The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. Israel’s new Iron Dome system intercepts 3 of the rockets. In addition, IDF troops on the n. Gaza border fired warning shots at Palestinian farmers nr. the border fence, forcing them to flee. Israeli naval vessels fired toward the Gaza City beach and at Palestinian fishermen off the coast w. of Nussayrat r.c., causing no injuries. With the past 24 hrs. marking the worst flare-up in crossborder violence since OCL, UN Secy.-Gen. Ban calls on both sides to observe a ceasefire immediately. In the West Bank, the IDF patrols in Jericho and 2 villages nr. Ramallah (firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them, causing no serious injuries); conducts morning arrest raids, house searches nr. Jericho. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries; 5 Palestinians are arrested. Israel makes an air strike on a car in Gaza City, assassinating 3 senior Hamas mbrs. (Muhammad Mahdi al-Dayah, Abdullah Lobbad, and Isma‘il Lobbad) and injuring 1 bystander. Israel claims the Hamas mbrs. were plotting to kidnap Israelis in Israel and Egypt during Passover later in 4/2011; Hamas denies that it operates outside the borders of historic Palestine but says the 3 were senior weapons developers. The DFLP says it will no longer observe a cease-fire toward Israel. In the West Bank, the IDF conducts late-night searches in Qalqilya, summoning 1 Palestinian for questioning. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries; 3 Palestinians (including 2 children) are arrested. Jewish settlers fr. In a Washington Post op-ed online (in print on 4/3), South African judge Richard Goldstone, head of the UN committee that investigated possible war crimes and crimes against humanity committed during OCL, says that “if I had known then what I know now,” he would have concluded that Gazan “civilians were not intentionally targeted as a matter of [Israeli] policy” and would have given more weight to crimes perpetrated by Hamas. Palestinians fire 2 rockets (including 1 Grad) and 54 mortars fr. Gaza into Israel within 15 mins., lightly injuring 2 Israelis, damaging an empty kindergarten, and marking the largest barrage since OCL in 1/2009. Hamas acknowledges it fired 33 of the mortars, targeting IDF bases along the border in retaliation for a 3/16 Israeli air strike that killed 2 Hamas mbrs. Israel retaliates with heavy air strikes and tank fire on Hamas facility e. of Gaza City, killing a Hamas official and wounding at least 5 Palestinians (including at least 2 civilians); artillery fire throughout the morning directed at villages on the s. Gaza border with Israel, damaging a mosque in Abassan but causing no injuries; 4 air strikes on rocket-launching sites in s. Gaza, causing no reported injuries; and, late at night, artillery fire directed at suspicious movement nr. the s. Gaza border, killing 2 16-yr.-old Palestinians, allegedly armed. Meanwhile, a group of 10 armed, plain-clothed Palestinians claiming to be Hamas-affiliated security forces raid the Gaza City bureaus of CNN, NHK news channel, and Reuters, attacking journalists, destroying cameras, and confiscating tapes to punish them for filming Hamas police dispersing a 3/17 Palestinian rally. Hamas’s interior M Fathi Hamad denies the men were connected to Hamas, and Reuters confirms that the men did not show identification. In the West Bank, Jewish settlers fr. Dolev settlement nr. Ramallah set up a tent and hold Purim services on a nearby plot of Palestinian land; the IDF observes but does not intervene, and the settlers leave on their own the next morning (3/20). Jewish settlers attack Palestinians and international activists working an olive grove nr. Hebron; the IDF intervenes to remove the settlers. Jewish settlers fr. Suissa settlement nr. Hebron raid a nearby Palestinian farm, releasing 100s of sheep into crop fields; the IDF observes but does not intervene. Jewish settlers stone Palestinian cars driving nr. Hebron and Qalqilya. U.S., British, and French forces begin strikes (fr. planes and warships) on Libya. The forces target radar and antimissile batteries to enforce a no-fly zone against Qaddafi’s forces. (NYT, WP 3/20)

When protests in Dara’a resume today, Syrian security forces seal off the city and clash with the demonstrators. Violence in Dara’a continues through 3/22. (NYT, WP 3/20; NYT, WP 3/21)

In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. Gaza into Israel, striking Beersheba for the 1st time since Operation Cast Lead (OCL; 12/27/08–1/18/09), damaging a house but causing no injuries. The IDF retaliates with multiple air strikes on Hamas and Islamic Jihad targets, killing 2 Hamas mbrs. in Rafah and wounding 3 Islamic Jihad mbrs. elsewhere. In the West Bank, the IDF patrols in Qalqilya and 4 nearby villages, in Jericho and 1 nearby village, as well as in 2 villages nr. Salfit and Tulkarm. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years. With tensions on the Gaza border rising, Hamas secures the pledge of the major Palestinian factions, including Islamic Jihad, to observe the cease-fire Hamas declared in 1/2009 in the wake of OCL. Late in the evening, however, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in Zabbuba village nr. Jenin in the afternoon; conducts late-night arrest raids, house searches in Hebron. An Israeli court hands down a 9-yr. jail sentence to Israeli Palestinian Ameer Makhoul, who pled guilty in 10/2010 to spying on behalf of Hizballah as part of a plea deal. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. During the day, the PRCs fire 10 mortars fr. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. Gaza (an empty house in Shuka, also destroying a grocery store next door and damaging 2 nearby homes; and an abandoned dairy factory); no injuries are reported. In the West Bank, the IDF demolishes 4 Palestinian agricultural storehouses nr. Kiryat Arba settlement in Hebron; conducts morning patrols in 2 villages nr. Jenin and 2 nr. In continued retaliation for the 7/30 Grad strike, the IDF carries out a predawn air strike on c. Gaza assassinating senior Hamas military cmdr. and rocket maker Issa Batran, marking the 1st Israeli assassination in Gaza since Operation Cast Lead (OCL) ended in 1/09. (Israel attempted to assassinate Batran during OCL, making an air strike on his home, killing his wife and 5 of his children.) Later in the day, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, damaging a vacant daycare facility. The IDF responds with 2 additional air strikes on a smuggling tunnel and an open area in s. Gaza. IDF troops on the n. In the West Bank, the IDF conducts late-night house searches in and around Hebron, summoning several Palestinians for interrogation; fires tear gas and stun grenades at Palestinian, Israeli, and international activists taking part in weekly nonviolent demonstrations against land confiscation and settlement expansion nr. IDF troops on the s. Gaza border fire on armed Palestinians laying a roadside bomb nr. the border fence e. of Khan Yunis. When Palestinians return fire, the troops enter the Strip in pursuit, triggering at least 1 buried device and drawing Palestinian mortar fire, which prompts the IDF to move several tanks and armed bulldozers into Gaza, shelling areas outside Khan Yunis. The exchange leaves 2 armed Palestinians, 1 Palestinian bystander, and 2 IDF soldiers dead and 3 IDF soldiers and 6 Palestinians (including at least 2 civilians, one a 13-yr.-old boy) wounded, marking the 1st deadly exchange of fire in Gaza since OCL ended on 1/18/09. The al-Aqsa Martyrs Brigades, Islamic Jihad, and a group calling itself Palestinian Taliban (believed to be a radical Salafist splinter group opposed to Hamas) claim their fighters were involved in the initial border incident; the Izzedin al-Qassam Brigades claims responsibility for ambushing and firing mortars at IDF troops once they entered Gaza, causing the IDF casualties. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly demonstrations against the separation wall and settlement expansion in Bil‘in (10s suffer tear gas inhalation; 1 Israeli is arrested), Dayr Nizam/al-Nabi Salih (2 Palestinians injured), and Ni‘lin (10s suffer tear gas inhalation). In Gaza, an International Committee of the Red Cross (ICRC) jeep is damaged by a roadside explosion along a route nr. the Erez crossing; no injuries are reported. Hamas rejects speculation that the explosion was caused by a roadside bomb, alleging the jeep accidentally triggered IDF UXO fr. OCL; no group claims responsibility. The IDF makes a brief incursion into s. Gaza to level land in the no-go zone e. of Khan Yunis to clear lines of sight. In the West Bank, the IDF makes a rare daytime incursion into Bayt Ula village nr. Hebron, raiding a furniture company and arresting 2 Palestinians; stages 1 late-night arrest raid nr. Hebron, followed several hrs. later by synchronized arrest raids, house searches in 3 other villages nr. Hebron. Jewish settlers fr. Revava nr. Salfit bulldoze 50 d. of nearby Palestinian olive groves and agricultural land, fence off 24 d., block off 3 roads leading to the area, and install mobile homes to expand the settlement. In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

U.S. special envoy Mitchell begins a 2-day trip to Israel and Ramallah to discuss settlement construction with Netanyahu and PA pres. Mahmud Abbas. (WP 9/16; WJW 9/17)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

Israel allows 2,631 Palestinians to transit through the Rafah crossing (880 going into Egypt, 1,751 returning to Gaza). The UN reports that in the preceding wk., 2 Gazan boys (ages 8, 10) in al-Bureij r.c. were injured by UXO fr. OCL; 4 Palestinians were killed, 5 injured in tunnel collapses along the Rafah border. In the West Bank, the IDF conducts late-night house searches in villages s. of Jenin, making no arrests; stages late-night arrest raids, house searches in Fasayil village n. of Jericho. In Bethlehem, 2,325 delegates fr. the West Bank and 80 countries around the world open Fatah’s 6th General Conference in Bethlehem to vote on a new party platform and hold elections for party institutions for the 1st time in 20 yrs. Israel approves the import to Gaza of cement and steel for 3 construction projects, including a flour mill. In the West Bank, the IDF patrols in Ramallah and al-Bireh at midday; conducts late-night arrest raids, house searches nr. Hebron and in Balata r.c., Nablus. In Jerusalem, the IDF escorts some 200 Jewish settlers into the al-Aqsa Mosque compound to hold prayers marking the anniversary of the destruction of the Jewish temple. The IDF Central Command issues an order establishing a separate military court for the prosecution of Palestinian children under the age of 16 living in the West Bank (excluding East Jerusalem), appointing separate juvenile court judges and requiring youths’ trials be held in separate rooms fr. The Israeli government releases its comprehensive investigative report into its conduct during OCL, concluding that “incessant” Hamas rocket fire into Israel forced Israel to act and denying any war crimes, though admitting that around a dozen criminal investigations of soldiers’ conduct are underway. Israeli naval vessels halt a Palestinian fishing boat off the Gaza coast w. of Shati’ r.c., arresting 6 fishermen. In the West Bank, the IDF fires live ammunition, rubber-coated steel bullets, and tear gas at Palestinians taking part in a weekly nonviolent demonstration against the separation wall in Ni‘lin, killing 1 Palestinian with live ammunition, wounding 7 Palestinians (4 by live ammunition, 2 by tear gas canisters, 1 by rubber-coated steel bullets); fires rubber-coated steel bullets, tear gas at stone-throwing Palestinians taking part in protests against the separation wall in Bil‘in, injuring 3; conducts late-night house searches in Tulkarm and Nur Shams r.c., making no arrests. In Qalqilya, the PASF restricts access to the funerals of 2 Hamas mbrs. killed on 6/4 to prevent them fr. being celebrated as martyrs, but puts up PA-sponsored posters around town commemorating the PASF officers killed in the 5/31 and 6/4 clashes. As the quarter opens, Israeli-Palestinian cross-border violence in Gaza is moderate and rising, while, in the West Bank, violence remains low. Israel’s siege of Gaza, intended to pressure the Hamas government there, enters its 24th month, hampering efforts to maintain basic services and repair infrastructure and other damages fr. Israel’s Operation Cast Lead (OCL, 12/27/08– 1/18/09; see JPS 151). Israel allows an average of 106 truckloads/day of humanitarian goods and commodities into Gaza through Kerem Shalom crossing 6 days/ week (far less than the 500 truckloads/day the UN estimates are necessary to meet Gazans’ basic needs); limited fodder and seed through the Qarni crossing; and enough fuel through the Nahal Oz crossing to maintain emergency services and run Gaza’s electricity plant at 69% capacity, as well as some cooking gas. Only very limited numbers of medical cases, employees of international organizations, and VIPs are allowed to transit through the Rafah and Erez crossings. Restrictions on Palestinian movement and access in the West Bank remain tight, with some 630 Israel Defense Forces (IDF) checkpoints and roadblocks dividing the territory into 3 cantons, and strictly limiting Palestinian access to Jerusalem and the Jordan Valley. Today, the IDF demolishes a Palestinian home in East Jerusalem; conducts late-night arrest raids, house searches in Hebron. (OCHA 5/20; PCHR 5/21)

In the West Bank, the IDF raids a house in al-Mukabir belonging to the family of construction worker Hussam Dweikat (shot dead on 7/2/08 when he deliberately rammed his bulldozer into a crowd in West Jerusalem), harasses family mbrs., and threatens to arrest Dweikat’s father because the family had rebuilt part of the house demolished by the IDF in reprisal for the 7/08 attack; conducts late-night arrest raids, house searches nr. Nablus. After mediation by UN agencies, the PA in Ramallah and Hamas authorities in Gaza reach an understanding regarding control of the Referrals Abroad Dept. (see 3/22) allowing normal operations to resume; the World Health Organization estimates that at least 3 patients (and as many as 8) died while waiting for referral documents authorizing their treatment abroad. A military court in Gaza sentences 4 Palestinians to death and 3 Palestinians to life with hard labor in the 7/06 death of an Islamic University prof. during interfactional fighting; only 1 of those convicted is currently held by Hamas police; the others escaped when the IDF bombed Gaza’s central prison on 12/28/08, at the opening of OCL. In Gaza, UN and Hamas officials report the theft of a cache of IDF UXO fr. OCL that was being held at a storage site guarded by Hamas police; police say unknown individuals stole the explosives when police fled the site fearing an attack by IDF drones operating in the area; the UXO had been collected by Hamas police and turned over to the UN for safe disposal. IDF troops on the s. Gaza border fire on Palestinians and international activists working their land nr. the border fence, wounding 1 Palestinian farmer. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, and nr. Hebron, Jenin, Salfit. Jewish settlers accompanied by IDF troops level land nr. As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. Bethlehem for expansion of Efrat and Gush Etzion settlements (2,500 new housing units, increasing the settler population there fr. 9,000 to 30,000). Palestinians fire 2 rockets into Israel, causing no damage or injuries. The IDF responds with 10 air strikes on tunnels on the Rafah border, also destroying an evacuated house and a farm, killing many animals. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, wounding 1 Palestinian. UNRWA halts aid transfers to Gaza, accusing Hamas of confiscating UN stocks for a 2d time, commandeering 10 truckloads of rice, flour. UN Secy. Gen. Ban Ki-moon warns Hamas that the suspension will remain in place until the stolen goods are returned and UNRWA is given credible assurances that thefts would not be repeated. Some Fatah-affiliated charities in Gaza also accuse Hamas of confiscating their supplies. Israel allows 82 truckloads of humanitarian aid and commercial goods into Gaza today. In the West Bank, the IDF fires live ammunition, tear gas to disperse Palestinians holding a nonviolent demonstration against OCL in Hebron, wounding 1 Palestinian; fires rubber-coated steel bullets at Palestinian and international activists taking part in nonviolent demonstrations against the separation wall in Jayyus (injuring 3 Palestinians); fires tear gas at a similar demonstration in al-Ma‘sara s. of Bethlehem (injuring 5 Palestinians); conducts latenight arrest raids, house searches in Bil‘in and nr. Jenin, Nablus; makes a late-night incursion into Dayr Abu Da’if nr. Jenin, rousts 3 shop owners fr. their homes and has them open their stores, photographing and confiscating some goods. Jewish settlers fr. Ramat Yishai in Hebron vandalize nearby Palestinian houses. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, causing no injuries. Palestinians fire a Grad rocket fr. Gaza into Israel (the 1st Grad fired since the end of OCL), causing damage in Ashqelon but no injuries. Hamas denies responsibility. Late in the evening, the IDF responds with air strikes on smuggling tunnels along the Rafah border and a Hamas outpost nr. Khan Yunis, causing no injuries. Israel allows 185 truckloads of goods (much of it seed and fodder), 15 tons of medicine and medical equipment into Gaza. In the West Bank, the IDF conducts late night arrest raids, house searches in Bil‘in, nr. Salfit. In the 1st serious breach of the Gaza cease-fire, 1 IDF soldier is killed, 3 are wounded when Palestinians remotely detonate a roadside bomb nr. an IDF patrol near the Gaza border inside Israel, e. of Dayr al-Balah, nr. Kissufim crossing; Hamas denies involvement and says it is unclear who staged the attack; no group asserts responsibility. The IDF completes its withdrawal from Gaza’s built-up areas, moving troops to elevations overlooking the Strip, but slows its withdrawal fr. n. Gaza and secures positions inside the northern border after Palestinians fire 8 mortars toward Israel today (all of which land inside Gaza, causing no damage or injuries). The IDF responds with air strikes on several launching sites, causing no reported injuries. IDF troops on the s. Gaza border fire on residential areas of al-Qarara, wounding 1 Palestinian. In Khuza, 1 Palestinian is wounded when he accidentally triggers unexploded IDF ordnance. Israeli naval vessels fire warning shots at Palestinian fishing vessels going out to sea for the first time since OCL began, forcing them to stay close to shore. As Gazans continue to return to their homes, residents of the farming village of Juhur al-Dik (who evacuated the village several days after the ground invasion began on 1/3) report that about a third of the 600 homes have been bulldozed or heavily damaged and much crop land has been razed. Israel’s unilateral cease-fire goes into effect early in the morning as planned, marking the official end to OCL. The IDF begins withdrawing ground troops fr. Gaza early in the morning and releases reservists from call-up later in the day, with Olmert stating that Israel intends to pull out of Gaza as quickly as possible. Israel generally observes its cease-fire during the day, but maintains a policy of firing on Palestinians who stray close to the Gaza border fence or approach withdrawing troops. After firing 15 rockets into Israel early in the day (lightly injuring 2 Israelis in Ashdod), Hamas and other Palestinian factions declare their own Gaza cease-fire but warn that they would resume fighting if Israel does not withdraw quickly. (Unidentified factions fire 4 rockets after Hamas’s announcement, causing no injuries.) Egypt, France, the EU, and the Arab states shift their mediation efforts to securing a lasting truce and securing donor aid to fund Gaza reconstruction.

Palestinians attempting to return to their homes in Gaza City’s northwestern neighborhoods find widespread devastation (especially in Twam, used as a staging area for the IDF’s tank corps), prompting 100s to return to UNRWA shelters. Residents of al-Atatra and al-Salatin areas on the northern outskirts of Gaza City similarly report 10s of homes and 3 schools destroyed, large tracks of agricultural land razed, significant damage to infrastructure. In s. Gaza, residents of the al-Fukhari area report at least 30 homes demolished, large areas of agricultural land razed since troops occupied the area on 1/14. Rescue workers combing the rubble in heavily damaged areas in and around Gaza City report finding at least 35 bodies in the Twam area, 95 bodies in al-Zaytun neighborhood, 24 bodies in Atatra and Izbat ‘Abid Rabbuh, 5 in Jabaliya. Palestinian workers begin repairing water and electricity lines in various areas. Israel allows 150 truckloads of humanitarian goods into Gaza. With the 1/16 MOU in hand, along with a letter from European heads of state pledging to support the U.S.-led efforts outlined therein and a private message from Mubarak to the Israeli security cabinet received today, Olmert formally declares a unilateral cease-fire in Gaza effective 2:00 A.M. local time on 1/18 (7:00 P.M. 1/17 EST). Stressing that Hamas was not party to any of the pledges secured by Israel, Olmert states: “If [the Palestinians] stop firing, we will consider leaving Gaza at a time that is suitable to us,” but if they continue rocket fire (NYT 1/17), “the Israeli army will regard itself as free to respond with force.” Hamas denounces Israel for ignoring Egyptian efforts to broker an agreed upon truce.

Combat notes: Olmert’s announcement comes at the end of a day of “sporadic and intensive” fighting in Gaza. The IDF reports hitting more than 120 targets, mostly comprising a final massive bombardment of more than 100 tunnels along the Rafah border that lasts 10 hrs., but also including strikes on at least 10 rocket-launching sites, 5 groups of armed Palestinians, 3 Hamas outposts. In addition to Rafah, air strike target areas include Bayt Hanun, Gaza City (city center), Jabaliya, Khan Yunis. Heavy artillery and tank fire are reported in: Bayt Lahiya, Jabaliya, al-Nasser (n. of Rafah). In Bayt Lahiya, IDF shells (possibly including white phosphorous) hit an UNRWA school sheltering 1,600 Gazans, killing 2 Palestinian brothers (ages 4, 5) and wounding 36 Palestinians (including the boys’ mother, who loses both legs. Naval bombardments center on Khan Yunis. Ground engagements are reported in al-Bureij r.c., al-Mughraqa, Nussayrat r.c., al-Zahra’. Late in the evening, IDF troops pull out of al-Shuka (where troops seized positions on 1/14), with residents reporting many houses demolished and damaged, wide areas of agricultural land razed, and significant damage to the village infrastructure (water systems, etc.).

Palestinians fire 19 rockets and 5 mortars into Israel, lightly injuring 5 Israelis (possibly all shock). The IDF reports 4 IDF soldiers seriously wounded in a friendly fire incident involving Israeli mortar fire, plus another 13 soldiers injured (3 seriously, 3 moderately, 7 lightly) in clashes with Palestinian gunmen over the previous 24 hrs., including 5 soldiers wounded by a Palestinian antitank round today.

With the truce ordered, the IDF put Israel’s comprehensive casualty toll for OCL at 3 (perhaps 4; see casualties chart in special document section for details) civilians and 10 soldiers dead, more than 100 soldiers and an unstated number of civilians injured. (This marks the 1st time the IDF has given estimates for comprehensive IDF casualties inside Gaza.) Gazan health officials estimate the Palestinian toll to be at least 1,200 killed and more than 5,000 wounded, though numbers are expected to change as rescue workers gain access to damaged areas.

Humanitarian notes: The IDF allows 62 truckloads of humanitarian aid into Gaza. Israel gives no indication whether or how quickly it will ease restrictions on imports once the cease-fire goes into effect. Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. The IDF also takes up new positions in Bayt Hanun’s alFarta and al-Nazzaza quarters under cover of heavy shelling and gunfire, ordering residents of the 2 areas (some 20 families) to evacuate.

The IDF reports carrying out more than 80 air strikes today, hitting at least 23 rocket and mortar launching sites, 19 groups of armed Palestinians, 6 suspected weapons depots (including 2 mosques in Gaza City, 1 in Rafah), 4 tunnels, 1 radio station in Gaza City. Air strike target areas include al-Atatra, Bayt Hanun, Bayt Lahiya, Dayr al-Balah, Gaza City (al-Rimal, al-Sabra, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat r.c., Rafah, Yibna r.c. Heavy tank and artillery fire are reported in Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Sabra, Tal al-Hawa, al-Tuffah), Jabaliya, Khuza, al-Mughraqa, al-Nasser (n. of Rafah), Nussayrat r.c., al-Qarara, Rafah. Reports of Israel using white phosphorous munitions spike sharply, with confirmed use in 3 areas (Abasan, Khuza, al-Qarara) and suspected use in 5 areas (Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Khan Yunis, Nussayrat r.c.). Israeli naval bombardment concentrates on Khan Yunis and the neighboring al-Mahatin area. Closecombat fighting is reported around Jabaliya r.c.

In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Palestinians fire 15 rockets and 8 mortars into Israel, seriously injuring a 7-yr.-old Israeli boy in Beersheba and causing significant damage in 2 instances (both by Qassams in Sederot); at least 3 of the rockets are Grads (2 in and nr. Beersheba, 1 in Gadera).

The Palestinian toll is estimated to be at least 1,090 dead, more than 5,000 wounded.

Humanitarian notes: With diplomacy toward a cease-fire showing progress, Israel extends the daily humanitarian lull to 4 hrs./day, allowing in up to 170 truckloads of humanitarian aid; permits the Qarni crossing conveyor belt to resume operation for the 1st time since 12/27 for the import of grain. Israel also allows the ICRC and Palestinian Energy Authority to begin repairs to part of Gaza’s electricity network. Olmert’s security cabinet revives discussion of opening phase 3 of OCL (see 1/9), agreeing to make a final decision whether to expand or wind down operations within 2–3 days, by which time the IDF believes ground forces will have done all they can from the open and suburban areas they currently hold to weaken Hamas’s ability and desire to fire rockets.

Combat notes: The IDF significantly increases attacks, particularly around Gaza City, and continues to send troops into Gaza. Palestinians report (AYM 1/12) heavy clashes with the IDF n. of Bayt Lahiya, in Daraj and al-Shuja‘iyya neighborhoods on the eastern boundary of Gaza City, and in Dahadih and al-Zaytun to the south of the city. Overnight, the IDF also sends troops back into Khuza (see 1/11) under heavy artillery fire (possibly including white phosphorous), occupying a number of homes as staging posts and prompting 1,000s of residents to flee their homes.

Israeli attacks are so intense that reliable updates on Palestinian casualty estimates are not possible. The IDF estimates killing at least 30 Palestinians in air strikes. UNRWA reports at least 19 Palestinian children killed and 52 children injured in nighttime operations (possibly overlapping with air strikes), 1 paramedic killed by tank fire in Jabaliya during the day. The IDF reports 8 soldiers wounded (1 severely, 1 moderately, 6 lightly) in various incidents, all after nightfall; 3 of the soldiers are injured when they trigger a setup in a booby-trapped house.

Palestinians fire 17 rockets and 7 mortars into Israel, with 1 rocket in Ashqelon and 1 in Sederot causing damage but no reported injuries.

Humanitarian notes: The IDF observes the daily 3-hr. humanitarian lull, allowing 120 trucks carrying humanitarian aid to enter Gaza. UNRWA estimates that internally displaced Gazans number now 90,000: 30,000 seeking shelter in UNRWA schools; 60,000 in the homes of friends and relatives. In the West Bank, unidentified armed Palestinians fire on an IDF patrol nr. Kiryat Arba settlement, wounding 3. In response, the IDF raids, searches Palestinian homes nr. Kiryat Arba, making no arrests. The IDF also conducts late-night arrest raids, house searches nr. Hebron. (HA 1/13; PCHR 1/15)

The IDF launches its deepest ground incursions into Gaza City since OCL began, conducting a 2-front assault from the north and the south; troops pull back to the outskirts of Gaza City by nightfall. To accommodate expanded operations, the IDF commits its first significant influx of reservists into Gaza, numbering in the 1,000s, using them to hold IDF positions, freeing up regular combat troops to thrust deeper into Gaza City.

Combat notes: The intensified IDF assault on Gaza City begins before dawn, with tanks and troops based in the fmr. Netzarim settlement advancing fr. the southwest, supported by helicopter gunships and F16s, resulting in some of the heaviest fighting since OCL began, especially in Shaykh Ajlin. Simultaneously, the IDF steps up attacks on the northern outskirts of the city. The IDF reports (IDF 1/11) finding 10s of booby-trapped houses, buildings, and tunnels, accusing Hamas of booby-trapping 30 homes in one neighborhood (location not given). Ground forces also move into Khuza in s. Gaza under heavy artillery fire, bulldozing several homes and razing tracts of agricultural land before withdrawing late in the evening.

The IDF reports hitting nearly 70 targets across Gaza today and making more than 40 air strikes. Targets hit include 23 smuggling tunnels (including 2 located under the homes of Hamas mbrs.), at least 15 “armed cells,” 11 suspected weapons depots, several rocket-launching sites. Air strike target areas include Bani Suhayla, Bayt Hanun, Bayt Lahiya, Gaza City (Shaykh Ridwan), Khan Yunis, al-Maghazi, al-Mughraqa, Nussayrat, Rafah, al-Shabura r.c., Yibna r.c., al-Zawayda (c. Gaza). Heavy tank and artillery fire is reported in Bayt Hanun (white phosphorus use confirmed by Amnesty International), Gaza City (al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya, Khuza, Khan Yunis (possibly involving white phosphorous).

Palestinians fire 20 rockets and 8 mortars into Israel, including at least 1 Grad that hits an empty kindergarten in Ashdod (damage but no injuries) and 2 rockets that hit Beersheba (some light injuries). The IDF reports sustaining no casualties but killing around 45 armed Palestinians, bringing the estimated Palestinian toll to at least 876 dead, 3,600 wounded.

Of note: Today’s IDF air strikes on tunnels along the Rafah border damage 10 homes in Egyptian Rafah, seriously wound 2 Egyptian border policemen and lightly wound 1 border policeman, 2 Egyptian children (ages 2 and 5). Egyptian security officials say that the Israeli drones and planes have violated Egyptian air space daily since OCL began and that previous Israeli air strikes during OCL have damaged buildings and 1 mosque, shattered windows, and caused power shortages inside Egypt.
