gaza, more than 1,000 Israeli Palestinians and left-wing peace activists rally to urge Israel to lift the siege on Gaza, while in Gaza City, 100s of Palestinians hold a parallel demonstration “to join the hands of Israeli and Palestinian peace activists who want to end the siege and all forms of violence.” In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron. Egyptian border and riot police in armored vehicles make a brief attempt to herd Palestinians back across the Rafah border into Gaza, firing into the air and using batons, water cannon, tear gas, dogs. They are overwhelmed by the estimated 120,000 Palestinians (many of whom throw stones, injuring 38 policemen), eventually retreating, allowing the crossings to continue. Hamas mbrs. use bulldozers to make at least 1 new opening in the Rafah border fence. Meanwhile, the IDF makes an air strike on a car in Rafah, assassinating Hamas’s local cmdr. Muhammad Harb (reportedly in charge of breaching the Rafah border) and Hamas mbr. Sami al-Hamada, seriously wounding a 3d Hamas mbr. The World Food Program and UNRWA, which distribute food to 887,000 Gazans, say that because of Israel’s restrictions on food and fuel imports, they will have to cease operations by 1/24 and 1/25, respectively. Bakeries are expected to run out of flour within days, and meat prices have doubled in the past 10 days. The UN reports 40–50% of Gazans no longer have access to running water. In Gaza City, 1,500 Palestinians attend a PPCAS rally urging Israel to lift the siege. Reform and Change legislators lead a peaceful demonstration of 1,000 Palestinians at the Rafah border, appealing to Egypt to open the crossing. Palestinians fire 8 rockets and mortars fr. Gaza into Israel, causing no damage or injuries. Egyptian security forces uncover a smuggling tunnel on the Rafah border, exchange gunfire with the tunnel’s Egyptian owners, leaving 1 dead, 1 injured. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron; fires on 10s of Palestinians in al-Shayukh nr.
