Jordan announces that Israel and the Palestinians have agreed to send their chief negotiators to Jordan on 1/3 to meet with Quartet officials. Though the parties stress that the meeting will not be a formal negotiating session, it will mark the 1st time the negotiators have met since 9/2010. The Quartet hopes that Palestinian chief negotiator Saeb Erakat and Netanyahu’s personal emissary Yitzhak Molcho will present their positions on security and borders and agree on the agenda for future direct talks, technically relaunching negotiations by the Quartet’s selfimposed 1/26/12 deadline (see QU in JPS 162 for background). Erakat says the Palestinian demand for a settlement freeze still stands and that the Palestinians have agreed to attend out of respect for Jordan. (HA 1/1; NYT, WP, WT 1/2)

Unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries; Israel claims the mortars carried white phosphorous that Palestinians would have scavenged fr. Israeli munitions fired into Gaza during OCL. The IDF conducts morning patrols in 3 villages northwest of Jenin (firing rubber-coated steel bullets at stonethrowing youths in 1 instance, causing no serious injuries); conducts synchronized afternoon patrols in 2 villages nr. Ramallah; conducts evening patrols in 2 villages nr. Ramallah (firing rubbercoated steel bullets at stone-throwing youths in 1 instance, causing no serious injuries), and 1 each nr. Jericho and Salfit; conducts late-night patrols in Jericho, Birzeit, 2 villages nr. Ramallah, and 1 village nr. Tulkarm; conducts late-night arrest raids, house searches nr. Hebron, Jenin, Nablus. In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. Gaza into Israel, striking Beersheba for the 1st time since Operation Cast Lead (OCL; 12/27/08–1/18/09), damaging a house but causing no injuries. The IDF retaliates with multiple air strikes on Hamas and Islamic Jihad targets, killing 2 Hamas mbrs. in Rafah and wounding 3 Islamic Jihad mbrs. elsewhere. In the West Bank, the IDF patrols in Qalqilya and 4 nearby villages, in Jericho and 1 nearby village, as well as in 2 villages nr. Salfit and Tulkarm. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. During the day, the PRCs fire 10 mortars fr. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. Gaza (an empty house in Shuka, also destroying a grocery store next door and damaging 2 nearby homes; and an abandoned dairy factory); no injuries are reported. In the West Bank, the IDF demolishes 4 Palestinian agricultural storehouses nr. Kiryat Arba settlement in Hebron; conducts morning patrols in 2 villages nr. Jenin and 2 nr. In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

Israeli naval vessels halt a Palestinian fishing boat off the Gaza coast w. of Shati’ r.c., arresting 6 fishermen. In the West Bank, the IDF fires live ammunition, rubber-coated steel bullets, and tear gas at Palestinians taking part in a weekly nonviolent demonstration against the separation wall in Ni‘lin, killing 1 Palestinian with live ammunition, wounding 7 Palestinians (4 by live ammunition, 2 by tear gas canisters, 1 by rubber-coated steel bullets); fires rubber-coated steel bullets, tear gas at stone-throwing Palestinians taking part in protests against the separation wall in Bil‘in, injuring 3; conducts late-night house searches in Tulkarm and Nur Shams r.c., making no arrests. In Qalqilya, the PASF restricts access to the funerals of 2 Hamas mbrs. killed on 6/4 to prevent them fr. being celebrated as martyrs, but puts up PA-sponsored posters around town commemorating the PASF officers killed in the 5/31 and 6/4 clashes. In the West Bank, Israel reopens a main road to Bani Na‘im nr. Hebron (closed since 2001); authorizes the Palestinian Authority (PA) to build an additional 12 police stations across the West Bank (Israel previously approved 20 and the PA has built 19); issues VIP travel permits to 120 high-ranking PA security officers and Palestinian personalities (bringing to about 390 the number of VIP permits issued to date); increases the number of Palestinian workers allowed into Israel (no figures given); allows Israeli Palestinians to visit Nablus and Jenin on weekends (intended to boost those local economies). The IDF also levels Palestinian land to expand an IDF checkpoint nr. Einav settlement nr. Tulkarm; conducts late-night arrest raids, house searches in and around Bethlehem, in Hebron, nr. Jenin and Ramallah. In Gaza,IDF troops on the s. Gaza border fire on unarmed Palestinians inspecting damaged homes e. of Khuza nr. the border fence, wounding a Palestinian teenager. The UN reports that Palestinians have fired 21 rockets and mortars into Israel since 2/18, causing no damage or injuries. As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Bethlehem, Hebron; closes a gate in the separation wall nr. Dahiyat al-Barid (located btwn. the separation wall and the Green Line nr. Jerusalem), forcing villagers to travel 1–2 hrs. through the Qalandia crossing to access the rest of the West Bank. The Israeli government authorizes the confiscation of 1,700 dunams (d.; 4 d. = 1 acre) of Palestinian land in the villages of al-Ma‘sara, Umm Salamuna, and Wadi al-Nas nr. Bethlehem for expansion of Efrat and Gush Etzion settlements (2,500 new housing units, increasing the settler population there fr. 9,000 to 30,000). Israel announces the complete withdrawal of ground forces from Gaza. Israeli naval vessels direct heavy machine gun fire at beaches in n. Gaza, causing no reported injuries. Israel allows 118 truckloads of goods into Gaza. Hamas mbrs. reportedly begin rounding up alleged collaborators with Israel, including Fatah mbrs. In the West Bank, the IDF sends undercover units into Qabatya to ambush and arrest local Islamic Jihad leader Salah Kmail, and into Qiffin nr. Tulkarm to raid a carpentry shop, arresting Islamic Jihad mbr. Omar Daoud; conducts late-night arrest raids, house searches in and around Bethlehem, Jenin and nr. Salfit, Tulkarm; fires on Palestinians demonstrating against OCL in Bayt Umar nr. Hebron, wounding 2; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 11 Palestinians, including 5 children). International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr.
