For a 2d day in a row, the IDF maintains its “general closure” of the West Bank and Gaza surrounding Israel’s Independence Day. Egyptian authorities open the Rafah border crossing for passage in both directions for the 2d of 2 planned days. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishermen working nr. Bayt Lahiya, causing no injuries. In the West Bank, Israeli border police arrest 6 Palestinian youths throwing stones and setting fires nr. the separation wall outside Jerusalem. IDF troops patrol in 2 villages nr. Hebron and 1 nr. Nablus. In East Jerusalem, Israeli police disperse right-wing Jewish activists marching toward Haram al-Sharif in commemoration of Israeli Independence Day; 5 activists are arrested. They also arrest 10 rightwing Jewish activists after they assault Palestinians nr. Haram al-Sharif; there are no serious injuries. Unidentified assailants fire 2 Grad rockets from the Egyptian Sinai into Israel, striking n. of Elat, causing no damage or injuries. No group takes responsibility. (HA 6/16, 6/17)

The IDF patrols in 2 villages nr. Ramallah and 1 each nr. Jenin and Qalqilya in the morning; in Qalqilya and Tulkarm in the afternoon (stopping to harass PA security officers manning a checkpoint in Qalqilya); and in al-Nabi Salih and 1 village nr. Jenin late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubbercoated steel bullets, tear gas, and stun grenades at the protesters; 1 Palestinian cameraman is moderately wounded by a rubber-coated steel bullet in al-Nabi Salih, and 3 Palestinians are hit by tear gas canisters in Kafr Qaddum. Nr. Tripoli, Lebanon, Palestinian refugees surround and throw stones at Lebanese soldiers who attempt to block a Palestinian from bringing a motorcycle into Nahr al-Barid r.c. The soldiers open fire on the crowd, killing 1 Palestinian and wounding another. (WP 6/16)

In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. Meanwhile, Israel’s ministerial comm. on legislation sends a bill to the Knesset for a second reading that would require a national referendum before any territory could be ceded in a peace agreement. (JTA, NYT 10/11)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, IDF undercover units make an incursion into Silwan in East Jerusalem, arresting 4 Palestinian boys (ages 12–13), firing rubber-coated steel bullets, stun grenades at stone-throwing youths who confront them, seriously wounding a 14-yr.-old Palestinian boy; all 4 boys arrested are released on 10/12. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya. An Israeli military court sentences Abdullah Abu Rahma, head of the Popular Committee Against the Wall in the West Bank village of Bil‘in who organizes the weekly demonstrations against the separation wall, to 1 year in jail (including time served) and a $1,250 fine; Abu Rahma was arrested in 12/09 and convicted in 8/2010 of incitement and participating in illegal demonstrations. PA PM Salam Fayyad holds a groundbreaking ceremony to inaugurate a new agroindustrial park in the Jordan Valley, which is expected to create 10,000 new Palestinian jobs. The 2 FGM boats that sailed into Gaza on 8/23 depart Gaza for Cyprus (unimpeded by the Israeli navy) carrying 9 Gazans (mostly students with valid visas to study abroad and a family seeking medical treatment for their 10-yr.-old son) who had been unable to get Israeli permission to leave the Strip; to make space on the boats for the 9 Gazans, 9 FGM activists remain in Gaza. In the West Bank, the IDF sends undercover units into Nablus in cars bearing Palestinian license plates to raid an auto supply store, arresting 1 Palestinian; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, injuring 11 (including 8 children, ages 12–16); conducts late-night arrest raids, house searches nr. In Gaza, the IDF bulldozes Palestinian land nr. the Qarni industrial zone along the border n. of Bayt Hanun. Palestinians fire 7 mortars at IDF troops operating n. of Bayt Hanun, causing no injuries; fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fatally shoots 1 Palestinian in Nablus before ending a 3-day operation there; bars an ambulance fr. transporting a Palestinian seriously injured in a car accident through a checkpoint to reach the nearest hospital in East Jerusalem because he did not have a permit to enter the city, allowing him to die; conducts arrest raids, house searches in Qabatya and nr. Bethlehem, Hebron; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists attending the weekly nonviolent protest against the separation wall in Bil‘in, injuring 1.
