By late afternoon, cross-border incidents in Gaza resume, with Palestinians firing some 26 rockets and mortars and Israeli warplanes and drones carrying out at least 5 air strikes. One Palestinian rocket hits a factory in Sderot, injuring 1 Israeli civilian; the Israeli strikes kill at least 2 Palestinians (both armed) and injure at least 23 (2 militants, 6 PASF officers, and 15 civilians, including 1 woman and 1 child). Israel’s targets included a rocket-launching team nr. al-Bureij r.c. (1 killed); a group of armed Palestinians nr. Jabaliya (1 killed, 2 wounded); 2 IQB training camps in n. and c. Gaza (11 bystanders injured); and a PASF compound in the center of Gaza City (6 PASF officers and 4 bystanders injured). Israel now estimates that Palestinians have fired more than 130 rockets and mortars into Israel since 6/18. In the West Bank, the IDF patrols in al-Nabi Salih in the morning; in 2 villages nr. Jericho and 1 each nr. Jenin and Ramallah in the afternoon; and in Jericho, neighboring ‘Ayn al-Sultan r.c., 1 nearby village, and 1 village each nr. Qalqilya and Ramallah late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 1 Palestinian is hit by a tear gas canister in Bayt Umar and moderately injured. Israeli drones makes an air strike on a car in Gaza City, assassinating Zuhair al-Qaissi, top military cmdr. the Popular Resistance Comms. (PRCs) and senior PRC mbr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. In response, Islamic Jihad and the PRCs fire at least 6 Qassam rockets, 4 Grads, and 2 mortars fr. Gaza into Israel, causing no damage or injuries. Later, Israel carries out 2 more air strikes on a rocket-launching team e. of Gaza City, killing 3 Islamic Jihad mbrs. Late in the evening Israeli warplanes make 3 air strikes on separate targets nr. Gaza City, striking a residential area (lightly injuring 2 civilians inside their home), targeting a garage under an apartment building (injuring 3 civilians, including a child), and targeting a group of armed Palestinians, killing 1 Islamic Jihad mbr. In the West Bank, the IDF patrols in 6 villages nr. Ramallah in the morning; 3 villages nr. Jenin in the evening (firing tear gas and stun grenades at stone-throwing youths who confront them in 1 instance, causing no injuries); and 1 village nr. Tulkarm late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni’lin; demonstrations in Bil’in and Nabi Salih also call for solidarity with Palestinian prisoners in Israeli jails. Similar protests area also held in Bayt Dajan nr. Nablus and Kafr Qaddum nr. Qalqilya. Jewish settlers fr. Eli settlement nr. Nablus uproot 40 nearby Palestinian olive trees. Jewish settlers fr. Metzad settlement nr. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

The IDF makes an air strike e. of Gaza City, wounding an Islamic Jihad mbr. preparing to fire a rocket into Israel. In the West Bank, the IDF patrols in al-Bireh and 3 villages nr. Jericho and Ramallah during the day and in 1 village nr. Ramallah late in the evening; conducts late-night raids into 2 villages nr. Qalqilya, summoning 5 Palestinians for questioning. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in (for the 1st time since protests there were suspended on 6/24), Kafr Qaddum, Ni‘lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 1 Palestinian; 2 Israeli activists and 1 Palestinian are arrested. Jewish settlers fr. Yitzhar set fire to nearby Palestinian olive groves, damaging 3,000 trees. In East Jerusalem, up to 4,500 left-wing Israeli activists and Palestinians march in a show of support for Palestinian statehood organized by the group Shaykh Jarrah Solidarity; an estimated 80% of participants are Israeli Jews and the rest mostly Palestinians fr. The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Israel allows 81 truckloads of humanitarian aid and commercial goods into Gaza. In the West Bank, the IDF fires live ammunition at Palestinians holding a nonviolent demonstration against OCL in Hebron, fatally shooting a 16-yr.-old Palestinian; fires live ammunition, rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Jayyus (injuring 2 Palestinians, 1 by live ammunition; severely beating a 55-yr.-old Palestinian man); conducts early evening raids, house searches in Jenin town and r.c.; conducts late-night arrest raids, house searches in and around Nablus, nr. The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. AsIsrael continues to seal Gaza’s borders completely, aid agencies (including Oxfam and UNRWA) warn of an impending humanitarian crisis. UNRWA Gaza dir. John Ging states that “it is unprecedented that the UN is unable to get its supplies in to a population under such obvious distress.” Unnamed Hamas officials say that Israel apparently is not interested in maintaining the truce and therefore would face consequences. Today, Hamas admits to firing 11 Grad-type rockets fr. Gaza toward Israel (4 of which landed inside Israel, causing no damage or injuries) in addition to 3 regular rockets and several mortars, 1 of which (unclear whether rocket or mortar) hits an Israeli home in Sederot, causing damage and lightly injuring 1 Israeli. The IDF makes air strikes on suspected launch sites in n. Gaza, wounding 2 armed Palestinians. In the West Bank, the IDF fires tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 1); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil’in (injuring 2); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 1). For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. In Gaza, the IDF makes an air strike on an ESF post nr. Rafah, killing 1 ESF officer, wounding 3. Nr. Bayt Hanun, 2 Palestinians are injured when a mortar they are preparing misfires. A Palestinian is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF lifts the round-the-clock curfew on ‘Azun imposed on 10/31; conducts arrest raids, house searches in Tulkarm town, r.c. and nr. In Gaza, the IDF assassinates IQB mbrs. Ra’ed Habib and Munir al-Jamal in an air strike on their car in Gaza City, wounding 6 bystanders; makes 5 other air strikes on Hamas and ESF targets in Bayt Lahiya, Dayr al-Balah, and Gaza City, wounding 10 bystanders, destroying 2 alleged weapons factories, damaging several homes. In retaliation, Hamas fires 17 rockets fr. Gaza into Israel, injuring 2 Israelis in Sederot. The Israeli navy fires on Palestinian fishermen off the Gaza City coast, forcing them to return to shore. In the West Bank, the IDF patrols in, fires on residential areas of Kafr Dan nr. Jenin, wounding 3 Palestinians; conducts arrest raids, house searches in and around Nablus and neighboring Balata r.c.; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists holding a weekly nonviolent protest against the separation wall in Bil‘in nr.
