A Palestinian suicide bomber detonates a device on a crowded bus nr. Sharon’s official residence in West Jerusalem, killing 10 Israelis, wounding 44. The bomber, whom the PA confirms was a Bethlehem PSF officer fr. Aida r.c., leaves 2 suicide notes claiming the attack in the name of the AMB, Hamas; the AMB initially claims responsibility, Hamas does so after the 2d letter is released; the groups do not claim joint responsibility, as they have done in the past, raising questions as to who really staged the attack. Israeli DM Shaul Mofaz says Israel will not routinely seal the territories in the wake of the bombing, so as not to aggravate Palestinians’ hardship; will specifically target militant groups. The IDF tightens checkpoints around Hebron; conducts house searches, arrest raids in Hebron, Jenin, Nablus. Hebron Jewish settlers attack Palestinians in nearby Yatta, forcing 9 Palestinian families out of their cave dwellings and mud houses; Hebron settlers reportedly seek to expropriate more than 37,000 dunams in the area for settlement expansion. In a plea agmt., an Israeli court sentences to 15 mos. in jail Havat Maon settlers Yitzhak Paz and Matityahu Shvu, arrested on 7/17/03 for transporting explosives, plotting a major bombing of a Palestinian school, carrying out 2 bombings at Palestinian schools that resulted in no deaths. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. Eason Jordan arrives in Israel to apologize publicly on behalf of the network, to unveil a special 5-part series on Israeli victims of violence (aired 6/24-28) and a Web "memorial" to Israeli victims of Palestinian violence. Immediately after the bombing, the IDF senior command, Israeli cabinet convene separately to discuss response scenarios. The cabinet agrees to a new strategy of hitting PA targets only with the aim of forcing Arafat to choose btwn. a full cease-fire, destruction of the PA. This evening, Sharon meets with his security cabinet, which also decides to set up new police stations in East Jerusalem. Late tonight (2:00 a.m. local time), Israel sends F-16s to destroy a PSF post in Ramallah; sends more tanks into Gaza, bulldozing 1 PSF post. Israeli security forces occupy 10 unofficial PLO offices in East Jerusalem, including Orient House (the symbolic PLO FMin.); also detain 8 Orient House employees for questioning, confiscate files, remove the Palestinian flag, raise an Israeli flag. The IDF takes over the Abu Dis mayor's residence, several surrounding homes Israel claims are used as PA security command centers, marking the 1st reoccupation of sites in area B. Sharon declares that "Orient House will not open again. Ever. We will not leave Abu Dis." The State Dept. says the actions mark a "political escalation." Israeli-Palestinian clashes leave a total of 3 Palestinians, 3 Jewish settlers dead. In Gaza, 2 Palestinians are shot dead in a failed suicide attack on an IDF post that lightly injures 2 soldiers. The IDF shells residential areas of Khan Yunis, Nablus, Rafah; places a closure on Nablus. A group calling itself the Fatah Hawks briefly detains 2 journalists (1 American, 1 British) in Rafah, telling them to warn the UK, U.S. that more kidnappings of their nationals could take place if their pro-Israel bias does not cease. Fatah denies involvement in the incident, noting it disbanded its Fatah Hawks wing in the mid-1990s; the PA vows to arrest the perpetrators.
