Claiming it was a deliberate attack by Palestinian Islamic Jihad (PIJ), the IDF carries out artillery and air strikes on 14 Syrian govt. sites in the Syrian Golan Heights, killing at least 1 person and injuring at least 7. In East Jerusalem, Israeli forces detain a Palestinian woman at an entrance to Haram al-Sharif as right-wing Jewish activists tour the sanctuary; light clashes break out, but there are no serious injuries. In the West Bank, Israeli settlers enter the Nablus area to perform religious rites at Joseph’s Tomb, sparking confrontations between the settlers’ IDF escort and Palestinian residents; there are no serious injuries. Israeli forces demolish a number of residential structures and an agricultural facility nr. Tubas. IDF troops conduct late-night house searches and raids in 1 village nr. Hebron; patrol during the day in al-‘Arub r.c. as well as nr. Hebron and Tulkarm. Off Gaza’s coast nr. In the West Bank, IDF troops patrol in 1 village nr. Hebron during the day, and later escort dozens of Israeli settlers into Nablus, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured. The IDF also conducts late-night raids in 1 village each nr. Nablus and Tulkarm, arresting 2 Palestinians. In East Jerusalem, Israeli forces seize a stockpile of explosives and fireworks during a raid on a Palestinian-owned home in Jabal Mukabir; demolish a home in Bayt Hanina; assault a Palestinian in Silwan. In response to PA pres. Abbas’s 6/16 announcement that he would dissolve the PA consensus govt., Hamas spokesperson Sami Abu Zuhri says that “no one consulted with us about any change in the consensus govt. Fatah acted on its own in all regards.” Hamas official Ziad al-Zaza calls on Abbas to form a new govt. “with all national and Islamic factions.” Later, Hamas, Islamic Jihad, the PFLP, the Democratic Front for the Liberation of Palestine, and the Palestinian People’s Party meet in Gaza to discuss the consensus govt.’s dissolution. Iranian lawmakers introduce a bill that would establish parliament’s formal advisory role and set out 3 criteria for any final agreement between Iran and the P5+1, including “complete and unified lifting” of sanctions on the day of the agreement. The bill has 225 signatories out of the 290-mbr. parliament. It is set for a vote on 6/21, and needs Supreme Leader Ayatollah Ali Khamenei’s approval before it becomes law. (AFP 6/17)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. Bayt Hanun attempting to cart away a disused rocket launcher to sell as scrap, killing 3 Palestinian civilians, wounding 3; conducts arrest raids, house searches in al-Shuka;. Overnight, the IDF continues air strikes on s. Beirut and in the Biqa‘ Valley, killing at least 7 Lebanese, while Hizballah fires rockets into n. Israel. Minutes before the 8:00 A.M. local (1:00 A.M. ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s. Lebanon remain in place; 1,000s of Lebanese begin returning fr. Syria. In a televised address, Nasrallah promises Lebanese that Hizballah will provide funds to rebuild; on the ground Hizballah mbrs. in areas of s. Lebanon and s. The IDF continues air, naval, and artillery strikes across Lebanon, shelling ‘Ayn al-Hilwa r.c. (allegedly targeting the home of a Hizballah mbr., killing at least 2 persons, wounding 5), making an air strike on an apartment in Mashghara in the Biqa‘ Valley just n. of the Litani (killing a Hizballah official, 8 family mbrs.), hitting targets in s. The IDF intensifies air strikes across Lebanon, hitting targets in s. Beirut, Ansar, al-Jibbayn, Nabatiyya, Naqura, Qana, Tyre (striking within 40 yards of a UN humanitarian aid convoy traveling with prior coordination with the IDF, hitting a car traveling in the opposite direction), killing 10s of Lebanese civilians, several Lebanese soldiers, 1 PFLP-GC mbr. Ground operations continue across s. Lebanon, with Hizballah claiming to disable 4 tanks (in Adassiyya, Ras al-Biyada, Wadi Hunin), acknowledging the death of 3 Hizballah mbrs. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. Overnight, the IDF makes air strikes destroying the PA FMin. building in Gaza City, wounding 13 bystanders (including 6 children); makes an air strike on Khan Yunis, killing 1 Islamic Jihad mbr., wounding a 2d; sends troops into al-Qarara, firing on residential and agricultural areas. During the day in Gaza, the IDF continues to shell n. Gaza, wounding at least 2 Palestinians; fires on residential areas nr. Sufa crossing, wounding a Palestinian child outside his home. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Salfit; uproots 50 Palestinian trees nr. the separation wall in Bayt Jala for “security reasons.” A Palestinian teenager wounded in a 7/10 IDF air strike on Bayt Hanun dies. Officially launching Operation Just Reward (ca. 7/18 renamed Operation Change of Direction), the IDF makes predawn air strikes on s. Lebanon that kill at least 44 Lebanese civilians, wound around 100. Hizballah responds by firing some 60 Katyusha rockets on n. Israel, hitting a home in Nahariya (killing 1 Israeli woman, wounding 29), wounding 11 in Safad, and hitting the northern towns of Carmiel, Majdal Qrum, Zarit. During the day, the IDF intensifies its attacks on Lebanon to cut Hizballah supply lines and prevent internal transportation of weapons and fighters, imposing a naval blockade on Lebanese ports north to Beirut and making air strikes on Beirut International Airport, the Lebanese army’s main Rayak air base nr. the Syrian border, a small military airport in Qulayat in n. Lebanon, Hizballah’s al-Manar TV station outside Beirut (wounding 6) and a relay tower in Baalbek (killing 1 Lebanese, wounding 4), a major oil depot in Jiyeh, numerous roads and bridges. AfterIsrael warns Lebanese to evacuate Hizballah-dominated areas of s. Beirut, Hizballah threatens to strike Haifa if Beirut is targeted. When the IDF conducts overflights of Beirut shortly afterward, Hizballah fires 2 Katyushas at Haifa, damaging a hotel but causing no injuries. Israeli-Hizballah exchanges continue late into the evening, with Hizballah firing around 90 rockets and mortars into Israel, hitting some 20 northern towns and killing a 2d Israeli, whileIsrael attacks 100s of targets across Lebanon (mostly in the south, but including hitting Beirut airport a 2d time, with artillery reportedly fired at a rate of 1 shell per minute throughout the day), killing at least another 10 Lebanese. Total casualties for the day are estimated at 54 Lebanese (overwhelmingly civilians) killed and 103 wounded, and 2 Israelis killed and 90 injured (1 seriously, two-thirds being treated for shock). Israel also warns UNIFIL that the IDF will target anyone moving nr. the Blue Line, including UNIFIL observers, prompting UNIFIL to confine its 2,500 troops (who are either unarmed or lightly armed for personal defense only) to barracks.
