In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. In the West Bank, Israeli settlers raided Khalayel al-Looz near Bethlehem, causing injuries and damage to property. Israeli forces shot and killed 1 Palestinian man and injured 16 others during a late-night raid in Jenin to punitively demolish the home of a Palestinian accused of killing 3 Israelis in Tel Aviv in April. The Palestinian man killed was reportedly filming the Israeli raid with his mobile phone when he was shot in the chest. The punitive demolition was carried out with explosives and Israeli forces cleared out 29 nearby buildings before blowing up the apartment. 1 other Palestinian later succumbed to his injuries on 9/11. Israeli forces also raided Jalazun refugee camp, injuring 4 with live ammunition; 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 minor with a stun grenade to his head. Israeli forces also seized 2 caravans and building equipment and demolished 2 agricultural structures and a water well in al-Khader. 16 Palestinians were arrested during late-night raids in al-Bireh, al-Lubban ash-Sharqiya, Kisan, Bethlehem, and Hebron. In Syria, for the 2d time in a week, Israeli forces attacked Aleppo Airport, killing 3 people, wounding 5, and damaging the airstrip. The Syrian transportation ministry said the damage put the airport out of commission and that flights would be diverted to Damascus Airport. The Aleppo Airport was operating again on 9/9. Haaretz reported that the U.S. state department has ordered the U.S. embassy in Israel to investigate reports of abuse of Palestinians by the Israeli ultra-Orthodox Netzah Yehuda battalion, including circumstances of the death of Palestinian American Omar Asad, who died in the battalion’s custody in January. The ice cream company Ben & Jerry’s said it would submit an amended lawsuit against its parent company Unilever after its 1st lawsuit had been rejected by a U.S. federal court. Ben & Jerry’s is suing Unilever for selling the rights to manufacture Ben & Jerry’s ice cream to an Israeli company after Ben & Jerry’s announced it would end sales of its ice cream in West Bank settlements and stop its licensing agreement with the Israeli company to produce its ice cream in Israel. In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israeli forces also arrested 1 Palestinian for gesturing his middle finger at Israeli forces in the Old City; the man’s lawyer said he was beaten by Israeli police while in detention; it was the 2d man in 2 days arrested for making the gesture. Israel opened an investigation into why Israeli forces shot 1 girl and her father in their house in Shaykh Jarrah on 5/25. The girl was shot in the back with a rubber-coated bullet, fracturing her spine. Israel revoked social and health benefits for 16 Palestinian families in East Jerusalem as a punitive measure because at least 1 member in each family is seen as a political activist for Palestinian rights to live in Shaykh Jarrah or against Israeli attacks on the Haram al-Sharif compound. Hamas leader in Gaza Yahya Sinwar threatened Israel with a more intense attack if Israel continues to attack the Haram al-Sharif compound. Sinwar also said that Hamas would not touch “a single cent” of international aid for rebuilding Gaza. (AJ, HA 5/26)

The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. PA president Mahmoud Abbas condemned the Israeli aggression in Jerusalem, saying he has called on the PA ambassador to the UN to request an emergency session at the UN security council. (WAFA 5/7)

The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In the West Bank, Israeli forces delivered a stop-work notice for renovations at a cemetery near Yatta. Israeli forces also seized 1 bulldozer in Bardala. 4 Palestinians were arrested, including 3 at checkpoints in Jericho and Bethlehem, and 1 during a house raid in Hizma. In East Jerusalem, for the 6th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israeli police violently dispersed the protest with water cannons and stun grenades and 3 Palestinians were arrested. In Israel, Palestinian-Israelis protested the sale of a building in Jaffa to a Jewish religious organization, saying their community is being settled by Jewish-Israelis; 3 members of the Jewish organization were reportedly assaulted and clashes with police ensued. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. President Abbas also commended the Biden administration for resuming aid and restoring bilateral relations. (HA 4/18)

Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. The deal was signed in Cyprus after a meeting between the foreign ministers of Israel, Greece, Cyprus, and the UAE. (AJ, HA, REU 4/18)

After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. Palestinians say that Israeli forces started firing tear gas and stun grenades unprovoked). According to the Palestinian Red Crescent, at least 94 worshippers are injured to some degree.
