In the West Bank, Israeli forces shoot and kill a Palestinian American child during a raid in al-Mazra’a ash-Sharqiya. Israeli forces also shoot and injure 2 Palestinians with live ammunition during raids in Rafidiya and Kafr Ni’ma. Israeli forces end their 45-hour raid on Tulkarm, which left 8 Palestinians dead and 26 injured, with 37 arrested; 21 homes are also rendered uninhabitable due to explosions and bulldozing, displacing 137 people. In East Jerusalem, Israeli police restrict movement to the Haram al-Sharif compound for Palestinian worshipers. In Gaza, mobile phone connections are partially restored after being cut off on 1/12, however, internet access remains out. Israeli forces bomb Rafah, Gaza City, Dayr al-Balah, Nuseirat refugee camp, Khan Yunis, Maghazi, and Shati’ refugee camp, killing at least 142 people. Israeli forces also target al-Amal Hospital in Khan Yunis, causing injuries. In Lebanon, Hezbollah hits 3 Israeli targets in al-Summaqa, Ramtha, and Khirbet Ma’ar. In Yemen, U.S. forces bomb 3 anti-ship missiles they claim were ready to be launched. More than 24,762 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 62,108 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 362 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 91 children. More than 4,310 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 191 Israeli soldiers have been killed and 1,178 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 154 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. UNOCHA says humanitarian agencies had planned 29 aid delivery missions to northern Gaza during the first half of January, but Israel had only approved 7 of them. Israel releases about 100 detained Palestinians back to Gaza via the Karem Abu Salem (Kerem Shalom) crossing. The UN Human Rights Office releases a report saying Palestinians from Gaza describe being detained at unknown locations in Israel for between 30 and 55 days where they were beaten, humiliated, and tortured. The Palestinians say that when they were released Israel kept all their clothes, releasing them only in diapers. The UN Human Rights Office says that thousands of Palestinians could be detained in these conditions and that Israel must either charge or release the detainees. UN General Assembly president Dennis Francis calls on the assembly to use its influence to end Israeli attacks on Gaza, asking the UN members “how much is enough?” (AJ 1/19)

U.S. president Joe Biden speaks to Israeli prime minister Benjamin Netanyahu for the first time since 12/23/2023. A readout of the conversation states that Israel will allow shipments of flour to enter Gaza. Later Biden says a 2-state solution is still possible while Netanyahu is in office, despite Netanyahu rejecting a 2-state solution on 1/18. National Security Council spokesperson John Kirby says that there is no evidence that Israel has committed “deliberate” war crimes in Gaza. Kirby also express concern about the Israeli killing of a Palestinian American child in al-Mazra’a ash-Sharqiya. In a letter to Secretary of State Antony Blinken, 60 Democrats in the U.S. House of Representatives urge the Biden administration to firmly reject “forced and permanent displacement” of Palestinians in Gaza. Dutch prime minister Mark Rutte speaks with Prime Minister Netanyahu, urging him to “drastically” reduce the level of violence against Palestinians in Gaza and to allow more aid to enter. (AJ, HA 1/19)

UK Labour Party leader Kier Starmer calls Prime Minister Netanyahu’s rejection of a 2-state solution “unacceptable,” saying “Palestinian statehood is not in the gift of a neighbor. It is the inalienable right of the Palestinian people.” (AJ 1/19)

The Swiss federal prosecutor’s office says it has received a criminal complaint against Israeli president Isaac Herzog, who was in Davos attending the World Economic Forum. The Washington Post reports that Israel will widen its war in Lebanon at the end of January, quoting an unnamed Western diplomat and 3 unnamed Lebanese officials. The Post also quotes unnamed U.S. officials saying that both U.S. and Israeli officials believe Israel is far from achieving a victory over Hamas. (AJ 1/19; HA 1/20)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Bruqin. Armed Israeli settlers also threatened Palestinian shepherds in the Jordan Valley. Israeli forces attempted to assassinate 3 Palestinians traveling in a vehicle near Balata refugee camp, firing a missile at their car; no injuries were reported. Israeli forces also shot and injured 4 Palestinians, including 2 children, during raids in Tuqu’, al-‘Ayn, and Shuweika. Elsewhere, Israeli forces assaulted a Palestinian in Hebron. Israeli forces also punitively demolished the family homes of 2 Palestinians prisoners in ‘Urif. In East Jerusalem, Israeli forces severely assaulted a journalist, hospitalizing him in Wadi al-Juz. Israeli forces also violently dispersed Palestinians heading to the Haram al-Sharif compound. In Gaza, telecommunications remained cut off for the second day in a row, obfuscating reporting on the number of casualties. Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 100 Palestinians, including Al Jazeera journalist Samer Abudaqa and Palestinian New Press journalist Ramy Budair and 3 civil defense workers during an airstrike that also wounded Al Jazeera Gaza bureau chief Wael al-Dahdouh in Khan Yunis. Abudaqa was reportedly left to bleed out for 5 and half hours while rescue teams tried to secure safe passage during Israeli shelling of the area. Several members of al-Dahdouh’s immediate family were killed in an Israeli air strike on 10/25. Israeli forces also shot and killed 3 Israeli captives that had either been freed or escaped captivity in the Shuja‘iya neighborhood of Gaza City, mistaking them for Palestinians. The 3 were shirtless and holding up a white flag. The Israeli military called the incident “a tragic error.” Separately, 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, causing damage near Jerusalem. In Lebanon, Israeli forces attacked Ramiya, Beit Lif, and near Alma al-Chaab, saying shots were fired toward Israel. Israel also dropped leaflets in Kfar Shuba, threatening residents to stop Hezbollah from operating in the area for their own safety. In the Red Sea, projectiles fired from Yemen hit 2 cargo ships. The UN Office for the Coordination of Humanitarian Affairs released a report, saying 476 Palestinians, including 112 children, have been killed by Israeli forces and settlers in 2023. Of the 476, 276 have been killed since 10/7. 12,566 have been injured, including 1,841 children. Israeli forces have also demolished 1,010 structures since 1/1, displacing 1,884 people while settler violence has displaced 1,442. (UNOCHA 12/15)

Israel said it found the bodies of 3 Israeli captives in Gaza, including 2 soldiers and a civilian. The Palestinian Prisoner’s Society said 4,420 Palestinians have been arrested in the West Bank and East Jerusalem since 10/7. (HA, NYT, REU 12/15)

The Israeli security cabinet approved the reopening of the Karem Abu Salem (Kerem Shalom) crossing for humanitarian aid after U.S. pressure. Haaretz reported that the Israeli military, with approval from Religious Zionism leader Bezalel Smotrich and Otzma Yehudit leader  Itamar Ben-Gvir, had allowed 10,000 Palestinians from the West Bank to work in Israeli settlements upon request from settlement leaders. The Foreign Press Association and Al Jazeera condemned the Israeli killing of Al Jazeera journalist Samer Abudaqa. Al Jazeera said it would refer the killing of Abudaqa to the ICC. U.S. national security advisor Jake Sullivan met with PA president Mahmoud Abbas in Ramallah. National Security Council spokesperson John Kirby said the 2 discussed “governance possibilities” for after Israel’s war. Abbas told Sullivan that the U.S. must intervene to prevent the forceful displacement of Palestinians in Gaza and the West Bank and to stop the bombing of Gaza. (AJ, AJ, HA, NYT, REU, WAFA 12/15)

Israeli heritage minister Amichai Eliyahu said Gaza must be “fully occupied.” (AJ, HA 12/15)

National Security Advisor Sullivan also met with Israeli officials for the second day in a row, including Defense Minister Yoav Gallant and Mossad director David Barnea. Sullivan told the press that the U.S. expects the Israeli war to transition to a phase that is “focused on targeting the [Hamas] leadership, on intelligence operations.” The U.S. also criticized Israel for attacking the Lebanese army 34 times since 10/7. The UK, Belgium, Denmark, Finland, France, Ireland, Luxemburg, the Netherlands, Norway, Spain, Sweden, Switzerland, the EU, Australia, and Canada issued a joint statement calling on Israel to take steps to end settler violence in the West Bank, calling the violence against Palestinians unacceptable. In the West Bank, Israeli settlers uprooted 12 olive trees in Salfit and vandalized Palestinian property in al-Twana in the Masafer Yatta area. Israeli forces shot and killed 3 Palestinians, including a 12-year-old during raids in Balata refugee camp, Beita, and Burqa. Israeli forces also shot and injured 5 people during raids in Balata refugee camp, Habla, and Burqa. Israeli forces also issued stop work orders for 8 homes in al-Khader. 76 Palestinians were arrested during late-night raids in and around ‘Azzun, al-Arroub refugee camp, Nablus, Balata refugee camp, Jenin, Tubas, Bethlehem, Aroura, and Abu Dis. 3,130 Palestinians have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces shot, injured, and arrested a Palestinian child in Jabel Mukaber. In Gaza, Israeli airstrikes killed around 270 Palestinians, including 30 in an airstrike on an UNRWA school in Jabalia refugee camp, 15 in Khan Yunis, 14 in Rafah, 10 in the Sheikh Radwan neighborhood of Gaza City, and 5 in Nuseirat refugee camp. Israel also bombed the Zeitoun neighborhood, Bani Suhaila, al-Daraj, and al-Tufah. Israel said it had assassinated Hamas naval commander Omar Abu Jallah. Israeli forces also attacked the Indonesian Hospital’s main gate, power generators, and administrative office. Elsewhere, Israeli forces arrested al-Shifa Hospital director Mohammad Abu Salmiya and other medical staff. After the arrest, the Gaza Ministry of Health suspended coordination with the WHO. 4 wounded Palestinians died during an evacuation from the Turkish-Palestinian Friendship Hospital to Khan Yunis. Israel said it attacked 300 sites in Gaza during the day. Rockets were fired from Gaza at Israel; no injuries were reported. In Lebanon, Israeli forces attacked several sites, saying they had been used to fire 35 rockets toward Israel, causing damage to 2 homes. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 18,000 gallons of fuel and 80 truckloads of aid entered Gaza via the Rafah crossing. 433 foreign nationals and 17 wounded Palestinians were evacuated to Egypt. Qatar announced that the ceasefire will begin at 7 a.m. on 11/24 with 13 captives being released to Israel at 4 p.m. The ceasefire was reportedly delayed due to a disagreement over the list of captives that would be released. The Israeli High Court of Justice rejected 2 petitions against the prisoner exchange, saying the court did not have justification to intervene in the ceasefire deal. Israel said Palestinians will not be allowed to return to the north of Gaza during the ceasefire. Israeli defense minister Yoav Gallant said he expected the Israeli attacks on Gaza to continue for 2 months after the ceasefire period is over. Displaced Palestinians returning to the homes they fled from in al-Qanoub near Sa’ir said Israeli settlers had demolished and stolen all their belongings, including 5 homes, tents, and solar panels. The settlers had threatened the Palestinians with displacement or death. (WAFA 11/23)

A delegation of foreign ministers from Arab and Islamic countries, including the PA, Jordan, Saudi Arabia, Egypt, Turkey, Indonesia, and Nigeria met with French president Emmanuel Macron in Paris, discussing the situation in Gaza. Israeli Channel 12 reported that National Security Minister Itamar Ben-Gvir had instructed police not to deal with Israeli settler violence against Palestinians. Ben-Gvir also instructed prison authorities to use “an iron fist” in repressing celebrations of prisoner releases. (AJ 11/23)

Spanish foreign minister Jose Manuel Albares said before a meeting in Israel between Prime Minister Sanchez and Israeli president Isaac Herzog and prime minister Benjamin Netanyahu that Spain wants to recognize a Palestinian state in the “very short term,” adding the existence of a Palestinian state is the “best guarantee for peace in the Middle East.” During the meeting with Netanyahu, Sanchez proposed an international conference to settle the overall conflict. Israeli communications minister Shlomo Karhi submitted a proposal to the Israeli cabinet that would end the publication of government notices in Haaretz and halt all government payments to the newspaper, including by canceling all state employees’ subscriptions. (AJ, HA 11/23)

Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. IDF troops violently disperse the protests at Qalandia checkpoint, Bethlehem, and Hebron; at least 2 Palestinians are injured. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. In the Gaza Strip, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) declares a state of emergency after heavy rains and flooding exacerbate the already dire humanitarian situation. Egyptian authorities open the Rafah crossing for the 2d day in a row, but at limited capacity. Separately, unknown assailants fire shots in the direction of Israeli forces positioned along the border with e. Gaza, and IDF troops respond by firing a tank shell, causing no injuries. Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. In Syria’s Yarmuk r.c. near Damascus, 10,000s of angry Palestinian mourners at the funerals for some of those killed in the Naksa Day clashes on 6/5 attack the Popular Front for the Liberation of Palestine—General Command (PFLP-GC) headquarters and drive away Hamas leader Khalid Mishal and the PFLP-GC head Ahmad Jibril, who had come to express condolences, denouncing camp leaders for inciting the camp youths and putting them in harm’s way to be used as “cannon fodder” against Israel. On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. In the West Bank, the IDF clashes with up to 200 stone-throwing Palestinian protesters at the Qalandia crossing (using tear gas and percussion grenades to disperse them) and blocks Palestinian marchers fr. approaching Elon Moreh settlement nr. Nablus. In Gaza, Hamas-affiliated police block 10s (possibly 100s) of demonstrators fr. approaching the Erez crossing. Overall, protests are much smaller than the Nakba Day demonstrations on 5/13–15, with no protests reported in Egypt, Jordan, or Lebanon. Meanwhile, the IDF conducts morning patrols in 4 villages nr. In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18)
