In the West Bank, the Israeli military claimed that Palestinian militants had opened fire at Israeli soldiers on 3 separate occasions at the Salem checkpoint and in Dayr Sharaf and Jalbun, damaging 1 vehicle. Israeli forces subsequently raided Jalbun, leading to tear-gas related injuries, and closed off all checkpoints to Nablus. Israeli forces also demolished 2 Palestinian homes in Furush Bayt Dajan, 1 Palestinian home under construction in al-Jiftlik, 1 car was near Haris, and issued demolition notices for 3 agricultural buildings and 1 residential tent in al-Matar. Elsewhere, Israeli forces shot and injured 1 Palestinian minor with live ammunition during a raid in ‘Azzun. Israeli forces also shot and injured 1 Palestinian at a checkpoint east of Bethlehem, claiming he tried to stab a soldier. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian man at a checkpoint near the Har Homa settlement, claiming he had attempted to stab soldiers. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence north of Jabaliyya, injuring 1 with live ammunition and causing tear-gas related injuries. COGAT said the Beit Hanun (Erez) crossing to Gaza would remain closed on 9/18. The crossing was scheduled to be reopened at midnight on 9/17 after it had been closed since 9/14 due to Israeli holidays. (HA, QDS 9/18)

Saudi Arabia, Jordan, Egypt, the UAE, and the EU sponsored a conference called The Peace Day Effort to advance the two-state solution through political, economic, cultural, and security-oriented means. The conference was held in New York on the sidelines of the annual UN General Assembly meeting and attended by around 30 foreign ministers. China’s ambassador to the UN and U.S. deputy assistant secretary of state for Israeli-Palestinian affairs Andrew Miller also attended. Saudi foreign minister Prince Faisal bin Farhan Al Saud said before the conference that it was convened as “[p]eople have started to losing hope in a two-state solution” and that there can be no solution to the Palestinian-Israeli conflict without the establishment of a Palestinian state. Ahead of traveling to the U.S. for the annual UN General Assembly session Israeli prime minister Benjamin Netanyahu said that Israelis who protest his government’s judicial overhaul are aligning themselves with the PLO and Iran. The Prime Minister’s office later clarified, after backlash from the Israeli opposition and Jewish organizations in the U.S., that Netanyahu was criticizing that Israelis were protesting Israel at the same time as supporters of the PLO and BDS were and that they should also protest “those who deny the State of Israel’s right to exist.” Later in the day, Netanyahu met with Tesla, X, and Space X owner Elon Musk in Silicon Valley, defending Musk against charges of anti-Semitism brought by the Anti-Defamation League, among others. Helicopter fighter pilot Shira Etting, a leader in the Israeli protest movement against the Israeli government’s judicial overhaul, told 60 Minutes that “[i]f you want pilots to be able to fly, and shoot bombs and missiles into houses knowing they might be killing children, they must have the strongest confidence in the people making those decisions.” (HA 9/18; HA 9/20)

In the West Bank, Israeli forces conducted 10 airstrikes on Jenin before beginning a large-scale ground force invasion with more than 1,000 soldiers, killing 8 Palestinians, injuring at least 50 others, and causing extensive damage to infrastructure and homes. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. Jenin suffered widespread power, internet, and water outages as a result of the Israeli damage. The Palestinian Red Crescent said it was having trouble reaching the many injured in the camp. Israel dubbed the attack ‘Operation House and Garden.’ Palestinians protested the Israeli attack in many towns and cities throughout Palestine. Israeli forces also shot and killed 1 Palestinian during a protest in Ramallah against the Israeli attack in Jenin. Elsewhere, Israeli forces shot and injured 3 Palestinian minors with live ammunition in Beit Umar. Israeli forces also shot and injured 1 Palestinian with live ammunition near Hebron. Meanwhile, Israeli forces uprooted 45 grape tree saplings in Jawarish near Nablus. Israeli settlers stole 3 sheep from Palestinians in Aqraba. Israeli settlers also vandalized a Palestinian home in Burqa, causing damage. In East Jerusalem, 1 Palestinian family was forced to demolish parts of their home in Jabel Mukaber. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. The U.S. national security council spokesperson said that the U.S. supported “Israel’s security and right to defend its people against Hamas, Palestinian Islamic Jihad, and other terrorist groups.” U.S. ambassador to Israel Tom Nides also attended a U.S. embassy event with Israeli prime minister Benjamin Netanyahu as the attacks were unfolding. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese said the Israel attack amounted “to egregious violations of international law and standards on the use of force and may constitute a war crime.” UN secretary-general Antonio Guterres called the airstrikes and use of violence in Jenin the worst in the West Bank in years and said Israel, as an occupying power, has an obligation to protect civilians. Israeli foreign minister Eli Cohen linked Israel’s recognition of Moroccan sovereignty over Western Sahara to Morocco hosting the Negev Forum normalization summit, which has been repeatedly postponed by Morocco. (AJ, MEE, REU 7/3)

In the West Bank, Israeli settlers vandalized 1 water well, 120 olive tree saplings, and wheat and barley crops in the Masafer Yatta area. Israeli forces shot and injured 6 Palestinians, including 1 with live ammunition and 5 with baton rounds during a raid in Nablus to clear the area around Joseph’s Tomb for a large settler tour. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas and issued a demolition notice for a commercial structure in Deir Balut. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 residential building in Wadi Qaddum, displacing 50. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya; no injuries were reported. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Israeli Ministry of Construction and Housing also issued a tender for the construction of 58 housing units in the planned new settlement Ariel West. (PCN 5/17; WAFA 5/20)

The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. If enacted the flying of the Palestinian flag could be punishable by up to 1 year in prison. The bill will have to pass 3 readings in the Knesset to become law. (QDS 5/17; JDF, MEE 5/18: HA 5/25)

Ahead of the Jerusalem Day march in Jerusalem, Israeli national security minister Itamar Ben-Gvir said that his policy is “to allow the complete freedom of movement for Jews in Jerusalem.” (HA 5/17)

Jordanian member of parliament Imad al-Adwan was charged in a state security court in Amman for smuggling weapons to the West Bank. Al-Adwan was arrested by Israeli forces on 4/22 and later handed over to Jordan. (AP, MEE 5/17)

Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Hochstein and McGurk met with Saudi crown prince Mohammed bin Salman on 5/7. Axios also reported that the White House was considering appointing former U.S. ambassador to Israel Dan Shapiro as the State Department normalization envoy. In the West Bank, Israeli settlers destroyed a memorial for 1 Palestinian rights activist who was killed by Israeli forces on 1/5 in Umm al-Khair. Israeli settlers also assaulted 1 Palestinian farmer in Kisan. Israeli forces shot and killed 1 Palestinian man and injured 3 by live ammunition and 2 with baton rounds during a raid in Halhul. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Jenin refugee camp. Israeli forces also raided Jayyus, injuring 1 Palestinian with live ammunition and confiscating 1 bulldozer. Meanwhile, Israeli forces demolished an apartment building under construction in Beit Jala. Israeli forces also delivered a punitive demolition notice and took measurements for a separate punitive demolition in Rumana. 7 Palestinians were arrested during late-night raids in Baytin, al-Mazra‘a ash-Sharqiya, Tell, Tammun, Nur Shams refugee camp, and Tulkarm. In East Jerusalem, 9 Palestinians were arrested, and 1 Palestinian was assaulted before being taken to a hospital for treatment during a late-night raid in Isawiya and the Old City. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In the West Bank, Israeli settlers raided Palestinian lands near Bethlehem before being fended off by Palestinians. Israeli forces shot and killed 1 Palestinian teen, claiming he tried to stab 2 Israeli soldiers with a knife at a checkpoint near Nablus; none of the Israeli soldiers were injured. When Israeli forces raided the deceased Palestinian’s family home in Qarawat Bani Hassan, clashes erupted. Israeli forces also seized 1 agricultural structure in al-Burj and razed Palestinian-owned farmland in Luban al-Sharqiyya. Elsewhere, Israeli forces raided Tubas, leading to clashes; tear-gas related injuries were reported. Israeli forces also assaulted 1 Palestinian near Husan who was later taken to a hospital for his injuries. Meanwhile, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Hizma. 10 Palestinians were arrested during raids in Bayt Fajjar, Tulkarm, Jenin refugee camp, Nablus, and Qalqilya; during the raids in Jenin refugee camp, clashes erupted and 1 Palestinian was shot with live ammunition, others suffered tear-gas related injuries. At the UN security council, PA foreign minister Riyad al-Maliki criticized Israel for not providing vaccines for Palestinians in the West Bank and Gaza, saying that Israel is evading its responsibility to do so. (TOI 1/26)

Acting U.S. ambassador to the UN Richard Mills said at the UN security council that the Biden administration will restore U.S. aid to programs in the West Bank and Gaza and reopen diplomatic missions for Palestinians in East Jerusalem and Washington. He further stated the administration’s commitment to a mutually agreed upon 2-state solution and asked both Israelis and Palestinians to refrain from committing unilateral actions that goes against the viability of a 2-state solution, including “Israeli settlement activity in the West Bank and annexation plans, demolitions, incitement to violence and providing compensation for individuals imprisoned for acts of terrorism.” Acting Ambassador Mills also expressed support for the normalization deals brokered by the Trump administration. Also at the UN security council, Russian foreign minister Sergey Lavrov backed PA president Mahmoud Abbas’s call for an international conference to promote peace between Palestine and Israel. Foreign Minister Lavrov said the conference should be held in the spring or summer and that it should include participants from Israel, Palestine, Russia, the UN, the U.S., the EU, Bahrain, Egypt, Jordan, the UAE, and Saudi Arabia.
