Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. Israel says it has completed removal of 50 West Bank roadblocks, as pledged to Secy. Rice on 3/30 during her visit; the PA says it has seen no changes and asks the State Dept. to verify (see Quarterly Update). Meanwhile, in Gaza, the IDF sends troops into al-Qarara, where they clash with Islamic Jihad gunmen, wounding 4 Islamic Jihad mbrs., 2 civilians, reportedly using several Palestinians as human shields, bulldozing 58 d. of crop land and olive trees. In the West Bank, the IDF fires on residential areas, demolishes a monument to Yasir Arafat in Kafr Qaddum nr. Qalqilya; patrols in Hebron (shooting, wounding 1 Palestinian who allegedly tries to seize a gun fr. a solider); conducts late-night arrest raids, house searches nr. Jenin. A Jewish settler driving nr. Nablus injures a Palestinian in a deliberate hit and run. Jewish settlers nr. Nablus break into a Palestinian nursery, steal irrigation pipes, vandalize a car. Explosion 400 yards from Lebanon Beach Hotel in.Khalde delays talks for 30 min., Israel charges was 107mm Katyusha rocket fired from behind Marine lines in Hay el-Sellom, Phalange says was rocket-propelled grenade, Lebanon state radio says was 120mm mortar, Lebanese Army says shell was detonated by explosives on the spot; IDF tries to use road under MNF jurisdiction.

Casualties:

1 IDF at checkpoint near hotel wounded; IDF detains 4 Lebanese in Khalde area, cuts off road.

Israel/ Occupied Territories: Government defeats 2 no-confidence motions on social policies put forward by Labor and Democratic Front following release of survey that shows 300,000 Israelis live under poverty line; General Amir Drori criticizes US Marines for failing to prevent guerrilla infiltration from its sector; General Yaacov Even, IDF chief spokesman, says Marines are buffer for PLO's hit and run attacks, that since Dec. 22, 9 incidents near US lines resulted in 1 IDF killed, 25 wounded; Government denies reports that relations with Ethiopia have improved and Israeli advisers are now in Addis Ababa; week long Canal Founders Conference of Israel Bonds begins, attended by 200 Jewish leaders from US and Canada; security forces arrest 2 from Gaza who admit to Jan. 8 Tel Aviv grenade attack, say they are members of Fateh and were trained in Egypt.

US and Other Countries: State Department denies press reports that Reagan is prepared to sign document drafted by National Security Council, State and Defense Departments to cut off military aid to Israel; Reagan Administration says it is extremely concerned over slow pace of Lebanon negotiations, following Habib's return to US, with 2 stumbling blocks of normalization and surveillance stations; National Executive Committee of the Zionist Organization of America is told by Senator Carl Levin (D-MI) that Reagan Administration is not a mediator in the Middle East but coddles Saudi Arabia and entices King Hussein to peace table with airplanes and missiles, that it was never disclosed publicly that intelligence officials told the State Department that armed PLO members remained in Beirut; ZOA President Ivan Novick says Reagan Administration uses West Bank settlements to divide American Jews, but Jewish settlements are valid based on right to security and self-defense, historical connection, and according to international law Israel holds better title to this land; British press reports that secret documents accidently released recently indicate that Britain dissuaded Jordan, Syria and Iraq from concluding peace agreements with Israel in 1949.
