Under continued pressure fr. Obama and Quartet special envoy Tony Blair, Israel’s security cabinet agrees in principle to switch fr. a blanket ban on entry of goods to Gaza to a prohibited list of items considered “weapons and war-supporting materiel” and to allow “a significantly greater volume of goods” into the Strip. The easing would affect overland transportation only. The naval blockade and all restrictions on exports and the entry and exit of individuals remain. Separately, the U.S. and Israel announce that the Obama-Netanyahu meeting originally set for 6/1 will be held at the White House on 7/6. In addition, Mitchell, who has just returned fr. meetings with the Palestinian (6/18) and Israeli (6/19) peace teams, reports that the sides are ready to consider renewing proximity talks. The IDF makes a brief incursion into the no-go zone in n. Gaza to investigate a heavy explosion, searching the area and pulling back into Israel without incident. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinians staging a nonviolent demonstration against the separation wall nr. Bethlehem, also violently beating 3 Palestinian cameramen for Palestinian and foreign news outlets; conducts synchronized late-night patrols in villages w. of Jenin, making no arrests. Israeli police in Jerusalem seal the Ilaf Association for Education Support, which provides student loans for some 160 college students, for allegedly hosting Hamas meetings and thereby supporting a “terrorist organization.” (PCHR 6/24; OCHA 6/25)

IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials in the industrial zone, wounding 1. In the West Bank, the IDF conducts late-night arrest raids, house searches in Nablus, nr. Ramallah. In Jerusalem, the IDF demolishes 2 Palestinian stores and 1 other structure in Silwan, as well as a garage in al-Thawri neighborhood. (PCHR 6/17; OCHA 6/18; PCHR 6/24; OCHA 6/25)

Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. Late at night, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing damage but no injuries. The IDF retaliates with 5 air strikes on the Dahaniyya airport site (hitting previously destroyed buildings, causing no injuries) and on a suspected weapons factory in the al-Zaytun neighborhood of Gaza City (destroying it but causing no injuries). In the West Bank, the IDF partly opens Route 443 between Jerusalem and Ramallah to Palestinian traffic for the 1st time in 8 yrs., but Palestinians will still have to go through several checkpoints and will not be allowed to take the road all the way into Ramallah (see Quarterly Update in JPS 155 for background). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in, Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation, injuring at least 2 Palestinians, and arresting 4 Israelis. Jewish settlers fr. the unauthorized outpost of Beit Yonatan nr. Silwan retaliating for the 5/25 Jerusalem District Court decision harass a group of Palestinian women, sparking a stone throwing clash between the settlers and local Palestinians; the IDF intervenes, firing tear gas and beating back the Palestinians, including a pregnant Palestinian woman who miscarries as a result. Jewish settlers fr. Karnei Shomron nr. Qalqilya stone Palestinian vehicles on the Qalqilya–Nablus road, breaking the windows of 1 car, injuring 4 Palestinians. IDF troops on the s. Gaza border fatally shoot 2 armed Palestinian teenagers who infiltrate the border fence nr. Abasan; the IDF claims they are mbrs. of Hamas’s armed-wing, the Izzeddin al-Qassam Brigades (IQB). The IDF sends troops 800 m into Abasan to raze a Palestinian house under construction, a poultry farm, and 2 dunams (d.; 4 d. = 1 acre) of agricultural land planted with olive and palm trees to clear lines of site. Later, IDF troops and armed Palestinians exchange fire across the Gaza border, leaving 1 IDF soldier wounded. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in and Ni‘lin nr. Ramallah, Dayr Nizam/al-Nabi Salih in the north central West Bank, and Bayt Jala and al-Ma‘sara nr. Bethlehem. In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). Israel releases Hamas-affiliated Palestinian Council (PC) mbr. Muhammad Abu Tir, who was among 60 Hamas-affiliated elected officials arrested by Israel after the 6/06 capture of IDF Cpl. Gilad Shalit (of the 60 at least 10 are still in custody). Hrs. later, Israeli security forces raid his home in Umm Tuba village s. of Jerusalem and order him to refrain fr. any public celebration of his release. Egyptian naval forces fire on a Palestinian fishing boat fr. Gaza that strays nr. Egyptian territorial waters, killing 1 Palestinian fisherman, wounding 3. The UN reports that 1 Palestinian has been killed in a tunnel collapse on the Rafah border since 5/4. Israel’s Peace Now reports that construction has begun of 14 new Jewish homes in Ras al-Amud in East Jerusalem. The PA informs the U.S., calling the construction a violation of Israel’s pledges at the start of proximity talks. Israel says the homes are being built privately and the government has no authority to stop it. In the West Bank, the IDF patrols in Bayt Umar village in the afternoon, firing live ammunition at stone-throwing Palestinian youths who confront them, wounding 1; makes a late-night raid on a Palestinian home in Bil‘in, summoning 1 resident for interrogation; conducts late-night arrest raids, house searches nr. Salfit, arresting 11 Palestinian teenagers. Israel’s Jerusalem municipality orders Palestinian business owners to evacuate a 3 d. plot of land nr. the U.S. consulate, saying it is state-owned land; the order is not immediately enforced. IDF troops enter the Erez industrial zone on the n. The UN reports that 1 Palestinian has been injured in a tunnel collapse on the Rafah border since 4/21. In the West Bank, the IDF occupies a Palestinian home nr. In the West Bank, 10s of Palestinians, Christian clerics, and international activists take part in a nonviolent march from Bethlehem to the main IDF checkpoint to Jerusalem to protest Israeli restrictions on Christians entering Jerusalem today, Palm Sunday; IDF troops beat marchers, arrest 12 Palestinians (including Fatah Central Comm. mbr. Abbas Zaki; all are released on 4/1) and 4 internationals (releasing them later in the day), and seal the Gilo crossing to Jerusalem (including to medical cases and tourists) through 3/31. Netanyahu returns to Israel without an agreed draft blueprint. Though he is welcomed home by a small group of supporters with signs saying “Obama, No You Can’t” and “Netanyahu Stand Strong,” he reportedly feels “humiliated” by Obama and is “truly stunned by the Obama administration’s unprecedented willingness to criticize Israel over building in the annexed part of Jerusalem.” (NYT, WP 3/26)

Netanyahu clears his schedule to hold additional talks with U.S. admin. officials aimed at drafting a “blueprint” covering issues (including construction in Jerusalem) that need to be resolved before proximity talks can go forward. Netanyahu would take the plan to his government, while Mitchell would take it to the Palestinians and Arab leaders. A final draft of the blueprint is not agreed to, however. (NYT, WP 3/25)

After 3 days of talks with his 7-mbr. security cabinet, Netanyahu phones Clinton (a day later than the State Dept. had expected) to offer Israel’s own package of “mutual confidence building” gestures to be made by Israel and the Palestinians. Neither side details the offer, but the U.S. says that the offer is sufficient enough to warrant sending special envoy Mitchell back to the region on 3/21 hopefully to launch proximity talks. At the same time, however, Israel’s Jerusalem municipality approves construction of 20 new settlement housing units in East Jerusalem’s Shaykh Jarrah neighborhood. Ansar al-Sunna fires a rocket fr. Gaza into Israel, killing a Thai laborer working at a kibbutz near the Gaza border, marking the 1st fatal rocket strike since OCL. Another rocket fired by unidentified Palestinians earlier in the day caused no damage or injuries. Israel vows strong retaliation. Meanwhile, IDF troops on the s. Gaza border e. of Khan Yunis fire on Palestinians staging a nonviolent march to the border fence to protest Israel’s imposition of a 300-m no-go zone, causing no injuries. Hebron (searching a number of homes of Palestinians involved in organizing protests against the separation wall, without making arrests). Jewish settlers fr. Eli nr. In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). Biden spends the day in the West Bank, meeting with Abbas and Fayyad. After receiving assurances that the U.S. will press Israel to reverse the 3/9 Ramat Shlomo decision, the PA indicates that it will move forward with plans for indirect talks with Israel. Meanwhile, Israeli officials stress that Israel will never cede Jerusalem and will build unimpeded within Jerusalem’s municipal borders. The Arab League reconvenes to discuss the situation and withdraws support for proximity talks, phoning Abbas to urge against negotiations. In the West Bank, the IDF sets up a checkpoint at the entrance to Rumana in the morning, checking Palestinian vehicles and arresting 1 Palestinian. Israel also authorizes the UN to send bomb disposal units into Gaza to identify and disarm unexploded IDF ordnance fr. OCL; the UN says the operation may take several months. In light of the 3/3 Arab League endorsement, the PLO Exec. Comm. gives its blessing for Abbas to open indirect talks with Israel mediated by the U.S., but warns that it would not endorse continuing the talks past 4 mos. unless at least the outlines of a border agreement were achieved and would not agree to a start to direct talks until Israel imposed a comprehensive settlement freeze, including East Jerusalem. In the West Bank, the IDF conducts synchronized late-night house searches in and around Tubas, making no arrests; conducts similar late-night searches without making arrests in Bethlehem; conducts late-night arrest raids nr. Jenin. An Israeli municipal court in Jerusalem orders the IDF to pay more than $117,000 in compensation to Jewish settlers from the illegal settlement outpost of Yad Ya’ir nr. Israel deports Americans Jared Maslin (chief English editor for the Bethlehembased Palestinian news agency Ma‘an) and Faith Rowold (a volunteer with a Lutheran Church group in Jerusalem) to the U.S. on visa violations after having detained them the preceding wk. at Ben-Gurion Airport; Palestinians and NGOs operating in the occupied territories view Maslin’s deportation in particular as further evidence that Israel is stepping up its crackdown on individuals and organizations, especially ones with foreign funding, that promote Palestinian interests. Syrian-based senior Hamas commander Mahmud al-Mabhuh, a founder of Hamas’s Izzeddin al-Qassam Brigades, is found murdered in his hotel room in Dubai. Hamas accuses Israel of assassinating him, but Israel refuses to comment. (NYT, WP 1/30; JPI 2/11; NYT, WT 2/16)

After 2 days of intensive talks and a meeting that stretches overnight, Netanyahu is unable to secure cabinet approval for a German deal endorsed by Hamas to release some 1,000 Palestinian prisoners for the release of captured IDF soldier Cpl.
