The IDF bulldozes a main street, a deserted Palestinian home, water and sewerage networks nr. Bayt Hanun; fires on residential areas of Dayr al-Balah. Late in the evening, the IDF sends troops, military vehicles, helicopters into Rafah, firing on residential areas, demolishing 18 Palestinian homes; fires missiles at a workshop in Khan Yunis, destroying it. Palestinians fire a Qassam rocket into a Negev kibbutz, damaging a home but causing no injuries. Armed AMB mbrs. kidnap Nablus local governate head Fadil Shuli; accuse him of collaboration with Israel, corruption, failing to provide local security; release him after several hrs. without explanation. The PC votes to support the recommendations of a report prepared by a recently appointed special comm. on the political and security situation in the Palestinian territories, urging Arafat to accept Qurai‘’s resignation, appoint a new government with expanded powers that could restore stability in Gaza, undertake comprehensive reforms. A female Islamic Jihad suicide bomber detonates a device in a Haifa restaurant, killing 14 Israeli Jews, 5 Israeli Arabs, wounding around 50. (The bomber, Hanadi Taysir Jaradat, who had just graduated fr. law school in Jordan, watched as IDF undercover units assassinated her brother and cousin, both Islamic Jihad mbrs., outside their family home in Jenin on 6/12/03.) Israel says Arafat is to blame for failing to order the PSF to take steps to dismantle Islamic Jihad. Bush says the bombing “underscores once again the responsibility of the Palestinian authorities to fight terror,” says “the new Palestinian cabinet must dedicate itself to dismantling the infrastructure of terror,” does not call for Israeli restraint; Powell also phones Israeli FM Silvan Shalom to express condolences and strong condemnation of the attack, but does not urge restraint. In response, the IDF shells, demolishes an empty Palestinian home in Gaza City, and empty garage in Bureij r.c.; makes a failed assassination attempt on an Islamic Jihad mbr. in central Gaza, firing missiles at him in an open field, but missing him; moves troops into Jenin. Mbrs. of the Israeli peace group Gush Shalom, the International Solidarity Movement (ISM) surround Arafat’s Ramallah headquarters to act as human shields should Israel attempt to “remove” him. During the day, the IDF also raids Tulkarm r.c., assassinates AMB mbr. Sirhan Biharan Hassin Sirhan, whom Israel says killed 5 Israelis in Kibbutz Metzer on 11/10/02, also killing a 9-yr.-old Palestinian bystander; fires on residential areas of Rafah. Occupied Palestine/Israel: In Tulkarm soldiers shoot, kill 17-year-old Palestinian. In al-Jib 22-year-old Palestinian is shot, killed by Israeli troops. In Jabalya camp soldiers open fire, kill 24-year-old Palestinian [FBIS 4/3]. In Salfit 20-year-old Palestinian is shot, killed by Israeli troops. In Hebron at least 6 Palestinians are shot by Israeli troops. In Bayt Ummar 7 Palestinians are shot. At least 30 other Palestinians are wounded in O.T. [FJ 4/3]. IDF destroys the homes of 4 Palestinians in Gaza and demolishes part of a 5th house [FBIS 4/3]. In the Galilee, Israeli authorities arrest 17 Palestinians for possessing "inciting material" [FJ 4/10].

Military Action:

IDF patrol attacked in Chouf; RPG fired at IDF position near Amik in Bekaa; 2 IDF patrols attacked near Sidon; Syrian forces shell IDF positions in eastern Bekaa.

Casualties:

1 IDF soldier killed, 1 wounded in Chouf attack.
