The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). Target areas include Abasan, Bayt Hanun, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah. The estimated Palestinian toll reaches 393 dead, more than 1,900 wounded.

The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Palestinian actions: Palestinians fire 49 rockets, 15 mortars into Israel, causing no serious injuries; 4 longer-range rockets land in Beersheba, 25 mi. n. of the Gaza border, 1 of which hits an empty school, causing significant damage to 1 room.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. In the West Bank, observers report that Palestinian sympathy for Hamas is growing, even though overall public reaction to OCL has been muted, largely because PA security forces have been breaking up explicitly pro-Hamas demonstrations. Islamic Jihad mbrs. fire 19 rockets, 3 mortars fr. Gaza into Israel, damaging a home, lightly injuring 1 Israeli in 2 separate instances. The IDF makes 2 air strikes on rocket-launching sites in Gaza City, wounding a 2-yr.-old girl. In the West Bank, IDF troops for no apparent reason fire on a group of Palestinian laborers on their way to work nr. Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israeli FM Tzipi Livni plans a series of teleconferences with UN Secy.-Gen. Ban Ki-moon, U.S. Secy. of State Condoleezza Rice, and the FMs of Britain, France, Germany, and Russia. Shin Bet head Yuval Diskin reports that Hamas has rockets that would strike as far n. as Kiryat Gat, Ashdod, Beersheba. UNRWA is forced to suspend its food distribution to Gazan refugees for the 2d time in 60 yrs. (the first was on 11/13/08; see Quarterly Update in JPS 150) because of Israel’s near-total restriction on the import of food and wheat flour to Gaza (allowing only 15 trucks/day; UNRWA needs 70–80 trucks/day to keep operations going). In light of the ongoing siege and Israeli military actions, Hamas officials in Gaza declare that they will not renew the 6-mo. ceasefire when it expires on 12/19. Palestinians (some if not all mbrs. of Islamic Jihad) fire 11 rockets, 6 mortars fr. Gaza into Israel, causing light damage but no injuries. The IDF responds with air strikes on 2 rocket-launching sites, seriously wounding 1 Islamic Jihad mbr. The IDF makes a predawn raid on an apartment building in Nablus, assassinating Islamic Jihad cmdr. Tariq Abu Ghalil (targeted by the IDF on 3 prior occasions) and a bystander in an adjacent apartment. In response, Islamic Jihad mbrs. in Gaza fire 3 rockets, 1 mortar fr. Gaza into Israel, lightly injuring 2 Israelis, causing light injuries. Israel calls the rocket attacks a “grave violation of the calm,” closes all commercial crossing into the Strip, but does not take military action. Hamas calls the closure of the crossings a violation of the truce agmt. but says it will maintain the cease-fire. Meanwhile, the IDF uproots, replants more than 80 olive trees along the separation wall route around Jerusalem (farmers do not expect the trees to survive); fires rubber-coated steel bullets, tear gas at Palestinians demonstrating against separation wall construction in Ni‘lin nr. Ramallah (injuring 12 Palestinians, including an 11-yr.- old boy); fires rubber-coated steel bullets at residents of Far‘un village nr. Tulkarm who hold a protest march to a group of houses slated for IDF demolition, wounding a 9-yr.- old Palestinian boy; conducts late-night arrest raids and house searches in and around Hebron, nr. On the sidelines of a donors conference in Berlin, U.S. secy. of state Rice meets with Israeli and PA negotiators and invites them to take part a series of trilateral discussions in New York and Washington beginning in 7/08 in an effort to reach a deal on Palestinian statehood before Bush leaves office. Just before a Gaza cease-fire goes into effect, the IDF makes a series of air strikes on Gaza (killing 1 armed Palestinian, wounding 1), and Palestinians (mostly Islamic Jihad mbrs. seeking revenge for IDF killings of its mbrs. in previous days) fire 33 rockets and 10 mortars into Israel (causing light damage but no injuries); 5 rockets land inside Gaza, wounding 1 armed Palestinian, 2 civilians. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, nr. Overnight in Gaza, the IDF sends troops, bulldozers into Shuka to raid and search homes, arresting 1 Palestinian and remanding him to Israel, bulldozing 31 d. of almond and olive trees before withdrawing in the morning. During the day, the IDF fires an artillery shell at a rocket-launching site outside Gaza City, killing 3 Hamas mbrs., wounding 2; sends tanks, bulldozers into Gaza to bulldoze 10 d. of olive trees nr. Rafah. Islamic Jihad mbrs. fire several mortars fr. Gaza into Israel, causing no damage or injuries; the IDF responds with artillery fire, causing no injuries. In the West Bank, the IDF makes an overnight raid into Dayr Abu Mash‘al nr. Ramallah, occupying a Palestinian home as a military outpost, firing on stone-throwing youths who confront them, wounding 1 Palestinian teenager; conducts late-night arrest raids, house searches in and around Jenin, Nablus, and nr. Bethlehem, Hebron, Ramallah. Under cover of morning fog and mortar fire, 3 Hamas suicide bombers driving explosive-laden vehicles (an old PA armored vehicle, 2 trucks painted to resemble IDF jeeps) break through the perimeter fence at the Kerem Shalom crossing, detonating the cars as IDF soldiers approach, wounding 13 soldiers (3 moderately, 10 lightly); the IDF makes a helicopter air strike on a civilian car it claims is connected to the attack, killing 1 Palestinian civilian, wounding 4. Half an hour later,IDF tanks reportedly fire on another vehicle that approaches another Gaza crossing, causing no injuries. During the day, the IDF also conducts air strikes on Jabaliya, killing 4 armed Palestinians and a Hamas-affiliated police officer, wounding 2 armed Palestinians; shells, destroys an empty armored vehicle in Abasan previously belonging to the PA police but seized by Hamas in the 7/07 fighting, wounding 3 bystanders, including a child. In Rafah, an Islamic Jihad mbr. is injured when explosives he is handling detonate prematurely. An Islamic Jihad mbr. injured in a similar incident on 4/17 dies. In the West Bank, the IDF raids a mall in Hebron, giving store owners notice that their properties will be confiscated in 2 days (a children’s library and clinic associated with the ICA are located in the mall). Israel resumes shipments (suspended 4/9) of industrial gasoline for Gaza’s power plant but continues to suspend gasoline and diesel for cars and generators. The UNOCHA calls the fuel supplies for the power plant “insufficient” and urges Israel to resume shipment of all forms of fuel, saying that schools and clinics are unable to function normally without regular transportation. Overnight, the IDF sends troops into areas e. of Gaza City, sparking clashes that leave 4 armed Palestinians dead and 1 IDF soldier, 4 armed Palestinians wounded. In the morning, Hamas and Islamic Jihad mbrs. stage a diversion nr. the Nahal Oz crossing to lure IDF soldiers into Gaza, ambushing the unit once it enters the Strip, killing 3 IDF soldiers; the IDF responds with tank fire and air strikes, killing 4 Hamas and Islamic Jihad mbrs. The IDF increases tank fire, air strikes on Palestinian targets throughout the day, killing 14 Palestinian civilians, including 11 in a helicopter air strike on a mosque in Juhur al-Dik in c. Gaza, and Reuters cameraman Fadel Shana’a (his clearly marked Reuters press vehicle is hit directly by a flechette tank shell), wounding 34 (including 17 children, 1 woman); 2 IDF soldiers are also wounded. The IDF also bulldozes 6 Palestinian homes, 200 d. of agricultural land in Juhur al-Dik. An IDF infantry unit crosses into Gaza nr. Bayt Lahiya to engage armed Palestinians in the area, fires on a car of Palestinian farmers trying to fleeing the area, killing 1 Palestinian farmer, wounding 2. Palestinians fire 10 rockets, 2 mortars fr. Gaza into Israel during the day, causing no damage or injuries; 1 rocket fired toward Israel lands nr. Jabaliya r.c., injuring 2 Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in Jenin r.c. (firing on residential areas, arresting an AMB mbr. granted amnesty by Israel in 7/07) during the day, and late at night in and around Jenin and Tulkarm, in Nablus, and nr. Hebron. In the evening (8:30 P.M. EST; 2:30 A.M. on 4/17 local time), IDF undercover units ambush a car in Qabatya, assassinating local Islamic Jihad cmdr. The IDF makes an air strike on Bayt Lahiya in a failed attempt to assassinate Islamic Jihad mbrs. Ihab Abu Jarad, Nidal Shaqqura, and Muhammad alZa’nin as they walk in a crowded residential area, wounding the 3, as well as 6 bystanders, including 2 children and a mentally disabled person; bulldozes land on the Palestinian side of the Qarni industrial zone (for a 2d day), nr. the border fence e. of Dayr al-Balah. Late at night, the IDF sends troops into Bayt Hanun, raiding a home and arresting 7 mbrs. of a Palestinian family. An IDF special forces unit attempts an incursion into al-Bureij r.c. but is forced to retreat by Palestinian gunmen firing machine guns and mortars; no injuries are reported. Egyptian border police find separate caches of 40 landmines, 500 kg of explosives nr. the Rafah border. The IDF resumes air strikes on rocketlaunching sites in Gaza, citing the need to respond to 15 rockets, 10 mortars fired by Islamic Jihad fr. Gaza into Israel (causing light damage but no injuries) since the IDF assassinations on 3/12. In the West Bank, the IDF conducts daytime arrest raids, house searches in and around Qalqilya and in Tulkarm and neighboring Nur al-Shams r.c.; conducts late-night arrest raids, house searches in and around Jenin. In Bethlehem, 1,000s of Palestinians from all factions observe a general strike and attend the funeral for 4 Islamic Jihad and AMB mbrs. assassinated on 3/12 in a massive show of unity and protest against Israel’s ongoing attacks since the 11/07 Annapolis conference. A Palestinian shepherd is critically injured when he accidentally triggers IDF UXO nr. Jericho. Jewish settlers fr. Beit Hadasah in Hebron attack a Palestinian elementary school, demolishing a wall and several structures for the ongoing expansion of the school, attempt to occupy the school, beat a Palestinian security guard; the IDF removes the settlers. Israel’s Jerusalem Planning Comm. gives preliminary approval for construction of 2,200 Jewish settler housing units in Givat Hamatos in the East Jerusalem neighborhood of Bayt Safafa. Overnight, the IDF makes an air strike on a suspected rocket-launching site in n. Gaza, killing 1 Palestinian. During the day, the IDF makes a 2d air strike, killing another Palestinian; briefly sends 25 armored vehicles into Wadi al-Silqa in c. Gaza to surround the home of senior Islamic Jihad mbr. Yusuf Samiri, who flees and is killed in an exchange of fire with troops; troops also fire on Samiri’s home, killing a Palestinian infant, wounding 4 Palestinians (including a woman and child). The IDF also sends tanks and bulldozers into s. Gaza to level land nr. the Rafah airport site, firing on surrounding areas, causing no reported injuries. Palestinians fire 8 rockets and mortars fr. Gaza into Israel, causing damage but no injuries. In the West Bank, the IDF searches PA Education Min. offices in Nablus; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Qalqilya, nr. Hebron. As the quarter opened, Israeli and Palestinian Authority (PA) negotiating teams created at the 11/07 Annapolis summit were holding regular meetings to discuss final status. Israel, meanwhile, maintained an extremely tight seal on Gaza following Hamas’s 1/23– 2/3 breach of the Gaza-Egypt border (see Quarterly Update in JPS 147); no exports were permitted and only very limited humanitarian imports were allowed. During the day, the Israel Defense Forces (IDF) makes a ground incursion into Rafah, clashing with local gunmen, killing 1 Hamas mbr., wounding 7 Palestinians (including 1 bystander). In the West Bank, the IDF conducts arrest raids, house searches in ‘Ayn al-Sultan refugee camp (r.c.) nr. Jericho, nr. Nablus. A Palestinian resistance mbr. wounded during a 2/11 IDF raid on Wadi al-Silqa dies. An Islamic Jihad mbr. dies of injuries sustained on 2/15 when a mortar he was preparing exploded prematurely. An explosion destroys the 3-story home of senior Islamic Jihad military cmdr. Ayman Fayed in al-Bureij r.c., killing him, his wife and 2 children, and 3 neighbors, wounding at least 50 bystanders (12 critically), badly damaging 10 nearby homes; Islamic Jihad accuses Israel of assassinating Fayed in an air strike and vows retaliation, but Israel denies carrying out any actions in the area, claiming that rockets kept in the home exploded accidentally; Hamas-affiliated police say the cause is unclear. Meanwhile, the IDF shells a rocket-launching site nr. Bayt Hanun, hitting and damaging a home nearby, causing no injuries. Nr. al-Qarara, 2 Islamic Jihad mbrs. are injured when a mortar they are preparing detonates prematurely. In the West Bank, the IDF patrols in Ramallah and al-Bireh overnight; conducts arrest raids, house searches in Burqa nr. Ramallah; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1). In Gaza City, unidentified masked men raid the YMCA and blow up its 8,000-volume library; a 2d bomb is defused; the attack is considered the latest in a string targeting Christian organizations in the Strip. In keeping with 1/27 pledges, Israel cuts electricity to Gaza by 1%; vows further cuts and intensified strikes on Gaza until rocket fire ceases. Overnight, the IDF sends troops and tanks, supported by artillery and war planes, into Gaza nr. Jabaliya, killing 1 Hamas mbr. and 1 Islamic Jihad mbr. in clashes, killing 4 Hamas mbrs. in air strikes, wounding at least 4 armed Palestinians. During the day, IDF shells hit a school nr. Gaza City, killing a Palestinian teacher, wounding 3 students. Palestinians fire 7 rockets, 4 mortars fr. Gaza into Israel, with 1 rocket hitting a home in Sederot, wounding 2 Israelis. In the West Bank, the IDF patrols in al-Bireh; conducts arrest raids, house searches nr. Salfit, Ramallah. Rival PRC factions exchange fire in Bayt Hanun, causing no injuries. The IDF makes a major pre-dawn incursion into Gaza City, sending in tanks and helicopters, clashing with local Palestinians, and conducting at least 4 air strikes, leaving at least 17 Palestinians dead (5 bystanders; 12 Hamas mbrs., including the son of senior Hamas mbr. Mahmud al-Zahar, whose oldest son was killed when the IDF attempted to assassinate him in 2003), around 55 wounded by the time troops withdraw in the evening. The IDF also sends troops into al-Qarara, firing on residential areas, wounding a 71-yr.-old Palestinian man, bulldozing 20 d. of agricultural land before withdrawing in the evening; fires a missile across the border at armed AMB mbrs. e. of Gaza City, wounding 4; sends armored vehicles, bulldozers back into the Erez industrial zone (see 1/14) under cover of heavy fire to continue land-leveling operations (no injuries are reported). In retaliation for the Gaza City incursion, Palestinians fire around 25 mortars and 25 rockets fr. Gaza into Israel, hitting a house, moderately injuring 4 Israelis; Hamas claims responsibility for 17 of the mortars and 3 of the rockets, marking the 1st time since 6/07 that it has fired rockets. A Hamas gunman also fires across the border into Israel, killing an Ecuadorian laborer on an Israeli farm. In the West Bank, the IDF raids Qabatya nr. Jenin, fatally shoots local Islamic Jihad cmdr. Walid Obaydi in an apparent assassination, also wounding 2 other Palestinians (Obaydi has been on Israel’s most wanted list for 7 yrs.; the IDF attempted to assassinate him on 8/9/07 in Jenin r.c.); sends undercover units into Nablus to ambush and arrest a wanted PFLP mbr.; conducts separate late-night arrest raids, house searches in Nablus; bulldozes 40 d. of almond and olive trees, 6 wells nr.
