In the West Bank, Israel delivered demolition notices for 1 residential tent and 1 animal barn in Atuf. Israeli forces razed Palestinian-owned agricultural lands southeast of Tulkarm. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work near Tulkarm. 2 Palestinians were arrested during late-night raids in and around Bethlehem. In East Jerusalem, Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from entering the West Bank for 6 months. Governor Ghaith was summoned by Israeli forces earlier in the day. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces fired missiles at Gaza after incendiary balloons from Gaza sparked fires in southern Israel. Israeli defense minister Benny Gantz ordered the entire Gaza fishing zone closed as collective punishment for incendiary balloons and rockets sent toward Israel. 1 Palestinian man was also seriously injured after coming in contact with an Israeli unexploded ordnance near al-Zaytun. Palestinian officials said that Gaza’s only power plant would stop producing power from 8/18 due to Israel’s embargo on fuel going to Gaza. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 1.5 nautical miles off Gaza City and Khan Yunis; no injuries were reported. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. In the West Bank, the IDF raids houses in al-Shuyukh nr. Hebron, arresting 3 Palestinians (2 of whom are quickly released); patrols in Izbat al-Tabib nr. Qalqilya, detaining and violently beating 3 Palestinians; conducts late-night raids, house searches nr. Hebron, Nablus, Jenin, and in ‘Ayn alSultan r.c., arresting 10 Palestinians (including 1 teenager); imposes a half-day curfew in Wadi al-Shajana nr. Hebron. (PCHR 10/8)

Israeli naval vessels seize 9 Palestinian fishing boats off the Bayt Lahiya coast, detaining 9 fishermen for questioning, releasing them in the evening. In the West Bank, the IDF makes an afternoon raid into al-Til nr. Nablus, arresting 1 Palestinian; fires tear gas, skunk spray at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in, wounding 1; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin, injuring 3; conducts late-night arrest raids, house searches in and around Nablus and nr. Jenin. Jewish settlers fr. Beit HaShalom and Kiryat Arba attack Palestinians and vandalize Palestinian homes in Wadi al-Nassara; the IDF observes but does not intervene. A Palestinian is killed when he accidentally triggers unexploded IDF ordnance (UXO) in a field nr. Jenin. The Ramallah-based, Fatah-led Health Workers’ Union calls on PA health providers in Gaza to strike to protest the acting Hamas government; this strikes continues through the end of the quarter. The IDF makes an air strike targeting wanted Hamas mbrs. Arafat al-‘Arayir and Ziad Hillis outside a mosque in Gaza City, seriously wounding both men. An 8- yr.-old Palestinian boy is killed, his father injured when the boy accidentally triggers IDF UXO. In the West Bank, the IDF fires on stone-throwing Palestinians nr. Qalandia crossing, wounding 1; shoots, wounds 5 Palestinians attempting to sneak into Jerusalem to find work. Jewish settlers fr. Keddumim nr. Qalqilya attack, damage 2 Palestinian vehicles driving near the settlement. In Gaza, the IDF fatally shoots a deaf Palestinian working a field nr. the Gaza border e. of al-Bureij r.c.; shells residential areas of Bayt Hanun; conducts air strikes on a workshop in Gaza City, destroying it, damaging 2 nearby homes, wounding 2 bystanders. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Bethlehem, fatally shoots wanted Islamic Jihad mbrs. ‘Uqla Shanayta,Khalid Shanayta in an apparent assassination; conducts arrest raids, house searches in Askar r.c., neighboring Nablus, Yatta nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani. In Naqura, 2 Lebanese children are killed when they accidentally detonate unexploded bomblets fr. an Israeli cluster bomb; UN deminers say they have identified 10 locations in s. Lebanon where the IDF used cluster bombs and may pose similar hazards for civilians, saying the 10 sites could be the “tip of the iceberg.” Beirut airport received its 1st commercial flight since it was bombed on 7/13; hopes to be able to resume normal service within a wk.
