In the West Bank, 1 Palestinian child succumbed to wounds sustained by Israeli forces during a raid in Jenin on 10/9. Masked and armed Israeli settlers, with military escort, killed 1 Palestinian man after abducting him, shot and injured 3 others and set fire to homes and vehicles during a raid in Qarawat Bani Hassan. Israeli settlers also raided Madama, setting fire to a home and a vehicle. Elsewhere, Israeli settlers attacked Palestinian shepherds in Deir Balut. Israeli forces shot and killed a 14-year-old Palestinian boy they claimed was approaching a checkpoint near Tell, carrying a knife. Israeli forces also shot and injured 9 Palestinians, including a 7-year-old boy who was shot in the neck and 2 other children, in Awarta, Jaba’, Beit Umar, and Beita. Elsewhere, Israeli forces prevented Palestinians from working their lands and seized a vehicle in Wadi Jahish in the Masafer Yatta area. 12 Palestinians were arrested during raid in and around Tulkarm, Nablus, Tubas, Jenin, Hebron, and Qalqilya. In Gaza, more than 200 Palestinians were killed, including at least 160 in 2 attacks on the Shuja’iya neighborhood of Gaza City and in Jabalia refugee camp. Israel said it hit more than 400 targets today, including 50 in Khan Yunis. Israeli forces dropped leaflets in Khan Yunis telling residents to leave to Rafah and told residents of the eastern part of Gaza City and Jabalia to flee towards west. Israel said it had assassinated the commander of Hamas’ Shuja’iya Brigades Wisam Farhat. 2 Israeli soldiers were killed in Gaza. Rockets were launched from Gaza at Israel, reportedly injuring 1. In Lebanon, Israel attacked several places and rockets and mortar shells were fired at Israel. In Syria, Israeli forces killed 2 Iranian military advisors in airstrikes. More than 15,380 Palestinians have been killed by Israeli forces in Gaza, including at least 6,150 children and 4,000 women, and around 37,000 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 245 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,200 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 77 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including fuel, and 7 Saudi donated ambulances arrived in Gaza. 903 people were evacuated to Egypt, including 13 injured Palestinians. French president Emmanuel Macron arrived in Qatar to help efforts for a new ceasefire. Macron said that Israel will not gain lasting security by killing Palestinian civilians. Israel said it had pulled its team of negotiators from the Mossad back to Israel from Qatar. Hamas deputy leader of the political bureau Salah al-Arouri said Hamas would not negotiate about releasing the remaining captives while Israel continues its attacks on Gaza. PA president Mahmoud Abbas met with ICC chief prosecutor Karim Khan in Ramallah urging him to investigate Israeli attacks on Palestinians in Gaza and the West Bank. U.S. secretary of defense Lloyd Austin said during a speech at the Reagan National Defense Forum that he had “repeatedly made clear to Israel’s leaders that protecting Palestinian civilians in Gaza is both a moral responsibility and a strategic imperative.” Austin also said he had urged them to “prevent violence by settlers in the West Bank, and to dramatically expand access to humanitarian aid.” Vice President Kamala Harris said that “too many innocent Palestinians have been killed . . . . In the West Bank, Israeli forces shot and killed a disabled man and destroyed infrastructure during a raid in Jenin. Israeli forces also shot and killed a Palestinian man during a raid in Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Balata refugee camp. Israeli forces also seized 3 vehicles in Dahariya. In Gaza, Israeli airstrikes killed at least 70 Palestinians in Khan Yunis and 32 in 2 strikes on residential buildings in Nuseirat refugee camp. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. 47 people were evacuated from al-Shifa Hospital, including 31 premature babies. 259 patients remained at the hospital, which continues to be under Israel siege. 7 Israeli soldiers were killed. In Lebanon, Israel said it attacked several areas, saying mortar shells were fired at Israel. The Gaza Ministry of Health was not able to fully update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. However, it stated that at least 13,000 Palestinians have been killed, including 5,500 children and 3,500 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 206 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 69 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 29 premature babies were evacuated to Egypt via the Rafah crossing. About 20,000 Palestinians fled northern Gaza to the south. Around 15,000 gallons of fuel and 69 trucks carrying aid entered Gaza. The Commission of Prisoners and Ex-Prisoners Affairs said Israel has imposed additional punitive measures on Palestinian prisoners, including not allowing doctors to visit sick patients, decreasing the quality of the food, denying yard access, confiscating several personal belongings, daily cuts of electricity from 6 p.m. to 6 a.m., and denying prisoners visits from lawyers and family members. The PA foreign ministry issued a statement it later retracted, saying it was Israeli helicopters that killed 364 Israelis during a festival on 10/7 and not Hamas militants. Haaretz had reported on 11/18 that Israeli combat helicopters likely hit some Israelis while attacking militants. Israeli prime minister Benjamin Netanyahu condemned the retracted statement and called PA president Mahmoud Abbas a Holocaust denier. (HA 11/19)

Israel said it had taken more than 100 Palestinians captive during its raids in Gaza and brought them to Israel. The Israeli military released a video showing that 2 injured captives of Nepalese and Thai nationality were taken to al-Shifa hospital for treatment on 10/7 but did not provide evidence that the hospital was used by Hamas for captives after 10/7. Israeli intelligence minister Gila Gamliel said the international community should stop funding UNRWA and instead start taking in Palestinians from Gaza in “voluntary settlement.” (AJ 11/19)

U.S. deputy national security advisor Jon Finer said Israel should not move its ground invasion to southern Gaza until the hundreds of thousands Palestinian who have fled the north to the south “have been accounted for in their military planning.” (HA, HA 11/19)

Haaretz reported that U.S. officials believed that Prime Minister Netanyahu’s stance against the PA taking control of Gaza after Israel’s war would soften if the PA agreed to stop seeking justice in international bodies and ended its payments to the families of Palestinian prisoners and Palestinians killed by Israeli forces. French president Emmanuel Macron said France will send more medical supplies and a second hospital ship to Gaza, adding that he told Prime Minister Netanyahu that there were “too many civilian losses” in Gaza. Macron also spoke with President Abbas. (AJ, HA, WAFA 11/19; AJ, AJ 11/20)

EU commission president Ursula von der Leyen called the settler violence in the West Bank “unacceptable.” Von der Leyen met with King Abdullah II of Jordan, who called for an immediate ceasefire to protect Palestinians from Israel’s “ugly war against civilians.” (HA, WAFA 11/19)

The Houthi-led Yemeni government said it had seized an Israeli ship in the Red Sea and taken it to a port in Yemen. Israel said the ship did not have Israeli owners or crew. (AJ, AJ, AP, HA, NYT, REU 11/19)

An NBC News poll found that 70% of 18-to-34-year-old Americans disapprove of the U.S. handling of Israel’s war on Gaza. Overall, 56% said they disapproved. 49% of Democrats said they opposed providing military aid to Israel. (AJ, HA 11/19)

In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. 30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. In the evening, Israeli PM Netanyahu says in a press conference that the assault on Gaza will continue, but alludes to a new, regional “diplomatic horizon.” He calls on PA Pres. In Berlin, Israeli PM Benjamin Netanyahu meets German chancellor Angela Merkel, who expresses dismay at settlement expansion. Israeli media reports say that Merkel’s message is that Netanyahu must choose between the peace process and establishing a Palestinian state on the one hand, and continued settlement growth and international isolation on the other. Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. Hamas-affiliated Reform and Change mbr. Nasser al-Shaer tells Palestinian media that national reconciliation is the PA’s top priority following the successful UN bid. A mortar shell fired during an exchange inside Syria accidentally lands inside the Israeli-occupied Golan Heights, nr. an IDF base, causing no damage or injuries. Israel lodges a formal complaint with the UN. Meanwhile, the UN Disengagement Observer Force, deployed in the Golan since 1974 to monitor the Israel-Syria cease-fire, announces that it will reinforce its security due to threats of cross-border violence posed by Syrian rebels. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

Hamas and Islamic Jihad declare a cease-fire in Gaza, after reported mediation by Egyptian intelligence officials. Despite the cease-fire, Palestinian fighters fire 6 rockets from Gaza into Israel, causing no injuries—but this marks a huge reduction from the estimated 100 projectiles the previous day. The attacks are claimed by the PFLP, the DFLP, and the PRCs. Israel does not acknowledge the statement by the Palestinian factions. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. In Gaza, Fatah-Hamas fighting escalates for the 4th day, leaving at least 24 armed Palestinians, 4 civilians dead and more than 100 wounded (the highest 1- day total in 18 mos. of factional fighting), as gunmen on both sides continue to ignore appeals by their political leaders to halt the violence. (Egyptian mediators try to broker another cease-fire, but the Hamas delegation cannot reach the talks because of Fatah roadblocks.) By evening, Hamas is reported to be in control of most of n. Gaza. During the day, Hamas gunmen and ESF mbrs. surround secondary Fatah and PA security posts across Gaza. In light of increasingly coordinated Hamas attacks, Abbas accuses Hamas of attempting to stage a coup, for the 1st time orders his security forces to defend their positions. Of note: Hamas stages major assaults on Fatah’s security headquarters in Khan Yunis and Gaza City, where some 200 Hamas mbrs. firing mortars and RPGs seize the post from 500 Fatah fighters. After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire.
