In the West Bank, a Jewish settler opens fire on a group of Palestinian youths who throw stones at him as he passes nr. Iraq Burin village nr. Nablus, killing 1 Palestinian teenager. Jewish settlers fr. Yitzhar nr. Nablus set fire to a Palestinian car and vandalize a Palestinian home in the nearby village of ‘Ayn Abous. The IDF prevents Palestinian farmers guarded by solidarity activists (including PA officials and a rep. of the U.S. consulate) fr. reaching their agricultural land nr. Bet Ayn and Karme Tzur settlements nr. Hebron; patrols in 2 villages nr. Qalqilya, 1 nr. Jenin, and 1 nr. Tulkarm. In East Jerusalem Jewish settlers harass Palestinians in Silwan. More than 10,000 Yemenis rally in Sana’a and 1,000s in other cities around the nation, taking inspiration from antigovernment protests in Tunisia and Egypt. The government deploys riot police, but little violence is reported. Government spokesmen state that the regime “strongly respects the democratic right for a peaceful assembly.” Unlike Tunisia and Egypt, where demonstrations were spontaneous and broad based, those in Yemen seem to be made up mostly of students organized by opposition parties. While all protesters highlight poverty, corruption, and lack of jobs among their grievances, they seem divided on other key goals, with some prioritizing secession for the south and others calling on Pres. Saleh to resign after being in power for more than 30 yrs. (NYT, WP, WT 1/28)

In Tunisia, after a spike in violence in the week following Ben Ali’s departure on 1/14 (mostly involving desperate Ben Ali loyalists making a final attempt to reassert control) and days of low-level demonstrations (1,000 or fewer protesters) denouncing the high number of Ben Ali loyalists in the new interim government, demonstrations taper off. By this date, the interim government has reduced the curfew and released at least 1,800 political prisoners, with more to be freed soon. Today, a reshuffled interim government with the “clear mission” of guiding “a transition to democracy” is announced and begins work to redraft the constitution and prepare for elections in 6 mos. While most mbrs. of Ben Ali’s old cabinet have now stepped down, Ghannouchi retains his post as interim PM but vows he will not run in elections. In the West Bank, the IDF raids houses in al-Shuyukh nr. Hebron, arresting 3 Palestinians (2 of whom are quickly released); patrols in Izbat al-Tabib nr. Qalqilya, detaining and violently beating 3 Palestinians; conducts late-night raids, house searches nr. Hebron, Nablus, Jenin, and in ‘Ayn alSultan r.c., arresting 10 Palestinians (including 1 teenager); imposes a half-day curfew in Wadi al-Shajana nr. Hebron. (PCHR 10/8)

Israeli naval vessels approach within 500 m of Rafah beach, arrest 2 fishermen on 1 of 12 small boats in the area. The UN reports that in the previous wk. an 8-yr.- old Palestinian boy in Gaza was injured by unexploded IDF ordnance (UXO); 7 Palestinians were killed in tunnel-related incidents (6 in collapses, 1 electrocuted); and unidentified Palestinians fired “several” rockets and mortars into Israel causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in 4 villages nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c., Balata r.c., in Nablus, and nr. Bethlehem and Hebron. A Jewish settler violently beats a Palestinian woman waiting for a taxi nr. Zatara checkpoint outside Nablus; IDF soldiers manning the checkpoint observe the beating for 15 min. before intervening and ordering the settler to leave the area. (OCHA, PCHR 5/28)

In Gaza, UN and Hamas officials report the theft of a cache of IDF UXO fr. OCL that was being held at a storage site guarded by Hamas police; police say unknown individuals stole the explosives when police fled the site fearing an attack by IDF drones operating in the area; the UXO had been collected by Hamas police and turned over to the UN for safe disposal. IDF troops on the s. Gaza border fire on Palestinians and international activists working their land nr. the border fence, wounding 1 Palestinian farmer. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, and nr. Hebron, Jenin, Salfit. Jewish settlers accompanied by IDF troops level land nr. In the West Bank, the IDF makes an afternoon raid into al-Til nr. Nablus, arresting 1 Palestinian; fires tear gas, skunk spray at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in, wounding 1; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin, injuring 3; conducts late-night arrest raids, house searches in and around Nablus and nr. Jenin. Jewish settlers fr. Beit HaShalom and Kiryat Arba attack Palestinians and vandalize Palestinian homes in Wadi al-Nassara; the IDF observes but does not intervene. A Palestinian is killed when he accidentally triggers unexploded IDF ordnance (UXO) in a field nr. Jenin. The Ramallah-based, Fatah-led Health Workers’ Union calls on PA health providers in Gaza to strike to protest the acting Hamas government; this strikes continues through the end of the quarter. Palestinian construction worker Hussam Dweikat (who has Israeli residency status in East Jerusalem) commandeers a Caterpillar bulldozer (symbolic, as the IDF uses Caterpillar D9 bulldozers to level Palestinian homes and land in the occupied territories) from the Jerusalem construction site where he works, plows through midday traffic in West Jerusalem’s business district, overturning a bus, running over at least 2 cars, killing 3 Israelis, injuring more than 40 before a police officer fatally shoots him. Israeli officials believe Dweikat acted alone. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Bethlehem, in Tubas, and nr. Jenin, Nablus (also raiding a mosque and its library, taking computers, documents, books), Ramallah. Jewish settlers fr. Massu’a in the Jordan Valley attempt to fence off and confiscate a plot of land in Jiftlik village, but the Palestinian owners drive them away. Palestinian youths stone a Jewish settler bus nr. Ramallah, causing damage but no injuries. In Gaza, 1,000s of Palestinians storm the Rafah crossing, demanding entry to Egypt and throwing stones at Egyptian security forces, who respond by pushing the crowd back with water cannons and tear gas; Hamas-affiliated police bring the situation under control. Hamas-affiliated police launch a campaign to removed small shops and huts erected along the Gaza shoreline without municipal permission. Nr. Shuka, 2 Palestinian teenagers are injured when they accidentally trigger IDF unexploded ordnance (UXO). The IDF makes a predawn incursion into al-Shuka in s. Gaza, exchanging fire with local Palestinians, leaving 3 Hamas mbrs. and 1 mbr. of the Popular Resistance Committees (PRCs) dead, more than 20 Palestinians wounded (including “several” gunmen), 1 IDF soldier seriously injured; at least 80 Palestinians are detained for questioning before the IDF withdraws in the afternoon. The IDF also sends armored vehicles, bulldozers into areas n. of Bayt Lahiya in n. Gaza to level land. After a Palestinian rocket hits a home in Sederot later in the day (causing no injuries), Israeli PM Ehud Olmert gives the IDF a “free hand” to operate against militants in Gaza, stating that Gazans would “not be allowed to live normal lives” as long as Israelis are targeted by rocket fire. In the West Bank, the IDF conducts arrest raids, house searches in and around Tulkarm town and r.c., in Abu Dis nr. East Jerusalem and Nablus, nr. Jenin; fences off farmlands along a settler-only bypass road nr. Azun, nr. Nablus to prevent Palestinian youths fr. stoning passing Jewish settler vehicles. Nr. In the West Bank, the IDF imposes a day-long curfew on ‘Azun (see 11/2) after Palestinian youths allegedly stone Jewish settler vehicles in the area; conducts arrest raids, house searches in and around Jenin and in Hebron, Nablus. In Jerusalem, Israeli police impersonating an Israel TV (ITV) Channel 2 news crew arrest a Palestinian wanted for making unspecified threats; ITV’s chmn. and Israeli journalist associations condemn the police, saying the deception could endanger real journalists. Nr. Hebron, a Palestinian boy is injured when he accidentally triggers IDF UXO. The PA’s newly deployed Nablus policing unit (see 11/2) makes an arrest raid on Balata r.c., clashing with wanted AMB mbrs., leaving up to 10 Palestinians wounded; the PA stresses that it undertook the raid because the AMB was challenging its authority, not because of AMB actions against Israel. In Gaza, 1,000s of Palestinians stage a protest march to the Rafah border to demand a lifting of the siege; ESF officers fire into the air to keep the demonstrators fr. reaching the crossing. Late in the evening, the IDF sends undercover units dressed in ESF uniforms into Rafah to kidnap and take to Israel Hamas military cmdr. Mihawish al-Nu‘aymat (also reported as Mohawah al-Qadi), who reportedly has information on captured IDF soldier Gilad Shalit. In the West Bank, the IDF conducts arrest raids, house searches in Jenin town and r.c., Qabatya and nr. Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 1. A 13-yr.-old Palestinian boy is injured by IDF UXO nr. Nablus. Across Gaza, Fatah supporters for a 3d week hold Friday prayers outside in protest against Hamas; the ESF clashes with demonstrators in al-Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, and Rafah, using batons and percussion grenades, leaving a total of 51 Palestinians injured, 20 Fatah mbrs. arrested, 3 journalists temporarily detained; reports differ as to whether the ESF tried to break up peaceful prayer services or only intervened afterward, when Fatah supporters began chanting anti-Hamas slogans and throwing stones at ESF officers. Hamas presses its offensive in Gaza, taking over all PA ministry offices in Gaza City, securing control of Rafah, forcing PSF officers to surrender their Gaza City headquarters (after destroying all equipment, computers, archives; eye-witness reports say Hamas mbrs. summarily execute at least 7 PSF mbrs.) and other main security compounds; capturing and executing Fatah’s n. Gaza cmdr. Samih al-Madhun. At least 27 Palestinians are killed (14 of them in the fight for the PSF headquarters), 70 wounded in fighting during the day. Nearly 100 senior Fatah security and admin. officials flee Gaza for Egypt by boat (Egypt has already returned the 40 PA presidential guards who fled on 6/13). At the same time, the IDF occupies hills outside Bayt Lahiya to prevent rocket fire into Israel. With Gaza under almost complete Hamas control, Abbas declares a state of emergency, fires Haniyeh, and dissolves the national unity government. He also for the first time orders PA/Fatah forces to take offensive action against Hamas. Late in the evening, Hamas gains control of Abbas’s Gaza City offices, the only remaining Gaza institution still in the hands of Fatah/the PA. In the West Bank, PA forces under Abbas’s control begin rounding up 10s of Hamas mbrs. In and around Nablus and in Jenin, Tulkarm, masked AMB mbrs. raid offices affiliated with Hamas, Change and Reform, looting and sometimes setting fire to them, exchanging fire with Hamas mbrs., leaving at least 13 Palestinians injured. The AMB also abducts 5 Hamas mbrs. in Jenin. Meanwhile, Abbas’s national security adviser Muhammad Dahlan (the U.S. and Israel’s hope for restoring order to Gaza) returns from an extended stay in Egypt, where he underwent minor surgery, going to Ramallah instead of Gaza to confer with Abbas. Meanwhile, the IDF sends an undercover unit into Saida nr. Tulkarm, driving a car with Palestinian license plates, assassinating wanted AMB mbr. Muhammad Twair in a driveby shooting, also wounding 2 bystanders; sends patrols in Ithna nr. Hebron, Kafr Dan and Kafr Ra’i nr. Jenin, firing on residential areas and on stone-throwing youths who confront them, seriously wounding 1 Palestinian. Jewish settlers burn 10s of olive trees nr. Tulkarm; the IDF bars firefighters fr. reaching the scene. In Gaza, 5 Palestinian children (ages 10–15) are killed and 4 (ages 9–16) are wounded by IDF UXO nr. Shuka while collecting scrap metal; the 8 children are from 3 families: 2 Mansour boys are killed, 2 Hessi boys are killed, and 1 Barbakh boy is killed and 4 are wounded. During the day, Palestinians fire 9 rockets fr. Gaza into Israel, lightly injuring 1 Israeli. Late in the evening, the IDF makes air strikes on 3 Hamas targets, damaging at least 20 Palestinian homes and a mosque but causing no reported injuries; conducting arrest raids and temporarily occupying 2 Palestinian homes in Khan Yunis, exchanging fire with armed Palestinians, leaving 2 Hamas mbrs. dead, 1 bystander seriously wounded. In Bayt Lahiya, 3 Palestinian children are injured by IDF UXO. In the West Bank, the IDF demolishes a Palestinian home in the Old City of Jerusalem, 2 houses just s. of Jerusalem, 2 houses nr. Hebron (for the expansion of Harsina settlement); conducts arrest raids, house searches in Jericho (exchanging fire with wanted AMB mbrs., wounding 1 and arresting 2), in and around Nablus and Ramallah (arresting senior AMB mbr. Khalid Shawish), and nr. Bethlehem, Hebron, Jenin, Qalqilya.
