In the Galilee, 400 Israeli police clash with 1,000 Israeli Arabs residents of al-Tira and Taybeh protesting the government's expropriation of village lands for a highway, leaving more than 40 Israeli Arabs (including 3 MKs), 18 police officers injured. (JP [Internet] 10/30; HA 10/31)

In response to the Aley Sinai raid on 10/2, the Israeli inner cabinet suspends cease-fire implementation, security coordination with the PA; cancels planned mtgs. of the trilateral security comm., btwn. Peres and PC speaker Qurai`; authorizes the IDF to resume initiated actions against Palestinians, possibly including assassinations; demands that Arafat immediately arrest "militants." The State Dept. says that to maintain calm and restore trust, the PA must take "preventive action" to preclude attacks, Israel must halt incursions into PA-controlled territory and house demolitions. DM Ben-Eliezer says Israel will not resume cease-fire talks until the PA has "reined in terror." The IDF fatally shoots a Palestinian said to be planting a bomb nr. Nablus, sparking a gun battle lasting several hrs., leaving 2 Palestinians wounded. Another Palestinian is caught attempting to plant a bomb on an Israeli bus in Kiryat Shimona. IDF commandos land a helicopter nr. a PSF post nr. Nablus, abduct low-level Fatah mbr. Murad Bisharat, who is released hrs. later; Israel Radio reports he was kidnapped by mistake, a senior Fatah mbr. was the intended target. Palestinians fire 2 mortars at Kefar Darom settlement in Gaza, causing no damage. In response, the IDF sends 3 tanks into a nearby PA-controlled area. Israel's Jerusalem Municipality confiscates 100 dunams of Palestinian land in the Jabal al-Mukabir neighborhood of East Jerusalem for a settler bypass road. Israeli-Palestinian clashes continue, leaving 2 Palestinians dead. The IDF opens fire on Khan Yunis, killing a 4-mo.-old Palestinian girl inside her home, wounding at least 23 Palestinians, including 10 children. Sharon apologizes for the incident in which the IDF was responding to 4 mortars fired toward Neve Dekalim settlement that caused no damage. The IDF directs heavy machine gun fire at a car clearing a PA checkpoint nr. Hebron, killing 1 PSF officer, wounding 2. The Israeli navy captures a boat nr. the Israel-Lebanon border carrying a load of weapons, ammunition. The Popular Front for the Liberation of Palestine-General Command (PFLP-GC) acknowledges the boat is theirs; the PA denies any connection to the shipment. In the West Bank, the IDF enters 2 towns in area A in pursuit of Palestinians said to have fired on Israeli forces. The U.S. criticizes recent incursions into area A as a "serious escalation." The IDF also directs heavy machine gun fire on residential areas of Jinin; bulldozes 230 dunams of Palestinian land nr. Khan Yunis, 71 dunams in Gaza City.
