Israel releases elected Hamas-affiliated speaker of the Palestinian parliament ‘Aziz Dwayk, jailed nearly 3 yrs. before as part of an IDF arrest sweep targeting Hamas leaders in the wake of IDF Cpl. Gilad Shalit’s capture; some 40 other Hamas legislators remain in custody. The release raises speculation that a Hamas-Israeli prisoner exchange deal to free Shalit is imminent. A wk. after making public comments about Arabs that were denounced as racist, Israeli internal security M Yitzhak Aharonovitch (Yisrael Beitainu) makes a highly controversial 90-min. visit to the al-Aqsa Mosque compound, including entering the mosque, to “review police deployments” at the site. He says his visit was coordinated with Muslim authorities, which they deny. A similar visit to the compound by Ariel Sharon in 2000 sparked the al-Aqsa intifada. In the West Bank, the IDF levels 500 d. of Palestinian land in Issawiyya on the outskirts of Jerusalem to “preserve the natural beauty of the city [i.e., Jerusalem]”; conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers fr. Avnei Hefetz settlement nr. Tulkarm erect a tent in nearby Kafr Labad village, previously bulldozed by the IDF, with the aim of expanding the settlement. Israel closes all Gaza crossing into Israel, reimposing the full seal on the territories (set on 3/11) for parliamentary elections; sends troops into al-Fawwar r.c. to conduct arrest raids and house searches, fires on stone-throwing youths who confront the troops, wounding 6; also conducts arrest raids, house searches in and around Hebron and in Bethlehem, Nablus, Tubas. Israeli security contractors guarding the separation wall nr. Jerusalem shoot, wound a Palestinian who strays too close to the wall. Islamic Jihad fires a Grad missile (an Eastern European rocket with a range greater than a Qassam but less than a Katyusha) fr. Gaza towards Ashkelon, which lands unexploded causing no damage or injuries. Jewish settlers fr. Kiryat Arba attack Palestinians, vandalize property in Hebron. Separately, Jewish settlers fr. Hebron attack Palestinian children on their way to school by a Palestinian road that passes near a settleronly bypass road. Inside Israel, 2 bedouin are killed in the Negev when they accidentally detonate an unexploded Palestinian rocket. Israel holds parliamentary elections, with voter turnout at a relatively low 63%. The Kadima party, founded by Ariel Sharon and led by Ehud Olmert, wins 29 of the 120 Knesset seats (less than expected) compared to Labor with 19 seats, Likud (the biggest loser compared with its 38 seats last election) with 12, Shas with 12, Yisrael Beiteinu with 11, National Union–National Religious Party with 9, Pensioners’ Party with 7, United Torah Judaism with 6, Meretz with 5, and 3 Arab parties with a total of 10. Overnight, the IDF conducts air strikes on the home of PRC mbr. ‘Amr Qarmut in Jabaliya r.c. in what may be an assassination attempt (causing damage but no injuries), a Hamas-run school in Gaza City (injuring 23 Palestinians), and a cultural center in Bayt Hanun run by the Popular Front for the Liberation of Palestine (PFLP), causing damage but no injuries; arrests 207 Palestinians (mostly Hamas and Islamic Jihad mbrs., including Hamas political leaders Shaykh Hasan Yusuf and Muhammad Ghazzal) in the largest raids across the West Bank since 2/05. During the day, Sharon says that he has given the IDF “free rein” to act against Palestinians firing rockets. The IDF continues to mass troops on the n. Gaza border, breaks the sound barrier over Gaza roughly every 2 hrs., fires artillery shells fr. Nahal Oz into open areas nr. Bayt Hanun as a warning to Palestinians (marking Israel’s 1st shelling of Gaza since 1967); fires missiles fr. F-16s at a car s. of Gaza City, assassinating senior Islamic Jihad leader Muhammad Shaykh Khalil, Islamic Jihad mbr. Nassir Barhum, wounding 4 bystanders. In the evening, Hamas agrees to stop rocket attacks immediately. Later, an IDF helicopter gunship strikes 3 targets in Khan Yunis, including the homes of senior AMB mbrs. Ziyad Abu Hayya and Mahir al-Farra in what may be assassination attempts, causing heavy damage, injuring 17 Palestinians; the IDF says it is targeting AMB arms storage facilities. A 12-yr.-old Palestinian wounded in the 9/23 Jabaliya explosion dies, bringing that toll to at least 16. Today’s Independent (9/25) reports that a new book by 2 prominent Israeli journalists, Ofer Shelah and Raviv Druker, states that “at a conference of officers as early as May 2001, Shaul Mofaz, now defense minister and then chief of staff, asked for the tape to be switched off before telling them that he wanted a ‘price’ exacted from the Palestinians of 10 killed a day on each of the army’s seven fronts.” The book also reports that after 6 IDF soldiers were killed in an ambush in 3/02, “Mofaz personally ordered a revenge operation in which for the first time [sic—see “Overview of Israeli Military Operations,” Resource File Doc. A, JPS 134] Palestinian police officers would be shot, whether they posed a threat or not.” (Independent 9/25)

A day after the IDF completes withdrawal fr. Gaza, Sharon, DM Mofaz separately vow that Israel will “make every effort to direct resources to the development” of West Bank settlement blocs. Meanwhile, Palestinians continue looting fmr. Gaza settlement sites for a 2d day, overwhelming PA security forces to strip some greenhouses. Egypt, daunted by the number of Palestinians seeking to cross the Rafah checkpoint, declares the border open for several days as a good-will gesture, allowing 1,000s on either side of the border to cross; many Palestinians rush to buy Egyptian goods (including food, medicine, sheep for the upcoming Ramadan holidays) that are dramatically cheaper than those in Gaza, and visit family and friends they have not seen in yrs. before the border is resealed. Israel criticizes the lax Egyptian, PA security; Egypt, the PA blame Israel for failing adequately to coordinate disengagement. The Knesset Interior Comm. discusses the civilian aspects of the Or Commission’s 9/1/03 report into the 10/00 riots during which 13 Israeli Palestinians were killed by police (see Peace Monitor in JPS 118; Chronology in JPS 130). Fmr. High Court Justice Theodore Or says that the government has done nothing to implement his comm.’s recommendations (particularly for achieving equal rights for Israeli Palestinians), address the issues raised in the report. Abbas, Sharon hold their 1st talks in Sharm al-Shaykh, then each meets separately with Mubarak, King Abdallah of Jordan. Afterward, Abbas announces that “Palestinian will stop all acts of violence against all Israelis everywhere,” Sharon vows to “cease all military activity against all Palestinians anywhere,” including assassinations, to the extent that the Palestinians halt violence. Sharon announces a package of gestures to be implemented if quiet is maintained, including Israel’s turnover of security control for 5 West Bank cities, a prisoner release, easing restriction on Palestinian movement. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. In Ramallah, Arafat opens the 1^st full session of the Palestinian Council (PC) since 5/15/02 with an address restating the PA's recognition of Israel, commitment to the peace process, condemnation of suicide bombings, opposition to "all types of terrorism, whether it is state terror or individual terror." (Gazan PC mbrs. attend by video link after Sharon bars 12 fr. traveling to Ramallah for "security reasons," citing their "involvement in terror.") Israel dismisses the statement, saying he did not specifically condemn suicide bombings for harming civilians, did not call for a complete halt to violence. Israeli PM Ariel Sharon cancels plans to make a trip to the U.S. to attend a rally in support of Israel in Tallahassee with Florida gov. Jeb Bush, brother of U.S. Pres. George W. Bush, on 9/9, a day before the Florida Democratic primary; go to LA to attend another rally hosted by a Republican candidate in tight midterm elections there. Democrats had denounced the visit, which was arranged with Pres. Bush's sway, but Sharon says he decided he would have to stay in Israel to prepare for a budget battle which will take place in 10/02. A suicide bomber detonates a device in an unlicensed gambling club in the Rishon Letzion suburb of Tel Aviv, killing 15 Israelis, injuring 57. Hamas's military wing claims responsibility, but the political wing will not confirm. In Jenin r.c., eyewitnesses report that IDF bulldozers are burying Palestinian bodies; Israel says it is merely burying the dead to prevent a health crisis; the IDF says it plans to move corpses to a remote "enemy's cemetery" in the Jordan Valley. Sharon's office says the 200 Palestinians in the Church of the Nativity can end their siege by either submitting themselves to trial in an IDF military court or going into exile abroad. In talks with Powell, Sharon refuses to set a timetable for withdrawal fr.
