Hamas and Islamic Jihad declare a cease-fire in Gaza, after reported mediation by Egyptian intelligence officials. Despite the cease-fire, Palestinian fighters fire 6 rockets from Gaza into Israel, causing no injuries—but this marks a huge reduction from the estimated 100 projectiles the previous day. The attacks are claimed by the PFLP, the DFLP, and the PRCs. Israel does not acknowledge the statement by the Palestinian factions. The Israeli newspaper Ha’Aretz reports that Israeli DM Barak has approved a plan to expand the Itamar settlement to 5 times its size by adding 538 homes. Meanwhile, Israeli authorities demolish a home in the East Jerusalem neighborhood of the Mount of Olives, making 8 people homeless. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning and 1 village nr. Ramallah at night; conducts house searches and arrest raids in 2 villages nr. Hebron, 1 village nr. Tulkarm, and 1 village nr. Jenin at night. The IDF fires tank shells into Syria and hits a Syrian military mobile artillery unit, in response to a Syrian mortar shell that struck the occupied Golan Heights earlier in the day. (REU 11/12)

Cross-border fighting in Gaza enters its 3d day. Palestinians fire 10s of rockets and mortars into Israel, damaging an empty school but causing no injuries. Israel carries out at least 7 air strikes on 7 targets (1 in Abassan, 3 in Gaza City, 3 in Jabaliya), killing 2 Palestinian civilians and wounding 33 Palestinians (2 armed Palestinians and 31 civilians, including 12 children and 5 women). Egypt unsuccessfully attempts to mediate a cease-fire. Israeli DM Ehud Barak acknowledges that Hamas has not taken part in the fighting, but notes that Hamas has not tried to rein in Islamic Jihad or the PRCs. As the fighting continues Islamic Jihad publicly accuses Hamas of failing to protect Gaza. In the West Bank, the IDF conducts morning patrols in 3 villages nr. Ramallah and 1 nr. Jenin (firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries); patrols in 1 village nr. Jenin (again firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. Tulkarm in the afternoon; and conducts late-night patrols in 1 village nr. Ramallah and latenight arrest raids and house searches nr. Jenin. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). Israeli-Palestinian clashes intensify, especially in Gaza. 4 Palestinians are killed by IDF troops, 2 others die of injuries received earlier, and 1 Israeli customs official is ambushed and killed in Gaza (both Fatah Uprising, Islamic Jihad claim responsibility). Blaming Arafat for the ambush, Barak shuts the Gaza airport and the Rafah border crossing to Egypt, reportedly sends more tanks and armored vehicles into the West Bank and Gaza. At Qarni crossing, a gun battle erupts btwn. IDF troops, PA police; the IDF shells a building "used as cover" by the policemen. IDF tank, heavy machine gun fire is reported in Aida refugee camp, Bayt Jala, Bayt Sahur, Beitunia, al-Bireh, Hebron, Salfit; in Bayt Jala, 1 house is completely destroyed, 6 homes and a school are damaged. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process. Declaring that the PA has "crossed the line," Barak seals borders with Egypt and Jordan, authorizes IDF air strikes against Arafat's headquarters in Ramallah and Gaza, the Palestinian Broadcasting Center in Ramallah, the Gaza port, various PA police stations, including those in Hebron, Nablus, Ramallah. When the strikes occur, Arafat is in his Gaza office waiting for CIA Dir. Tenet to arrive to discuss the possibility of convening the U.S.-Israeli-PA trilateral security comm. (formed in 1998) to explore ways of halting the violence. Neither Arafat nor Tenet is injured, but 43 Palestinians are wounded. In Gaza City, Palestinians pack belongings into cars, prepare to flee. In Jericho, Palestinians set fire to a 6th-century synagogue. Jewish settlers attack, fire on Palestinian cars nr. Bethlehem, Jinin. In retaliation, IDF helicopters fire rockets at the PA police academy in Jericho. During the Israeli air strikes, the PA releases around 60 Hamas, Islamic Jihad prisoners for their safety. In the U.S., the primary concern of the public, government, and media is the attack on the USS Cole, while Israel's attacks on the Palestinian infrastructure, PA offices are viewed as a limited military response to the death of Israeli soldiers in PA custody, if not at the hands of the PA. Clinton, Albright express outrage over the murder, call on both sides to halt the violence. Clinton says he appreciates Palestinian frustration, but "there can be no possible justification for mob violence." 96 senators send Clinton a letter urging him to express solidarity with Israel "at this critical moment." The Arab League denounces the Israel air strikes, warns that "all options" are open to the Arab world if the escalation continues. In Cairo, angry crowds march through the streets demanding Egypt take military action against Israel. In Beirut, demonstrations break out on university campuses. Elsewhere in Lebanon, Jordan, and Syria--including in the Palestinian camps--the streets are quiet; the governments release no official statements on events but heighten visibility of police, military. Anti-Israeli, anti-U.S. demonstrations are noted in Indonesia, South Africa. In the U.S., demonstrations are held in Boston, Dearborn, Detroit, Los Angeles, New York, Raleigh, San Diego, Washington. At the UN, U.S. Amb. Holbrooke warns Arab, nonaligned diplomats they may "jeopardize" relations with the U.S. if they push for a special session of the UN General Assembly (UNGA) to censure Israel, for a UNSC res. calling on Israel to cease hostilities. Barak names Amb. to Jordan Oded Eran, to head final status negotiations with the PA. The PA reportedly does not think Eran is a senior enough figure, thinks his appointment is proof that Barak wants to conduct real negotiations in a back channel. In Bethlehem, Palestinians, IDF troops clash for 2d day. Although the city is under PA security control, IDF troops are deployed to guard Rachel's Tomb, a Jewish religious site. A total of 30 Palestinians, 2 Israelis have been injured since 10/25. (MM, WP 10/27)

On the 5th anniversary of the assassination of its leader Fathi Shiqaqi by Mossad, the Palestinian Islamic Jihad, aided by Hizballah, detonates a roadside mine in s. Lebanon, targeting IDF and SLA forces. This is the 1st time Islamic Jihad has staged an attack in Lebanon. No injuries are reported. (NYT 10/28; MEI 11/12)

Occupied Palestine/Israel: Israel deports 8 Palestinians, including Gazan Islamic Jihad leader 'Abd al-Aziz 'Awdah, to S. Lebanon security zone. Expulsion orders are issued to 6 Bayta residents and 6 other Palestinians from occupied territories [WP 4/12; CSM 4/13]. In response to charges brought by Israeli civil rights group, Israeli High Court decides army should give at least 48 hours' notice before demolishing more homes in Bayta. Maj. Gen. Ehud Barak, deputy chief of staff, states 1 of 13 Bayta homes may have been demolished mistakenly, says 4,800 Palestinians activists are being held in Israeli prisons, including 900 in administrative detention. Other Countries: At World Court in the Hague, UN argues that U.S. attempt to close PLO's observer mission to UN is violation of U.S. treaty obligations [WP, NYT 4/12]. In speech before Conference of Presidents of Major American Jewish Organizations, Democratic presidential candidate Michael Dukakis blames Arab leaders for continued violence in Middle East, states support for Shultz peace initiative [WP 4/12]. Military Action

Occupied Palestine/Israel: Palestinian is shot, killed in clash with Israeli troops in Kafr al-Ra'i, near Jenin; Palestinian sources report 3 killed, 5 injured [WP 4/12; FJ 4/17]. Curfews are in force in Balatah and 'Ayn Bayt al-Ma' camps. At least 2 protesters are seriously wounded by army gunfire in Gaza Strip clashes [FJ 4/17].
