In the West Bank, IDF troops use rubber-coated metal bullets against Palestinian protesters nr. Qalandia, injuring 1. Meanwhile, IDF troops injure 6 Palestinians with tear gas canisters and rubber-coated metal bullets at the entrance of al-‘Arub r.c. nr. Hebron. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Jericho and 1 village each nr. Ramallah and Salfit at night. Jewish settlers assault a Palestinian in Hebron, causing moderate injuries, while separately, settlers set fire to tires and agricultural land at a road junction nr. Jenin. In Israel, Palestinian citizens demonstrate in the c. and n. of the country as protests previously concentrated in East Jerusalem spread. Clashes with Israeli police break out in Qalansuwa, Taibe, and Jaljulia, as well as Nazareth, where hundreds block roads and throw stones at police officers. Dozens of demonstrators are arrested. IDF Chief of Staff Gantz says that Hamas bears responsibility for ongoing rocket fire from Gaza and that the army will “know how to respond with much force if quiet isn’t returned to the area.” Meanwhile, the PRC in Gaza rejects any cease-fire that does not include an end to the siege of Gaza and “bring back life” to the West Bank and Jerusalem.” (JP, MNA 7/5)

Undercover Israeli police officers arrest 6 Palestinian youths in the Silwan neighborhood of East Jerusalem on suspicion of throwing stones and Molotov cocktails at a Jewish settler-owned house. In the Gaza Strip, the IDF opens fire on a garbage truck close to the border fence nr. Bayt Hanun, wounding 1 Palestinian. In the West Bank, Jewish settlers from the unauthorized outpost Esh Kodesh nr. Nablus attack the Palestinian village of Qusra, provoking clashes with residents. In response, the IDF deploys troops in the area and fires tear gas and stun grenades at villagers. The IDF patrols in 1 village nr. Tulkarm in the morning, in 1 village nr. Jericho in the afternoon, and in 2 villages nr. Ramallah, 1 village each nr. al-Bireh and Jericho at night; conducts house searches and arrest raids in the Old City of Hebron, 1 nearby village, and 1 village nr. Jenin at night. The IDF attacks a nonviolent demonstration against the occupation and settlement expansion held by Palestinians, Israelis, and internationals in Bayt Umar village nr. PA security forces arrest the Hebronbased members of the National Unity Brigades, which announced its formation and called for a 3d intifada in a video released on 12/14. (JP 1/5)

Sources tell Palestinian Ma‘an news agency that PLO leaders, the Free Syria Army, and Syrian government forces are working toward a deal to end the fighting in and blockade of Yarmuk r.c. in Damascus, including the withdrawal of rebel fighters and the end to army shelling. (MNA 1/6)

The IDF carries out air strikes on a number of targets in the Gaza Strip, killing 1 armed Palestinian and wounding a number of civilians. Palestinian groups fire around 100 rockets and mortars into Israel, causing 3 injuries and structural damage. Israeli PM Netanyahu tells the weekly cabinet meeting that the army is prepared to intensify its attacks; a number of ministers urge an escalation in military operations (such as assassinations), as well as other measures, like cutting off electricity. A source in Netanyahu’s office says that the PM is preparing international public opinion for a military operation in Gaza. (AP, HA 11/11; JP 11/12; PCHR 11/14)

U.S. pres. Barack Obama tells PA pres. Abbas that his administration opposes a Palestinian bid for non-state membership of the UN. Abbas tells a rally in Ramallah marking the anniversary of Yasir Arafat’s death that the PA is under huge pressure to stop the UN initiative, but that they would continue regardless, as it is intended to save the two-state solution. PA pres. Abbas announces that Russia will join an international investigation into whether Yasir Arafat was murdered. French and Swiss experts will exhume the late Palestinian leader’s body later in the month, after an Al Jazeera report in July suggested he was murdered with polonium. (REU 11/11)

In the West Bank, the IDF patrols in 1 village nr. Ramallah and 1 village nr. Bethlehem (firing rubber bullets and tear gas at children going to school) in the morning; patrols in 2 villages nr. Tulkarm and 1 village nr. Ramallah at night; conducts house searches and arrest raids in Hebron and 1 village nr. Ramallah. Israeli forces fire into Syria in what the military calls a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict. An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell that overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties. Kadima head Shaul Mofaz arrives in Washington for his 1st official visit as Israel’s vice PM in charge of overseeing peace process issues. He meets with U.S. secy. of state Hillary Clinton and U.S. security officials and urges the U.S. to support reviving peace talks with the Palestinians, stating that the greatest threat to Israel is not Iran but a Palestinian demographic majority. He presents his own peace plan (1st unveiled in 2009 and not endorsed by Netanyahu), which calls for the creation of an interim Palestinian state with temporary borders on 60% of the West Bank, land swaps making up for the other 40%, and Israel’s permanent control over most settlement areas. Israeli drones and warplanes carry out another 5 air strikes across Gaza, leaving at least 2 armed Palestinians and 1 Palestinian child dead and 10 Palestinians (2 armed, 8 civilian) wounded. The strikes include (1) an air strike on Gaza City targeting 2 members of the Salafist Tawhid and Jihad (TAJ) group whom Israel now alleges were involved in the 6/18 attack on Israel from the Sinai (1 TAJ member is killed, 1 is wounded; a family picnicking nearby is also hit, leaving a 13-yr.-old Palestinian boy dead, and 4 mbrs. of his family, including 3 children, seriously injured); (2) 2 missiles fired at a rocket-launching team in Rafah (1 armed Palestinian killed, 1 wounded); (3) air strikes on 2 IQB training camps in Jabaliya r.c. and Nussayrat r.c. (injuring 5 bystanders in nearby homes). Meanwhile, Palestinians fire more rockets fr. Gaza into Israel, damaging a house but causing no injuries. Since 6/17, Israel has carried out at least 17 air strikes on Gaza, and Palestinians have fired more than 100 rockets and mortars. By late evening, Hamas officials in Gaza say that Gaza’s factions have agreed to an Egyptian-brokered cease-fire with Israel to end 3 days of cross-border violence. Overnight, the YESHA settlers’ council reaches a deal with the Israeli government to peacefully evacuate Ulpana outpost in exchange for a promises that 300 new housing units will be built in neighboring Beit El settlement and that the deal would not be used as a precedent for deciding the fate of other unauthorized settlement outposts. Meanwhile, some 1,000 Israeli police officers undergo special training to prevent violence and injuries during the Ulpana evacuation. (NYT 6/20)

Several U.S. representatives from both parties testifying before the House Armed Services Comm. recommend that the Pentagon begin preparing for military action against Iran, including expediting deployment of bunker-busting munitions that could target Iran’s underground facilities. (WP 6/21)

The Israeli human rights group Peace Now estimates that Jewish settlers have started work on 600 settlement housing units in at least 36 settlements since the freeze ended on 9/26. At least half of the construction is to lay foundations for new houses—a priority for settlers in anticipation of reimposition of the temporary settlement freeze, which allowed construction to continue on units that already had their foundations poured. Egypt allows an aid convoy of 140 vans to enter Gaza through the Rafah crossing; the humanitarian goods were provided by London-based pro-Palestinian activists. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the destroyed industrial zone, wounding 2. IDF troops also enter Gaza briefly to retrieve an unmanned Israeli drone that crashed nr. the northern border. In the West Bank, the IDF patrols without incident in villages nr. Palestinians report (PCHR 10/21) that in the previous week: (a) the IDF confiscated 130 d. of Palestinian agricultural land nr. Qalqilya for construction of a “security road” past Keddumim settlement, and (b) Jewish settlers seized and leveled 100 d. of Palestinian agricultural land located between the separation wall and the Green Line, accessible to the Palestinian owners only through a gate in the fence that the IDF opens only occasionally. Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). Gaza border, IDF troops fire warning shots at Palestinian, international activists who stage a nonviolent march to the border fence n. of Bayt Lahiya to protest Israel’s imposition of a no-go zone, causing no injuries. Also in Gaza, Palestinians believed to be fr. an extremist Islamist group destroy a 2d UNRWA summer camp for children nr. Dayr al-Balah, tying up guards, setting a fire, destroying toys and an inflatable pool; another summer camp was destroyed on 5/23. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. Inside Israel, Israeli police indict 7 Israeli Palestinians arrested in 4/2010 in and nr. Facing increasing bipartisan pressure to tone down criticism of Israel, Secy. Clinton reiterates the U.S. call for Israel to demonstrate its “full commitment” to the peace process but assures that the U.S.- Israel relationship is not threatened, emphasizing the administration’s “absolute commitment to Israel’s security” and the U.S.’s “close, unshakable bond” with Israel. Netanyahu immediately welcomes Clinton’s “warm words” but says nothing about the U.S. demands. Meanwhile, Israel issues bids for construction of 309 settlement housing units in Neve Ya’acov in East Jerusalem (NYT, WP, WT 3/17)

In Gaza, unidentified Palestinians fire 2 mortars toward Israel, which land harmlessly in Gaza. IDF troops on the n. Gaza border nr. Bayt Lahiya fire in the air to disperse Gazans staging a nonviolent march to the border fence to protest Israel’s no-go zone. In the West Bank, the IDF patrols in Madama village nr. Nablus late in the evening, firing stun grenades, arresting 3 Palestinians; conducts late-night arrest raids, house searches nr. Bethlehem, Hebron. In East Jerusalem, 100s of Palestinians protest Israel’s efforts to Judaize East Jerusalem in light of the 3/15 synagogue opening in the Old City and the 3/9 Ramat Shlomo announcement, throwing stones at Israeli forces, who respond with rubbercoated steel bullets, stun grenades, tear gas; 166 Palestinians are injured (at least 10 seriously), 60 arrested; 15 Israeli police are also injured. Separately, Israeli police storm a small section of Jerusalem’s Old City known as the African quarter, raiding and searching homes, firing tear gas, detaining 5 Palestinians (including 1 child and 1 journalist). Protests spread to the rest of the West Bank, with clashes between Palestinians and the IDF reported in Bethlehem, Hebron, and Ramallah, leaving another 23 Palestinians, 2 IDF soldiers, and 2 Jewish settlers injured. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. In Gaza, UNRWA suspends food deliveries to 750,000 Gazans for lack of stocks and Gaza municipal officials are forced to shut down Gaza’s power plant once again for lack of fuel (see 11/11) after Israel suspends food and humanitarian aid shipments to Gaza in response to Palestinians firing 8 rockets and some mortars into Israel, causing no damage or injuries. The UN’s World Food Program, which feeds an additional 130,000 nonrefugee Palestinians, says it is delving into its emergency stock of food, which will last only 4 more weeks. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Jenin. Israeli police raid an event being held at the Jerusalemite Association for Community Development in Wadi al-Juz in East Jerusalem (attended by, among others, the Egyptian amb. to Israel and a Spanish embassy official), halting the event on the grounds that it constituted illegal Palestinian political activity in Jerusalem. In Gaza, an ailing 8-yr.-old Palestinian boy dies when the IDF denies permission to transport him through the Erez crossing to an Israeli hospital despite his having the proper Israeli permits. The IDF fires on several al-Aqsa Martyrs Brigade (AMB) mbrs. attempting to infiltrate the border nr. Bayt Lahiya, killing 2 AMB mbrs.; raids Khan Yunis, firing on residential areas and then exchanging fire with Palestinian gunmen who confront them, killing 1 Palestinian (possibly armed), seriously wounding 1 Palestinian civilian, moderately wounding 2 gunmen. Palestinians fire 8 mortars at IDF bulldozers sent into the Erez industrial zone to level land; the IDF responds with heavy machine gun fire; no injuries are reported. Palestinians fire 2 rockets fr. n. Gaza into Israel, causing damage at a cemetery but no reported injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Tubas, partially demolishing a Palestinian home, firing on stone-throwing youths who confront the troops, wounding 9. Jewish settlers fr. Yitzhar nr. Nablus ambush, stone a Palestinian taxi driving nearby, heavily damaging the car but not injuring the driver. AMB gunmen protesting the upcoming Annapolis summit fire on a Jewish settler vehicle nr. Keddumim settlement outside Qalqilya, killing 1 settler. The Israeli High Court rules that the 3/07 purchase by Israelis of a Palestinian house overlooking Kiryat Arba settlement in Hebron was illegal, stating that Israeli police may evict Jewish settlers who have since occupied the site. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. The IDF makes an air strike on a car in Gaza City suspected to be carrying wanted Palestinians, missing the target and hitting a nearby home, causing heavy damage but no injuries. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Israeli police charge 5 Islamic Movement leaders with “service to an outlawed organization, holding funds belonging to an outlawed organization, and moneylaundering,” for funneling some $10 m. to Hamas charity groups in the occupied territories fr. abroad. At least 2 of the mbrs., including Islamic Movement leader Ra‘ad Salah, are charged with membership in a terrorist organization and contact with a foreign agent (Nabil Mahzomah, an Israeli Arab who was deported to Lebanon in the mid-1980s and allegedly has worked as an agent for Iranian, Lebanese intelligence).
