In the West Bank, Israeli forces issued stop-work orders for an agricultural structure in Deir Balut and for nearby roads. Israeli forces also issued demolition notices for 8 homes in Furush Beit Dajan. 6 Palestinians were arrested during late-night raids in Yatta, Deir Sammit, Qarawat Bani Hassan, and Haris. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during late-night raids. In Gaza, Palestinians demonstrated against the power outages and living conditions in Gaza City and Khan Yunis, before being dispersed by Hamas forces. 5 were killed and 6 wounded during clashes in Ain al-Hilweh refugee camp in Lebanon. According to Palestinian officials the violence broke out on 7/29 after an unknown gunman tried to assassinate Mahmoud Khalil from al-Shabab al-Muslim, killing his companion. Fatah said Commander Ashraf al-Armouchi, who was in charge of security in the camp, and 4 others were killed. The Lebanese army said 1 mortar shell had hit a base outside of the camp, injuring 1. Palestinian factions met in El Alamein in Egypt to discuss reconciliation. Islamic Jihad boycotted the meeting due to PA arrests of its members in the West Bank. After the meeting, PA president Mahmoud Abbas released a statement saying, “I consider today’s meeting of the general secretaries of the Palestinian factions a first and important step in continuing our dialogue,” and announced a committee to continue the dialogue. Earlier in the day Hamas had called on the PA to end security coordination with Israel and to stop political arrests. President Abbas also met with Egyptian intelligence chief Abbas Kamel before the reconciliation talks. Israeli national security minister Itamar Ben-Gvir amended Israeli policy preventing Palestinians held on administrative detention from being released earlier in cases where Israeli prisons are lacking space. (WAFA 7/30)

The Knesset passed a law to add stricter punishment for “nationalistically” motivated sex crimes. 6 Palestinian MKs and Gilad Kariv of the Labor Party voted against it. Kariv called the law Kahanist as it is targeting Palestinian offenders by doubling the penalty if they commit sex crimes against Jews. (HA 7/30; MEE 7/31; HA 8/1; HA 8/4)

In the West Bank, Israeli settlers threw stones at Palestinian-owned vehicles in the Old City of Hebron, causing damage. 20 Palestinians were arrested during late-night raids in Beit Sira, Hebron, Jenin, Tubas, Tulkarm, and Qalandia refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting Israeli air strikes on Gaza at the Damascus Gate plaza, assaulting several and arresting 1. In Gaza, Israel continued its assault on Gaza for the 2d day in a row, assassinating Islamic Jihad commander in southern Gaza Khaled Mansour, using fighter jets to fire 6 missiles on a 3-story building in Rafah refugee camp; 2 other members of Islamic Jihad were killed in the assassination, as were 4 others, including 1 child. 35 were injured, including 18 children. Israel further killed 7 other Palestinians in air strikes: 2 on a street in Beit Hanun; 2 riding a motorcycle in Khan Yunis; 2 near a market in Khan Yunis; and 1 while firing a mortar shell east of Jabaliya. Additionally, 7 Palestinians were killed in an explosion in Jabaliya refugee camp, including 4 children; it was unclear whether the explosion was caused by an Israeli missile or misfire of an Islamic Jihad rocket. This raises the death toll from Israel’s Operation Breaking Dawn to 31 since 8/5, including 10 children. 265, including 95 children, have been injured. The Gaza power plant stopped operations in the middle of the day due to a lack of fuel. 2 Israeli soldiers were reportedly lightly injured by a mortar shell. The UNRWA closed all of its facilities, except for health services, in Gaza due to the Israeli attacks. (WAFA 8/6)

Islamic Jihad leader Ziad al-Nakhala met with head of the Iranian Revolutionary Guard Corps Hossein Salami in Tehran. Major-General Salami told al-Nakhala that Palestinians are not alone in their struggle against Israel. (AJ 8/6)

U.S. national security council spokesperson John Kirby said that the U.S. is working with Israeli and Palestinian partners to achieve calm in Gaza but “remain[s] unwavering in our commitment to Israel’s security.” Spokesperson Kirby also said that the U.S. “absolutely fully supports Israel’s right to defend itself against terrorist groups.” Secretary of defense Lloyd Austin “expressed concern regarding reports of civilian deaths and called for a timely and thorough investigation into any civilian casualties,” according to a readout of Austin’s conversation with Israeli defense minister Benny Gantz. In the Gaza Strip, Israeli forces kill 3 Palestinians from the Saraya al-Quds Brigades (the armed wing of Islamic Jihad) in an air strike nr. Khan Yunis, shortly after they had fired a mortar shell toward IDF troops. Later in the day, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. IDF troops conduct 2 separate limited incursions nr. Khan Yunis and nr. Rafah alongside the border fence to level land. Israeli naval vessels open fire on Palestinian fishermen working off the coast nr. Gaza City, and arrest 2, before releasing them later. In the West Bank, IDF troops wound an unspecified number of Palestinian youth during clashes nr. al-Azza r.c. in Bethlehem, at a rally organized to protest Israel’s recent killing of Palestinians. Separately, IDF troops wound 2 Palestinians with rubber-coated metal bullets in clashes in Jalazun r.c. nr. Ramallah, after locals throw stones at soldiers conducting a raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages and ‘Ayn Bayt al-Ma’ r.c. nearby, and 1 village each nr. Hebron and Salfit at night; patrols in 1 village each nr. The Knesset passes a new law that raises the threshold for entering the parliament from 2% to 3.25% of the vote in a general election. (The bill was previously approved by the cmte. on 3/3.) The bill passes with 67 yeas, though the vote is boycotted by all the opposition parties, including Labor, Shas, and United Arab List Ta’al. (HA 3/11)

In the Gaza Strip, Israeli forces also conduct a limited incursion nr. Khan Yunis to level land. In response, Palestinians from Abu Ali Mustafa Brigades, the military wing of the PFLP, fire 2 mortar shells at the tanks, causing no damage or injuries. Separately, the military wing of the DFLP, the National Resistance Brigades, claims responsibility for firing 2 mortar shells at an Israeli military position nr. Dayr al-Balah. Later, 3 Palestinians are wounded by an Israeli air strike nr. Khan Yunis, and 1 child sustains minor injuries. An Israeli air strike also targets a training site for Islamic Jihad’s al-Quds Brigades nr. Rafah, causing no injuries. In the West Bank, the IDF shoots and injures 3 Palestinians in Dahaysha r.c. in Bethlehem during clashes sparked by an arrest raid. The IDF conducts house searches and arrest raids in Tulkarm in the morning, and in 1 village nr. Hebron at night; patrols in 2 villages nr. Reps. from Iran and the P5+1 meet in Geneva to discuss implementation of the 6-mo. interim deal they agreed to on 11/24, 2 weeks before the deal is due to take effect (on 1/20). In the Gaza Strip, IDF troops conduct a limited incursion nr. Khan Yunis, to level land close to the border fence. In response, Palestinians fire several mortar shells at the soldiers with 2 landing inside Israel, causing no damage or injuries, an attack claimed by Palestinian Islamic Jihad. In response, the IAF conducts an air strike against 2 sites in open land, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Qalqilya in the afternoon, and in Hebron at night; patrols in 1 village nr. Hebron and in Qalqilya in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron at night. White House National Security Adviser Susan Rice attributes in part “increased tensions on the ground” in Israel and the oPt to “recent settlement announcements,” in remarks to the Middle East Institute think tank in Washington. Rice affirms that the U.S. “does not accept the legitimacy of continued Israeli settlement activity.” (ToI 11/15)

Russian pres. Vladimir Putin and Syrian pres. Bashar al-Asad discuss plans for the proposed “Geneva 2” peace conference during a telephone call. No significant details are divulged. (REU 11/14)

The PA denies reports that Pres. Abbas is considering postponing the UN bid and confirmed that he will submit the resolution for a vote later in 11/2012. Israeli fin. min. Yuval Steinitz says that Israel will stop collecting tax revenues for the PA if Abbas pursues the initiative. (JP, REU, ToI, WAFA 11/10; JP 11/11)

In the Gaza Strip, armed Palestinians fire an anti-tank missile at an IDF jeep on the border, injuring 4 soldiers. The IDF shells a residential area nr. Gaza City in response, killing 4 Palestinian civilians, including 2 teenagers, and wounding 38 Palestinians (1 of whom subsequently dies of their wounds). The IDF also fires 2 shells at a village nr. Khan Yunis, injuring 11 civilians; makes an air strike on a group of Islamic Jihad mbrs., killing 1. Unidentified Palestinians then fire around 30 rockets and mortars into Israel, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Hebron, firing tear gas at stonethrowing Palestinians; conducts house search and arrest raids in 1 village nr. Qalqilya in the afternoon and in 1 village nr. Jenin at night. During the day, the IDF carries out 3 air strikes on an Islamic Jihad training camp in s. Gaza, killing 5 Islamic Jihad mbrs. allegedly responsible for the rocket fire on 10/26 (including field cmdr. Ahmad Shaykh Khalil) and wounding 3. Over the course of the day, Islamic Jihad responds with a volley of at least 24 rockets and mortars on s. Israel; at least 1 Grad strikes Ashqelon, killing 1 Israeli and wounding 2. Late at night, the IDF carries out another 9 air strikes on 8 Islamic Jihad targets in Gaza City, Bayt Hanun in n. Gaza, Dayr al-Balah in c. Gaza, and Khan Yunis and Rafah in s. Gaza, killing another 4 Islamic Jihad mbrs. and wounding at least 1 Islamic Jihad mbr. and 2 bystanders. The IDF retaliates with at least 5 air strikes on Hamas and Islamic Jihad targets in Khan Yunis and Rafah, wounding 4 Palestinian civilians (including a baby); in 1 instance, Israeli intelligence units phone the targeted site to warn residents to evacuate, calling a 2d time before the strike to make sure the house is clear (no one is injured in that strike). IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1 Palestinian. With daily antigovernment protests continuing, the head of Bahrain’s banned al-Haq party, seen as the hard-line leader of Bahrain’s oppressed Shi‘i majority, returns fr. exile and is greeted by throngs of supporters, in what is seen as an escalation against the regime. (WP 2/28)

In the morning, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing light damage but no injuries. In the afternoon, Islamic Jihad mbrs. fire 2 more mortars into Israel, causing no damage or injuries. Late in the evening, the IDF retaliates with an air strike, destroying an abandoned plastics factory in Gaza City (an alleged weapons manufacturing facility), also damaging a nearby PA Health Min. warehouse used for storing medicine, a textile factory, and a school and lightly injuring 11 Palestinian civilians (including 4 children). An hr. later, the IDF makes 2 air strikes on an Islamic Jihad training site in Khan Yunis (injuring 2 Islamic Jihad mbrs.) and a smuggling tunnel on the Rafah border (no injuries). Also during the day, the IDF makes a brief incursion into s. Gaza e. of Shuka village to level lands and clear lines of sight, firing on nearby residential areas to keep Palestinians indoors, causing no injuries. UNRWA reports that it has resumed 3 stalled construction projects in Gaza after Israel allowed in 2 large shipments of construction aggregates (see 2/1). In the West Bank, the IDF conducts late-night patrols in 1 village nr. Tulkarm; conducts late-night arrest raids, house searches in and around Tubas, in Nablus, and nr. Hebron. Egyptian demonstrators hold the largest rally in Tahrir Square to date and surround the parliament building, rejecting government proposals for an extended transition and demanding Mubarak’s immediate removal and dissolution of parliament. Huge demonstrations are also held in Alexandria, Suez, and other cities. Egyptian labor unions begin a nationwide general strike to observe a “Week of Steadfastness” with demonstrators. Since 2/4, Mubarak has released some activists arrested since 1/25, allowed government contact with the Muslim Brotherhood for the first time, agreed in principle to lift emergency regulations and allow a free press, formed a legal panel (all Mubarak loyalists) to explore constitutional changes demanded by protesters, announced 15% raises for civil servants and pensioners, and vowed to open corruption investigations of senior government and NDP party officials. Some opposition figures note (e.g., WP 2/7) that some of these steps were significant and might have been enough to appease protesters 2 wks. ago, but that the mood has shifted significantly since then and these steps are now seen as far too little. Another round of massive demonstrations in Tahrir Square is called for Friday 2/10. In the interim, labor strikes and demonstrations grow and spread nationwide. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Fearing Israel could stage a major retaliation for the recent spike in rocket and mortar fired, Hamas once again (see 12/30) appeals to Gaza factions to observe a cease-fire. Late in the evening, the IDF carries out 4 air strikes on s. Gaza, assassinating senior Islamic Jihad mbr. Muhammad Najjar as he rides a motorcycle and striking an IQB site s. of Gaza City, as well as hitting an Islamic Jihad training site nr. Khan Yunis and a PA naval police building in Nussayrat r.c., causing damage but no injuries. Meanwhile, Israeli naval vessels detain 4 Palestinian fishermen sailing off the Gaza coast, releasing 3 and arresting 1. (Guardian, NYT, WP 1/12; PCHR 1/13; OCHA 1/14)

Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Gaza into Israel; the Qassams land harmlessly (1 inside Gaza, 2 in Israel), while the Grad strikes nr. a cattle farm, causing damage and injuring some livestock. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. (PRCs; an umbrella group comprising all Gaza factions) fire another 4 mortars into Israel containing white phosphorous scavenged fr. unexploded IDF ordnance (UXO), causing no damage or injuries. Israel files an official complaint with the UN over the serious escalation and retaliates in the evening with 4 air strikes in and around Bani Suhayla village s. of Khan Yunis, targeting and destroying an Islamic Jihad training site, 1 Palestinian home, and an agricultural storehouse, causing heavy collateral damage to another 2d home, and injuring 6 Palestinian civilians (including children ages 2 and 14). Late at night, 2 more air strikes destroy a smuggling tunnel on the Rafah border. Meanwhile, in the morning, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the abandoned settlement sites nr. the border, wounding 1. Late at night, IDF troops make an incursion 1,500 m into al-Shuka in s. Gaza, firing on residential areas to keep Palestinians in their homes, monitoring the area, and withdrawing after 3 hrs.; IDF troops on the s. Gaza border open heavy fire on the demolished Dahaniyya airport site, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam nr. Ramallah. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 5 Palestinians lightly injured (3 by tear gas canisters, 1 by a rubber-coated steel bullet) and 10s suffering tear gas inhalation. IDF troops on the s. Gaza border fire on armed Palestinians laying a roadside bomb nr. the border fence e. of Khan Yunis. When Palestinians return fire, the troops enter the Strip in pursuit, triggering at least 1 buried device and drawing Palestinian mortar fire, which prompts the IDF to move several tanks and armed bulldozers into Gaza, shelling areas outside Khan Yunis. The exchange leaves 2 armed Palestinians, 1 Palestinian bystander, and 2 IDF soldiers dead and 3 IDF soldiers and 6 Palestinians (including at least 2 civilians, one a 13-yr.-old boy) wounded, marking the 1st deadly exchange of fire in Gaza since OCL ended on 1/18/09. The al-Aqsa Martyrs Brigades, Islamic Jihad, and a group calling itself Palestinian Taliban (believed to be a radical Salafist splinter group opposed to Hamas) claim their fighters were involved in the initial border incident; the Izzedin al-Qassam Brigades claims responsibility for ambushing and firing mortars at IDF troops once they entered Gaza, causing the IDF casualties. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly demonstrations against the separation wall and settlement expansion in Bil‘in (10s suffer tear gas inhalation; 1 Israeli is arrested), Dayr Nizam/al-Nabi Salih (2 Palestinians injured), and Ni‘lin (10s suffer tear gas inhalation). The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea.
