The bomber, whom the PA confirms was a Bethlehem PSF officer fr. Aida r.c., leaves 2 suicide notes claiming the attack in the name of the AMB, Hamas; the AMB initially claims responsibility, Hamas does so after the 2d letter is released; the groups do not claim joint responsibility, as they have done in the past, raising questions as to who really staged the attack. Israeli DM Shaul Mofaz says Israel will not routinely seal the territories in the wake of the bombing, so as not to aggravate Palestinians’ hardship; will specifically target militant groups. The IDF tightens checkpoints around Hebron; conducts house searches, arrest raids in Hebron, Jenin, Nablus. Hebron Jewish settlers attack Palestinians in nearby Yatta, forcing 9 Palestinian families out of their cave dwellings and mud houses; Hebron settlers reportedly seek to expropriate more than 37,000 dunams in the area for settlement expansion. Palestinian gunmen open fire on a Jewish settler vehicle near Aley Zahav near Qalqilya, killing 1 Jewish settler rabbi, wounding 1; then open fire on ambulance workers who arrive on the scene, causing no additional injuries; AMB, Popular Army Front and Return Battalions take responsibility, with the latter reportedly issuing a "hit list" of Israeli officials, including Sharon. The IDF sends tanks, APCs into Gaza City, demolishing a PSF post and 2 buildings, firing tank shells and heavy machine guns at residential areas; raids the home of, detains Arafat refugee affairs adviser `Abd al-Fattah Ghanem; raids homes in Khan Yunis, destroying property, bulldozing 6 dunams of land, vandalizing a children's summer camp; conducts arrest raids in Aida r.c., Bethlehem, Qalqilya (arresting local Fatah secy. Israel-Palestinian clashes in the Bayt Jala-Gilo area continue to escalate, spread to neighboring Aida refugee camp, leaving 13 Palestinians wounded. European Union (EU) foreign policy dir. Javier Solana shuttles btwn. Arafat and Peres, discussing the idea of a limited cease-fire that would incorporate an IDF withdrawal fr. the area. (Arafat, Peres speak directly by phone; Powell phones Sharon, Arafat.) This afternoon, the PSF sets up new roadblocks around Bayt Jala to deter Palestinian gunmen fr. entering. After 5 hrs. without gunfire, the IDF begins to leave Bayt Jala. Solana urges Arafat, Peres to discuss expanding the Bayt Jala-Gilo understandings into a full cease-fire. The IDF also sends tanks into Rafah; bulldozes 2 Palestinian homes, agricultural land in Dayr al-Balah; reinforces tanks, bulldozers outside Khan Yunis; demolishes a PSF post, erects a new IDF checkpoint on the Rafah-Khan Yunis road. 15 Jewish settlers (mostly women and children) attack Palestinian vendors in the Hebron market; IDF soldiers watch but do not intervene. Israeli-Palestinian clashes continue, leaving 4 Palestinians dead. The IDF declare a curfew, reinforces its positions in Bayt Jala, saying forces will remain in the town indefinitely--marking Israel's 1st reoccupation of West Bank area A. State Dept. spokesman Richard Boucher warns Israel that it is inflaming the conflict, urges Syria to keep a rein on Hizballah. Among the buildings taken over by the IDF are 5 Palestinian homes and the Evangelical Lutheran Church of America's orphanage, where troops turn the upper floors into a firing base for heavy machine guns. Residents of the occupied homes, orphanage are confined to a single room of their homes; the Lutheran bishop accuses the IDF of using the 45 children in the home as human shields. Troops also level a number of Palestinian houses; skirmish with Palestinians at Aida refugee camp, nr. Bayt Jala. Fighting around Bayt Jala and Gilo intensifies throughout the day, leaving 1 Palestinian dead, at least 6 injured. Palestinians fire 6 mortars at Gilo, causing damage but no injuries, marking the 1st sustained mortar attack in the West Bank. Overnight, the IDF sends tanks and bulldozers into Gaza to reoccupy a mile-wide strip of PA-controlled territory in the northeastern corner of Gaza, marking the 1st reoccupation of territory ceded to Palestinian rule under the 1993 Oslo accords. The IDF demolishes PA security sites targeted on 4/16, builds ramparts, sandbags positions around new tank outposts. IDF officials pledge to hold the land "as long as it takes--days, weeks, months"--to ensure Israeli security. The PA announces it has arrested 2 Hamas mbrs. in connection with the 11/22 Hadera car bombing. In response, Israel eases restrictions on the passage of goods, fuel through Qarni crossing. The IDF opens heavy machine gun fire on Bayt Jala in response to Palestinian sniping toward the neighboring Jewish settlement of Gilo. IDF tanks fire on residential areas of Aida, Bayt Jala, Hebron. Jewish settlers bulldoze 40 dunams of Palestinian crop land nr. Khan Yunis. The IDF bulldozes 68 dunams of land, including 2 homes, nr. Netzarim Junction. The IDF completes an inquiry into the fatal shooting of 12-yr.-old Muhammad al-Dura in Gaza on 9/30, concluding that it was "quite plausible" that he was killed by PA gunfire. The Arab League closes its 2-day emergency session, issuing a nonbinding resolution calling for a $1 b. Palestinian aid fund, recommending Arab states postpone further normalization with Israel. Barak formally suspends the peace process. In response, Arafat states that Palestinians have a right to an independent state with Jerusalem as its capital and "to accept it or not to accept--let [Barak] go to hell." Meanwhile, Israeli-Palestinian clashes escalate further, leaving 4 Palestinians dead, over 100 injured; 2 others die of injuries received earlier. The most violent exchange is nr. Bethlehem, where the IDF orders residents of Aida camp, Bayt Jala, Bayt Sahur to evacuate their homes before ordering machine guns, tanks, and helicopter gunships to fire into the area, targeting buildings fr. which snipers shot into nearby Gilo settlement and destroying 2 Palestinian factories, several houses, a power plant. The gunfire continues overnight. In Gaza, the IDF bulldozes Palestinian agricultural land along roads leading to Morag settlement. In Cairo, 1,000s of Egyptian students protest the failure of the Arab League summit to cut ties with or to call for military action against Israel. There are also reports of at least 1 Palestinian protest in Bethlehem denouncing Arab leaders, especially Mubarak, for the weak Arab League statement. At a PC mtg., PA chief negotiator `Abid Rabbuh resigns in protests after learning that secret PA-Israeli final status talks recently started in Stockholm. The Stockholm talks are being held btwn. PA, Israeli interim issue team meet. PA interim affairs negotiator Saeb Erakat says Arafat instructed him to discuss only the immediate demand that 230 Palestinian prisoners be released. Israeli negotiator Eran, however, asks that the Palestinian demonstrations in support of the prisoners be halted so the talks can be held in a positive atmosphere. (NYT, WT 5/15)

Across the West Bank and Gaza, Palestinians marking the 52d anniversary of the Nakba hold demonstrations to protest the continued detention of Palestinian prisoners in Israeli jails and to demand that the PA push the refugee issue in negotiations with Israel. In several locations, the IDF clashes with protesters, opening fire with live ammunition and rubber bullets, killing 1 Palestinian and wounding at least 30. 2 IDF soldiers are also injured. The PA and Israel announce that the PA has captured Muhammad Dayif, a leader of Hamas's Izzeddin al-Qassam Brigades who is Israel's most wanted for allegedly organizing a series of suicide bombings in 2+n3/96. Israel also releases Salah Shihada, a Hamas leader who has been jailed for 12 yrs.
