In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israeli forces also delivered a demolition order for a residential structure in the Abu al-Nuwwar Bedouin community east of Jerusalem. 20 Palestinians were arrested during late-night raids in Jalazun refugee camp, al-Ram, Deir Abu Mash‘al, Tuqu‘, Hebron, Yatta, al-Zawiya, Jenin, and Fahma. In East Jerusalem, Israeli forces demolished 1 Palestinian house under construction in Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on Palestinian famers east of Beit Hanun and Khan Yunis; no injuries were reported. In Israel, anti-Palestinian graffiti was sprayed on 1 Palestinian vehicle and the tires of 30 vehicles were slashed in Jaljulia. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. In the West Bank, Israeli settlers and Israeli forces attacked Palestinian journalists filming in the vicinity of the Ariel settlement. Israeli settlers also began construction on a tract of land in ‘Ayn Bus. Israeli forces seized and demolished residential tents in Khirbet Humsa provided by humanitarian agencies to displaced residents after Israeli forces demolished and confiscated and demolished 46 residential structures on 2/1 and 2/3. Israeli forces also demolished 1 water well in al-Mughayyir and 2 residential structures in Khirbet Yarza. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against stop-work orders delivered in al-Twana, leading to tear-gas related injuries. Israeli prime minister Benjamin Netanyahu pleaded not guilty in response to the corruption charges against him in an Israeli court. Prime Minister Netanyahu was forced to appear in court but left after 30 minutes as the judges excused his absence. (REU 2/7; AJ, AP, AX, CBS, CNN, HA, WP 2/8)

The U.S. said it will rejoin the UN Human Rights Council as an observer after the Donald Trump administration left the UN body, citing anti-Israel bias in 2018. The Biden administration wants to rejoin as a full member at an unset date. (NYT 2/7; TOI 2/8)

In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. In the West Bank, Israeli forces arrested 1 Palestinian accused of attempting to stab an Israeli soldier near the Ariel settlement. Israeli forces also blocked the entrance to Jalazun refugee camp and 1 main entrance to Salfit. 5 Palestinians were arrested, including 4 during late-night raids in and around Hebron, Jericho, and Hizma, and 1 was arrested at a military checkpoint east of Bethlehem. In East Jerusalem, Israeli forces installed 2 loudspeakers on the Haram al-Sharif compound. 1 Palestinian minor was arrested and later released to 5 days of house arrest in the Old City. In Gaza, Israeli forces opened fire on agricultural lands east of Khan Yunis; no injuries were reported. Israeli forces also made incursions to level land east of Khuza‘a. Chairman of the Hamas politburo Ismail Haniyeh met with the secretary-general of Hezbollah Hassan Nasrallah in Beirut to discuss political and military developments in the region. Chairman Haniyeh also visited the Palestinian refugee camp ‘Ayn al-Hilwa. (AJ 9/6)

A Palestinian stabs and kills an Israeli soldier at the Ariel Junction near Salfit. He opens fire on a group of Israeli settlers, seriously injuring 1, before fleeing the scene. The IDF conducts raids and sets up roadblocks and mobile checkpoints in and around Salfit, searching for the assailant. IDF troops also conduct raids in Burqin village near Nablus, arresting 2 Palestinians and sparking clashes (2 Palestinians are injured). Three Palestinians are injured and three more are arrested during clashes sparked by similar arrest raids in nearby al-Zawiya and Kafr al-Dik late at night. Elsewhere in the West Bank, Israeli settlers throw stones at Palestinian homes and vehicles near Hebron, Ramallah, and Nablus, injuring 5 Palestinians and causing minor damage. IDF troops arrest a Palestinian minor when she is found with a knife on her person; arrest 6 more Palestinians during late-night raids in and around Bethlehem, Jenin, and Hebron; and patrol near Tulkarm, Hebron, and Salfit. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working near Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces arrest an Islamic Waqf guard at Haram al-Sharif. In Gaza, Hamas security forces arrest dozens of activists during raids in Gaza City, Jabaliya refugee camp, Dayr al-Balah, Khan Yunis, and Rafah. Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest 3 Palestinians during a raid nr. Bethlehem and patrol nr. Qalqilya. In the Gaza Strip, an Israeli air strike kills 2 Palestinians in Bayt Hanun, a mbr. of Islamic Jihad and the other a mbr. of the PFLP. Meanwhile, Israeli forces open fire on farmland nr. In the West Bank, IDF troops fire tear gas and rubber-coated metal bullets at Palestinians in Bayt Furik nr. Nablus, wounding 1, as residents try to repel Jewish settlers. The 1st day’s agenda is occupied by formal speeches; Syrian FM Muallem and opposition leader Jarba both issue strident denunciations of their opponents. U.S. Secy. of State Kerry calls the rough start to the talks “a tough and complicated process.” Meanwhile, a shell fired from inside Syria strikes a home in n. Lebanon, wounding 1. In a meeting with Russian FM Sergey Lavrov, PA pres. Abbas says that the bid for non-member status at the UN will go ahead. Israeli PM Netanyahu convenes his inner cabinet to discuss measures against the PA in response to the UN bid. The Israeli Housing Min. issues tenders to construct 232 new housing units in the ultra-Orthodox West Bank settlement of Emmanuel, even though the settlement is losing residents at the rate of 5% a year. Housing Min. figures show that 1,688 (75%) of the 2,178 tenders for public construction issued between 1/02 and 9/02 were for housing in the territories. Tenders for 28 units in Beitar Ilit, 102 units in Efrat's Givat Hazayit, 76 new units in Ariel, all in the West Bank, were also issued recently. (HA 12/24)
