The White House abandons efforts to persuade Israel to impose a 90-day settlement construction freeze and takes its generous package of diplomatic and security incentives off the table. The message comes days before senior Israeli and Palestinian negotiators plan to meet in Washington for further talks on the peace process and before U.S. Secy. of State Hillary Clinton is scheduled to make a major Middle East policy statement on 12/10. The IDF makes a brief incursion e. of al-Bureij r.c. in c. Gaza to level lands along the border fence, firing on surrounding areas, causing no reported injuries. Unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF responds with air strikes on a poultry farm nr. Khan Yunis (an alleged arms cache) and at a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, IDF escorts plain-clothed individuals into Rafat village nr. Salfit in the morning; the group pauses outside the local mosque, pointing at it and taking notes. The IDF also conducts late-night arrest raids, house searches in Hebron and nr. Nablus, and patrols in Anabta village nr. Tulkarm. In Israel, 47 state-employed Israeli rabbis issue an open letter distributed in synagogues and religious journals saying that it is prohibited by the Torah to sell or rent a house or a field in the land of Israel to non-Jews. Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Gaza into Israel; the Qassams land harmlessly (1 inside Gaza, 2 in Israel), while the Grad strikes nr. a cattle farm, causing damage and injuring some livestock. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. (PRCs; an umbrella group comprising all Gaza factions) fire another 4 mortars into Israel containing white phosphorous scavenged fr. unexploded IDF ordnance (UXO), causing no damage or injuries. Israel files an official complaint with the UN over the serious escalation and retaliates in the evening with 4 air strikes in and around Bani Suhayla village s. of Khan Yunis, targeting and destroying an Islamic Jihad training site, 1 Palestinian home, and an agricultural storehouse, causing heavy collateral damage to another 2d home, and injuring 6 Palestinian civilians (including children ages 2 and 14). Late at night, 2 more air strikes destroy a smuggling tunnel on the Rafah border. Meanwhile, in the morning, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the abandoned settlement sites nr. the border, wounding 1. Late at night, IDF troops make an incursion 1,500 m into al-Shuka in s. Gaza, firing on residential areas to keep Palestinians in their homes, monitoring the area, and withdrawing after 3 hrs.; IDF troops on the s. Gaza border open heavy fire on the demolished Dahaniyya airport site, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam nr. Ramallah. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 5 Palestinians lightly injured (3 by tear gas canisters, 1 by a rubber-coated steel bullet) and 10s suffering tear gas inhalation. Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). IDF troops also make a brief morning incursion 400 m. into s. Gaza e. of Khan Yunis to level land to clear lines of sight. In the West Bank, the IDF conducts separate synchronized late-night patrols in 2 villages e. of Qalqilya and 2 villages nr. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Nablus set fire to 100 olive trees and large tracks of agricultural land; IDF soldiers initially fire tear gas and stun grenades at Palestinian civil defense workers who attempt to put out the fire, but finally let the firefighters pass more than half an hour later, after the PA liaison dept. intervenes. During the day, IDF troops make brief incursion 400 m into Gaza n. of Bayt Hanun and 300 m into s. Gaza nr. Abasan to level land to clear lines of sight. Between midday and evening, unidentified Palestinians fire 13 mortars and 2 Qassam rockets fr. Gaza toward Israel in 4 barrages (6 mortars land inside Gaza), causing no damage or injuries. Late at night, the IDF retaliates with air strikes on 2 tunnels on the Rafah border and a suspected weapons depot in n. Gaza, killing 2 Palestinians (both in the tunnels). In the West Bank, the IDF patrols in Surda village n. of Ramallah in the evening without incident; conducts synchronized late-night arrest raids, house searches in villages s. of Nablus; makes similar late-night arrest raids, house searches in Tulkarm, nr. Unidentified Palestinians fire 4 mortars fr. Gaza toward Israel; 3 land inside Israel, causing no damage or injuries, while 1 lands harmlessly in Gaza. Late in the evening, the IDF responds with air strikes on a smuggling tunnel on the Rafah border and on the destroyed Dahaniyya airport site in s. Gaza (causing no injuries), as well as on a Hamas building in Bayt Hanun (destroying it, damaging 26 houses, 23 shops, a clinic, the local municipal building, and a sports club nearby, injuring 15 Palestinian bystanders, and knocking out electricity to some areas). Unidentified Palestinians detonate a bomb hidden in a donkey cart by the Gaza border fence as an IDF border patrol unit on the Israeli side of the border passes, killing the donkey but causing no IDF injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. the border twice during the day, causing no injuries; also fire warning shots at farmers who stray nr. the border fence nr. Bayt Lahiya, causing no injuries. Later, IDF troops make an incursion into the n. Gaza buffer zone nr. Bayt Lahiya to search the area, opening fire but causing no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Tubas and nr. Hebron, Nablus. Israel’s Jerusalem District Court upholds a decision to evacuate and seal the Beit Yonatan building in the Palestinian neighborhood of Silwan in East Jerusalem, built without a permit in 2004 by the right-wing group Ateret Cohanim and housing 8 settler families. Overnight, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation for the PFLP’s 12/31 Grad strikes, lightly injuring 4 Palestinians. Later in the day, after the Popular Resistance Committees (PRCs) fire at least 2 mortars toward the Kerem Shalom crossing (the IDF records 2, while the PRCs claim 5; only 1 lands inside Israel, causing no damage or injuries), the IDF carries out air strikes on an open area e. of Jabaliya in n. Gaza and on a farm in al-Qarara in s. Gaza, causing no damage or injuries. Of note: Israel permanently closes the Nahal Oz crossing, meaning that with the exception of the grain belt operating at Qarni crossing, Kerem Shalom will be the sole transit point for goods coming in and out of Gaza; all fuel shipments will also henceforth go through Kerem Shalom. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 1 Palestinian) and Ni‘lin (injuring 2 Palestinians); prevents Palestinian and international activists fr. planting trees on Palestinian land declared a closed military zone by the IDF, confiscating the trees; patrols in al-‘Arub r.c. in the evening, stopping and questioning a group of Palestinian children, arresting 3 teenagers; conducts synchronized late-night house searches in 3 villages southwest of Jenin, making no arrests; later makes a raid on a 4th village in the same area, also making no arrests.
