At a rally in Jenin marking the anniversary of the Sabra and Shatila massacre, PA Pres. Abbas reiterates that the Palestinians will head to the UN to “achieve our goals.” Meanwhile, PA FM Riyad al-Maliki says that Abbas will use his upcoming meeting with French pres. François Hollande on 9/19 in Paris to ask for official recognition of Palestinian statehood and French support for a proposed UNSC res. demanding Israel’s withdrawal from the occupied Palestinian territories. UN peacekeepers withdraw from their posts along the Syrian side of the border with Israel. The relocation of hundreds of mbrs. of the UN Disengagement Observer Force (UNDOF) occurs following recent clashes between Syrian govt. forces and opposition groups in the area (see 9/4, 9/8, 9/11, 9/12). In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. At night, IDF troops conduct house searches and arrest raids in Dahaysha r.c. in Bethlehem, in Hebron, in 5 villages nr. Hebron, in Nablus, and in 1 village nr. Ramallah. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

The IDF raids Yamun nr. Jenin, surrounds the house of wanted Islamic Jihad mbrs. Zahir and Warad Abahra (uncle and nephew), begins to bulldoze the house when they do not surrender, sparking an exchange of gunfire that leaves both men dead; also conducts arrest raids, bulldozes part of a 2d Palestinian home, uproots 10s of olive trees elsewhere in Yamun; razes the remains of a Byzantine church nr. Dayr al-Balah, known for its mosaic floors dating to 586 A.D.; fires on residential areas of Dura nr. Hebron; conducts arrest raids, house searches in Tulkarm, around Hebron; sends undercover units to arrest a wanted Palestinian in Bethlehem; bulldozes Palestinian agricultural land in Shufa nr. Tulkarm to widen the buffer zone around Avni Hefetz and Einav settlements; issues military orders confiscating 15 d. of land nr. Qalqilya for the construction of new settler bypass roads. 1,000s of Israeli disengagement protesters demonstrate in s. Israel for a 2d day. A Palestinian teenager stabs, lightly injures an Israeli in Jerusalem. Hamas fires 7 Qassam rockets, 19 mortars at Gush Katif and Neve Dekalim, injuring a foreign worker, damaging a house. PA Interior M Nasr Yusuf takes part in a ceremony in Jenin r.c., marking the opening of a new security headquarters there; al-Aqsa Martyrs Brigade (AMB) mbrs. fire in the air to protest that the PA security services did not coordinate Yusuf’s visit with them; Yusuf, local AMB head Zakariyya Zubaydi meet at the Jenin headquarters to discuss the issue, with Yusuf saying such incidents would not be tolerated. British PM Tony Blair hosts a 1-day conference aimed at encouraging and supporting PA reform, strengthening PA governance in advance of Israel’s disengagement fr. Gaza in mid-7/05. The U.S., EU, and World Bank agree to lead an international effort to coordinate “institutional renewal” in the Palestinian territories. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. The IDF completes its withdrawal to the outskirts of Qalqilya, Tulkarm; makes a fresh incursion into Dura, detaining at least 70 Palestinians. In Jenin r.c., 13 IDF soldiers conducting house-to-house searches are killed when Palestinian suicide bomber in a building rigged with explosives reportedly detonates a series of devices, collapsing the building, and Palestinian snipers fire on soldiers who come to the rescue. In Nablus, a French TV cameraman is wounded by IDF gunfire. The IDF shells, destroys a PSF post in Kefar Rai; bulldozes a PSF post, olive groves in Dayr al-Balah. A convoy of 100s of Israeli Arabs attempting to deliver food to Jenin r.c. is halted outside Jerusalem by Israeli border police, attacked by Jewish settlers, shot at apparently by an IDF soldier, who wounds 2 before being subdued, arrested.
