In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Israel also said its forces assassinated the commander of Hamas’ al-Shati Brigades. 3 Israeli soldiers were killed. Rockets were fired at Israel, hitting 2 buildings in Sderot; no injuries were reported. In Lebanon, militants fired anti-tank missiles at Israeli forces, injuring 11 soldiers and a civilian. Israel said it attacked several targets in Lebanon. In Syria, Israeli forces fired artillery at southern Syria, saying a rocket was fired at Israel. More than 15,523 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 41,316 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 246 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,300 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. Military chief of staff Herzl Halevy said Israeli forces would fight in southern Gaza “as we did strongly and thoroughly in the northern part.” Israel also claimed to have found 800 tunnel shafts in Gaza. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said Qatar calls for an “immediate, comprehensive, and impartial international investigation” into Israel’s attacks in Gaza and that his country continues to work toward another ceasefire. (AJ 12/3)

The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. In the West Bank, Israeli settlers threw stones at Palestinian vehicles and stole an olive harvest near Burqa. Israeli settlers also used pepper spray against 2 Palestinians at the Awarta checkpoint. Elsewhere, Israeli settlers opened fire at Palestinian vehicles in Shaab al-Butum in the Masafer Yatta area, causing damage. Israeli settlers also assaulted a Palestinian man in Deir Istiya. Israeli forces shot and killed a Palestinian minor in Beita. Israeli forces also violently dispersed Palestinian protesters, injuring 2 with live ammunition, in Tubas. 52 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, Deir Istiya, and Ramallah. In Gaza, Israeli airstrikes killed around 450 Palestinians and caused extensive damage. Israel also assassinated Hamas commander in the Khan Yunis Battalion Bilal al-Kadra. Rockets were fired from Gaza at Israel, causing injuries. In Lebanon, UNIFIL said its headquarters in southern Lebanon was hit by a rocket. Hamas said it had fired 20 rockets from Lebanon at Israel. The Gaza Ministry of Health said at least 2,670 Palestinians have been killed and 9,600 have been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. Due to a lack of space in cemeteries, about 100 unidentified Palestinian bodies were laid to rest in mass graves in Gaza City. 55 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 12 children. More than 1,173 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 3,436 have been injured since 10/7. The UN reported that nearly 600,000 Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The UN acknowledged that the number of displaced Palestinians was likely much higher because of the Israel order for Palestinians in the north to leave for the south. The WHO said 4 hospitals in northern Gaza have been made nonoperational due to Israeli attacks and 21 hospitals have been ordered to evacuate by Israel. WHO also said it delivered medical supplies to 2,000 patients in Gaza “[d]espite the Israeli airstrikes.” There were reports of aid amassing near the Rafah crossing as Israel has not promised safe passage for the aid to enter Gaza. The U.S. said Israel had agree to supply water to some areas of Gaza. Hamas said the water had not started running as of 10/16. UNRWA said that water has run out at UN facilities sheltering Palestinians who have fled their homes. The remaining seawater distillation plant in Gaza closed due to a lack of fuel. UNRWA commissioner-general Philippe Lazzarini said “Gaza is running out of water, and Gaza is running out of life. Soon, I believe, with this there will be no food or medicine either.” Lazzarini said UNRWA was no longer able to provide humanitarian assistance in Gaza. 14 UNRWA employees have been killed and 13,000 displaced from their homes. The Commission of Prisoners and Ex-Prisoners’ Affairs and the Prisoners’ Society said Palestinian workers from Gaza were being detained by Israel at Anatot camp. It was unclear how many were being kept in the camp. (WAFA 10/15; HA 10/17)

PA president Mahmoud Abbas told Venezuelan president Nicolás Maduro that Hamas’ actions and policies do not represent the Palestinian people. A landlord in Planfield, Illinois stabbed and killed a 6-year-old Palestinian American boy and severely injured his mother. The man screamed “you Muslims must die!” as he attacked the 2 in their apartment. President Biden called the killing a “horrific act of hate.” (AJ 10/14; AJ, AJ, HA 10/15; HA, WAFA 10/16)

Israeli communications minister Shlomo Karhi said he will ask the cabinet to close Al Jazeera’s office in Israel. Karhi also promoted emergency regulations titled, “Limiting Aid to the Enemy through Communications,” that would allow him to direct Israeli police to arrest people, remove them from their homes, and seize their property if he believes they have spread information that could harm national morale or serve as enemy propaganda. U.S. secretary of state Antony Blinken said President Abbas and “virtually every other leader that I have talked to in the region” warned against the idea of transferring Palestinians from Gaza to the Sinai Peninsula. Blinken also met with Egyptian president Abdel Fattah el-Sisi, announcing the Rafah crossing was open. It was unclear if it was only open for aid or for travel; reporting suggested it was not open for either. El-Sisi criticized Blinken for his remarks in Israel earlier in the week, when Blinken said he came to Israel “as a Jew,” and el-Sisi said the Israeli attacks on Gaza go beyond self-defense and amount to collective punishment. Blinken also met with Saudi crown prince Mohammed bin Salman who, after letting Blinken wait for hours for the meeting, urged him to help stop the attacks, make Israel respect international law, and lift the siege on Gaza. President Biden tweeted “[w]e must not lose sight of the fact that the overwhelming majority of Palestinians had nothing to do with Hamas’s appealing attacks, and are suffering as a result of them.” Biden also told 60 Minutes that it would be a big mistake for Israel to reoccupy Gaza. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. It’s unclear what caused the confrontation. The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. The IDF pulls most troops out of Bayt Hanun before dawn; bulldozers and tanks remain positioned nr. Bayt Lahiya. Clashes continue in Jabaliya during the day, leaving at least 8 Palestinians dead, including an AMB mbr. assassinated in an air strike on his car in n. Gaza (3 AMB mbrs. are wounded), 2 Islamic Jihad mbrs. nr. Bayt Lahiya, the sister-in-law of Change and Reform PC mbr. Jamila al-Shanti (who helped organize the 11/3 women’s demonstration in Bayt Hanun), 2 Palestinians affiliated with Hamas are killed in Jabaliya r.c. when the IDF fires tank shells at Palestinians who allegedly fired RPGs fr. Shanti’s home, a Palestinian civilian fatally shot nr. Bayt Lahiya. IDF air strikes destroy the Gaza City home of a senior Hamas military cmdr., damage several neighboring homes after ordering the residents to leave. A Palestinian wounded in Bayt Hanun on 11/6 dies. Palestinians fire 6 rockets fr. Gaza into Israel (4 hitting nr. Ashkelon), causing no damage or injuries; IDF artillery shells Bayt Hanun in response. The IDF says it seized “large amounts of weaponry” during the operation, including rocket launchers, RPGs, mines, rifles, ammunition but no rockets or antitank weapons. The UN estimates that some 250 Palestinians were wounded, 30 Palestinian homes demolished, 100 damaged (residents put the number at around 40 demolished, 400 damaged), water and sewerage systems damaged, large tracks of trees uprooted during the operation. In the West Bank, the IDF sends undercover units into Qalqilya (in a car with Palestinian license plates to arrest several wanted Palestinians, wounding 1), al-Yamun nr. Jenin (assassinating AMB mbrs. Overnight and during the day, the IDF continues to expand its presence in n. Gaza, entering populated areas for the 1st time since disengagement, meeting strong resistance fr. Palestinians, who use RPGs, rifles, roadside bombs and fire 8 rockets toward Israel (only 4 land inside Israel, causing no damage or injuries). The IDF uses air strikes, artillery, tanks, and gunfire as well as bulldozes fields, roads, and open areas to widen the n. Gaza buffer zone; the clashes, mostly concentrated in Bayt Lahiya but also in s. In the West Bank, the IDF sends undercover units into a memorial service in Jenin r.c. for an AMB mbr. killed on 7/5, attempts to assassinate the AMB’s n. West Bank cmdr. Zakariya Zubaydi and local Islamic Jihad leader Mahmud al-Sadi, fatally shooting 2 Palestinian teenagers, wounding 18; Sadi, Zubaydi escape. The IDF also raids an Islamic charity nr. Hebron; demolishes a Palestinian home nr. Jerusalem; patrols in ‘Anabta nr. Tulkarm; conducts arrest raids, house searches in Nablus, nr. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs.
