In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. At night, IDF troops conduct house searches and arrest raids in Dahaysha r.c. in Bethlehem, in Hebron, in 5 villages nr. Hebron, in Nablus, and in 1 village nr. Ramallah. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

On the day Israel marks independence day and Palestinians commemorate the Nakba, Hamas’s Izzeddin al-Qassam Brigades fires 6 rockets and 8 mortars into Israel, causing no injuries, reiterating that it will no longer abide by the 11/26/06 cease-fire; the IDF responds with helicopter air strikes on n. Gaza and fires on an open area e. of Rafah; no damage or injuries are reported on either side. (Also in Gaza, a Palestinian is injured in Jabaliya r.c. while trying to dismantle an unexploded IDF shell.) Meanwhile, moderates in Hamas’s political wing say they are working to preserve the cease-fire. In the West Bank, the IDF occupies a Palestinian home in Saffa nr. Ramallah as an observation post; patrols, fires on residential areas of Nablus; conducts latenight arrest raids, house searches in Hebron. Nr. Jenin, 2 Palestinian children (ages 4, 7) are injured when they accidentally trigger unexploded IDF ordnance. Thousands of Jewish settlers march to the evacuated Homesh settlement site to protest the 2005 disengagement despite the IDF’s declaration of the area as a closed military zone; 2 IDF soldiers are injured trying to keep settlers from the site. IDF troops on the Gaza border fire a tank shell at a Gaza municipality truck nr. Juhur al-Dik, injuring 4 municipal workers; send tanks, bulldozers into Gaza nr. Bureij r.c. to level land. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. In the West Bank, the IDF temporarily occupies several buildings in Nablus, exchanging fire with Palestinian gunmen, leaving 2 armed Palestinians dead; patrols in and around Jenin town and r.c.; conducts arrest raids, house searches in Hebron, Kafr Dan and Qabatya nr. Jenin, Tulkarm; issues military orders confiscating 10 d. of Palestinian land e. of Tulkarm for military training purposes. In tandem with a visit by U.S. Secy. of State Condoleezza Rice, 2,000 right-wing Jewish settlers and activists march to and reoccupy the Homesh settlement site in the n. West Bank, evacuated during disengagement in 2005, with plans to stay at the site for 2 days and eventually to rebuild the settlement; the main YESHA settlers group does not endorse the action; the IDF mobilizes 4 brigades to monitor marchers and take action should they or local Palestinians become violent, saying they will forcibly remove the settlers if they do not leave on 3/27 as planned. Fatah-Hamas clashes leave 5 Palestinians wounded in Rafah. Hamas mbrs. fire an antitank missile at, then occupy the Fatah-affiliated Bayt Hanun Sports Club; no injuries are reported. Some 200 Egyptian border police begin deploying along the Rafah border to prevent smuggling and illegal crossings after the IDF completes its Gaza withdrawal; all 750 will be deployed within 4 days. IDF moves into Bayt Furik nr. Nablus, fires on residential areas, then fires on stone-throwing Palestinians who confront the troops, wounding 1; conducts house searches nr. Hebron, Jenin. Some 200 armed AMB mbrs. take over 2 PA buildings in central Gaza demanding jobs. The IDF conducts arrest raids, house searches in Askara nr. Bethlehem, Burkin nr. Jenin. Jewish settlers fr. Neve Dekalim seize 18 d. of Palestinian lands in al-Mawasi in s. Gaza. Jewish settlers fr. Avraham Avino chase Palestinians, throw stones at Palestinian homes in Hebron. PA police reportedly fire on the car of Jenin AMB head Muhammad Abu Araj, hitting him in the leg; AMB mbrs. return fire, without causing injuries. The IDF jails the 1st IDF reservist, Arkadi Moter (who is also a Jewish settler) for refusing to serve in protest of Gaza disengagement. Separately, the IDF places a Jewish settler, Niria Ofen, in administrative detention until 9/30/05 for suspected militant activity related to disengagement. Armed AMB mbrs. shut down the central Gaza PA Central Election Comm. (CEC) offices apparently in effort to overturn what they call “fraudulent election returns” in Bureij, Rafah that favor Hamas. The IDF blocks all branch roads leading to the main Jerusalem–Ramallah road; fires on stone-throwing Palestinians in Qalandia r.c., fatally shooting a wheelchair-bound Palestinian; fatally shoots a Palestinian in a cemetery nr. Gaza’s Neve Dekalim, suspecting he might attack; fires on residential areas of Khan Yunis (seriously wounding a Palestinian woman inside her home), Rafah r.c.; raids Balata r.c., firing on houses, stonethrowing youths who confront troops, injuring 4; begins work on a new segment of the separation wall around Jerusalem nr. The IDF launches a major predawn raid on Khan Yunis, fatally shooting 2 Palestinians, wounding 23, demolishing 34 Palestinian homes completely, 8 partially before withdrawing during the day; reinvades Khan Yunis after dark, demolishing another 16 Palestinian homes completely, 1 partially. During the day, IDF also deploys troops to surround Arafat’s headquarters in Ramallah; shells residential areas of the Old City of Nablus, Rafah; fires on stonethrowing youths nr. Nisanit settlement; conducts arrest raids, bulldozes 10 dunams of land in Wadi al-Silqa; conducts arrest raids, house searches in al-Arub r.c., Jenin, Nablus, al-Qarara, and nr. Dayr al-Balah. Nr. Tulkarm, a 10-yr.-old Palestinian is killed, 2 children are wounded when they accidentally detonate unexploded IDF ordnance while playing. A 17-yr.-old Palestinian dies of injuries received on 4/23. Palestinian gunmen (1 Islamic Jihad mbr., 1 PRC mbr.) ambush a Jewish settler vehicle nr. Gush Katif, killing a Jewish settler woman, her 4 children, wounding 2 IDF soldiers in a car escorting them; the soldiers return fire, killing the 2 gunmen. The IDF retaliates by assassinating the senior Nablus AMB military cmdrs. Nadir Abu Layl and Hashim Abu Hamdan, firing a missile at their car as they drive through Nablus, also killing 2 AMB mbrs. traveling with them, injuring 3 bystanders. The IDF then rockets a building in Gaza City that houses a Hamas radio station (possibly attempting to assassinate a senior Hamas mbr. who reportedly was being interviewed at the time), the offices of al-Ayyam and al-Quds newspapers, a Fatah radio station; no one is injured. The IDF also raids Wadi al-Silqa nr. the site of the ambush, orders all Palestinian residents to leave their homes, searches homes, arrests 1 Palestinian, bulldozes 15 Palestinian homes. The IDF also bulldozes 4 Palestinian homes and 6 dunams of land nr. Morag settlement, 2 Palestinian homes in Rafah; fires on a funeral procession in Khan Yunis, wounding 2 Palestinians; fires on residential areas of Tubas, sparking protests, then opening fire on stone-throwing youths; conducts arrest raids in and around Jenin. Late in the evening, 4 Jewish settler families, escorted by IDF soldiers and 100s of mbrs. of the radical Ateret Cohanim settler group, expel 2 Palestinians families fr. their homes in Abu Dis, occupy the buildings, surround them with a fence, claming they stand on part of an 80-dunam plot they purchased in 1927. Jewish settlers attempting to rebuild the illegal outpost in Hebron removed on 4/13 scuffle with IDF troops; 2 settlers are injured. In Silwan, East Jerusalem, 50 Jewish settlers (11 families) escorted by heavily armed Israeli border police occupy a multistory building, a Palestinian home they claimed to have purchased, evicting Palestinian residents, sparking clashes btwn. the IDF, Palestinians (9 of whom are arrested). The IDF dismantles 2 unauthorized settlement outposts: 1 nr. Hebron comprising a single tent that served as a synagogue, the other nr. Bethlehem comprising 2 containers; 300 Jewish settlers scuffle with the troops at the Hebron site, resulting in some moderate injuries. Palestinians fire an antitank rocket at IDF forces nr. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. Immediately, 100,000s of Palestinians take to the streets throughout the territories to protest the assassination. The IDF seals Gaza; clashes with Palestinian demonstrators in Balata r.c.
