For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. Elsewhere in the oPt, a small armed group in Gaza fires a rocket into Israel and it lands nr. the border fence, causing no damage or injuries. In the evening, IAF jets launch air strikes at a Hamas military site in c. Gaza, causing damage. Off the coast nr. Jabaliya r.c., Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. IDF troops violently clash with Palestinian protesters and stone-throwers in 2 incidents: along Gaza’s border nr. al-Bureij r.c. and at a university in Tulkarm, w. of Qalqilya; 7 Palestinians are injured (1 seriously). The IDF conducts raids in Aida r.c. nr. Bethlehem and in a village nr. Ramallah, sparking small clashes with stonethrowing Palestinian youths in both; 2 Palestinians are moderately injured. IDF troops conduct further raids and house searches nr. Bethlehem; in 1 village nr. Jericho; 3 villages, al-‘Arub r.c., and al-Fawar r.c. nr. Hebron; 1 village nr. In the West Bank, Israeli soldiers shoot and kill a Palestinian and injure 2 others n. of Ramallah, claiming that the Palestinians opened fire on their patrol. Protests continue across the region as IDF troops clash with protesters in Bethlehem and outside Beit El settlement (where a similar protest was held on 11/16), injuring 6 Palestinians. Also nr. Bethlehem, Israeli forces indefinitely shut down 2 Palestinian factories, due to youth protests in the area and for “security reasons,” leaving around 150 Palestinians jobless. The IDF conducts raids and house searches in the Nablus, Hebron, al-Bireh, and Ramallah areas, including in al-‘Arub r.c., arresting 11 Palestinians total and confiscating property; patrols in and around Tulkarm and Hebron. In the Gaza Strip, unknown persons fire a rocket toward Israel, and it falls short of the border fence. Later that night, the Israeli Air Force (IAF) launches air strikes at a military site nr. al-Bureij r.c. belonging to Palestinian armed groups. Off Gaza’s coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. During the ongoing protests in Gaza, Israeli forces open fire on Palestinians e. of al-Bureij r.c., injuring 1 youth, and fire at Palestinian homes and agricultural land e. of Khan Yunis, causing damage. Stabbing and other small-scale incidents continue, keeping tensions high in the oPt. IDF troops shoot and kill a Palestinian driver at a junction nr. Nablus after he rams a group of Israelis with his vehicle, injuring 4 (a 5th Israeli is injured by errant fire during the incident). Israeli settlers block a nearby road to protest the attack. An Israeli security guard shoots and seriously injures a Palestinian woman at the entrance to a settlement nr. Bethlehem after she stabs and lightly injures him. The IDF then raids several homes in Dahaysha r.c. nr. Bethlehem, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. Later, a Palestinian stabs and moderately injures an Israeli settler in a village nr. Qalqilya. The IDF conducts late-night house searches and raids in Nablus and 2 villages each nr. Hebron and Ramallah, arresting 4 Palestinians. In Gaza, unknown persons fire a rocket into s. Israel. It lands in an open area, causing no damage or injuries. IAF jets launch a retaliatory air strike on a Hamas military base nr. Rafah late at night, causing damage. Off the coast nr. Khan Yunis, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. As violence and tension spread from Jerusalem across the oPt, unknown persons launch a rocket from Gaza into Israel that lands in Sderot, damaging a bus. Iron Dome missile defense batteries intercept a 2d rocket fired toward Ashqelon. At night, IAF jets launch retaliatory air strikes on 3 Hamas military sites in n. Gaza, causing 2 minor injuries and serious damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Israeli forces e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross into Israel. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation and recent restrictions at Haram al-Sharif in 7 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Ofer Prison, Silwad, ‘Abwayn, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya, in and around Hebron, Tulkarm, Qalqilya, and nr. Bethlehem; 8 Palestinians are injured and at least 13 Palestinians are detained. Israeli forces also patrol in 2 villages nr. Hebron and 1 nr. Jenin. Meanwhile, Palestinian police officers assault 2 young Palestinian protesters in Bethlehem (a video taken of the incident will proliferate on Palestinian media in the next few days). In Gaza, a small group claiming affiliation with ISIS fires 3 rockets toward Israel, with 1 landing in an open area nr. the Kissufim kibbutz on the Israeli side of the border, causing no injuries or damage. The IAF launches air strikes on a Hamas military site in c. Gaza in response; 4 Palestinians are injured. IDF troops on the Gaza border e. of Bayt Hanun shoot and injure a Palestinian teenager approaching the border fence. They also fire warning shots at Palestinian farmers nearby, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), and Kafr Qaddum nr. Qalqilya; 1 Palestinian is seriously injured. The IDF also patrols in a village nr. PA Prisoners’ Affairs Comm. head Qaraqe says that the IDF prosecutor intends to request permission from the courts to begin forcefeeding Muhammad Allan, a Palestinian prisoner who has been on hunger strike since 6/16. The International Comm. of the Red Cross says that Allan’s life is“at immediate risk” and calls for the Israeli authorities to allow his family to visit him. (EI 8/7; AFP, HA, WAFA 8/8)

In the West Bank, Israeli forces demolish 2 residential buildings in the Beit El settlement, despite the govt.-backed petition from the developer. Around 200 Israeli settlers gather in Beit El to protest the demolition, throwing stones at the Israeli troops and setting small fires. For the 2d day in a row, settlers also gather in the Sa-Nur settlement outpost that was evacuated in 2005, and they verbally assault Palestinians in the area. Late at night, IDF troops evacuate the outpost and the surrounding area; no violence is reported. Meanwhile, IDF troops conduct late-night raids in Aida r.c. nr. Bethlehem, arresting 3 Palestinians. In East Jerusalem, Israeli forces demolish a wedding hall and several other Palestinian buildings in Bayt Hanina. Israeli PM Netanyahu approves the “immediate” construction of 296 settler residences in Beit El, and 500 in East Jerusalem. Israel’s COGAT Mordechai signs a permit to immediately sell land for the construction, and the municipality will be allowed to issue construction permits within 15 days. In Syria, an IAF drone launches an air strike nr. the border with Israel, killing 2 Hizballah fighters and 3 Syrian soldiers. The IDF does not comment on the incident, and reports differ on the nature of the attack. Separately, according to the PFLP-Gen. An IAF jet attacks 4 unknown assailants attempting to cross the border from Syria into the Israeli-occupied Golan Heights to plant explosives; 3 of the assailants are killed. Hours later, several Arab media outlets release unconfirmed reports that the IAF responded to the attempted explosive attack with air strikes on Hizballah and Syrian army missile batteries nr. the border.
