In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa. Israeli settlers also stole 10 sheep in Yasuf. Israeli forces raided Burqa leading to tear-gas related injuries. Israeli forces also raided Silat al-Harithiya, leading to tear-gas related injuries. Elsewhere, Israeli forces issued stop-work orders for 2 roads and 3 houses in Qarawat Bani Hassan. Israeli forces also issued a demolition notice for a primary school in Badia Yatta. PA forces assaulted and arrested 1 Palestinian student who was a candidate for president of Birzeit University’s student council In East Jerusalem. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. We are similarly concerned by reports of changes to Israel’s system of settlement administration that expedite the planning and approvals of settlements.” Miller further called on Israel to “fulfill the commitments it made in Aqaba, Jordan and Sharm El Sheikh, Egypt” earlier this year. PLO secretary-general Hussein al-Sheikh said that the PA would boycott the Joint Economic Committee meeting on 6/19 is response to the cabinet decision. UN secretary-general António Guterres urged Israel to reverse its decisions. Israel preliminarily approved the development of the Gaza Marine gas field, saying it would require security coordination with the PA and Egypt. In the West Bank, Israeli settlers damaged Palestinian property in the old vegetable market in the old city of Hebron, which has been closed to Palestinians by Israel since 2000. Israeli settlers also slashed tires of 25 Palestinian-owned vehicles and wrote racist graffiti on nearby walls in Salfit. Israeli forces forced Palestinian vendors in Huwwara to close their shops. Israeli forces also raided the home of a former Palestinian prisoner in Zeita, informing him that they will temporarily seize 2 floors of his home for a military outpost. 8 Palestinians were arrested during late-night raids in Tubas, Ramallah, ad-Doha, Zeita, and Deir Sammit. In East Jerusalem, 119 Israeli settlers toured the Haram al-Sharif compound. 1 Palestinians was arrested in Isawiya. The Knesset repealed part of the 2005 Disengagement Law, allowing Israelis to enter the Homesh, Sa-Nur, Ganim, and Kadim settlements that were evacuated in 2005 and potentially buy or be allocated land to repopulate the settlements. U.S. State Department deputy spokesperson Vedant Patel called the law inconsistent with Israeli commitments made in Sharm El Sheikh on 3/19 and stated that the bill contradicts commitments made by Ariel Sharon to George Bush when the law first passed. The UN independent commission of inquiry began 5 days of public hearings in relation to its investigation into human rights violations in Israel and the occupied Palestinian territories. This round of hearings, held in Geneva, will commence on 3/24. (AJ 3/24)

Overnight, the IDF arrests 52 Islamic Jihad mbrs. in the largest raids against the group in the West Bank since 3/05; half of the mbrs. are arrested in Hebron, others in Jenin, Qalqilya, Ramallah. Minutes before Sharon and Abbas hold their 1st mtg. since the 2/8 Sharm al-Shaykh summit to coordinate disengagement, IDF aircraft fires 2 missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in what Israeli officials say is a failed attempt to assassinate a wanted Islamic Jihad mbr. The Israel FMin. says that “the message was very clear—that Israel cannot accept the fact that Islamic Jihad, Hamas, and the alAqsa Brigades have weapons.” The PA urges Islamic Jihad, the AMB to abide by the cease-fire. Palestinians fire a mortar at a Jewish settlement in s. Gaza, causing no damage or injuries. The IDF also conducts arrest raids, house searches in Nablus, Qalqilya and around Bethlehem, Hebron, Tulkarm. The Knesset Interior Comm. discusses the civilian aspects of the Or Commission’s 9/1/03 report into the 10/00 riots during which 13 Israeli Palestinians were killed by police (see Peace Monitor in JPS 118; Chronology in JPS 130). Fmr. High Court Justice Theodore Or says that the government has done nothing to implement his comm.’s recommendations (particularly for achieving equal rights for Israeli Palestinians), address the issues raised in the report.
