In the West Bank, Israeli forces claimed that it had stopped 2 stabbing attempts, including 1 in Tubas where 1 Palestinian man was shot after allegedly trying to stab a soldier. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. Israel began vaccinating Palestinians in the West Bank who hold Israeli work permits against the COVID-19 virus. Israel has allocated enough doses for 120,000 Palestinian workers. (HA, WAPO 3/8)

Hezbollah said that it and Lebanese forces in 2 separate incidents had intercepted Israeli drones flying over Lebanese air space. (HA 3/9)

In Lebanon, protests continued for the 7th day in a row as the Lebanese financial crisis continued to worsen and the country’s political crisis remained unresolved. (AJ, HA, REU 3/8)

In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands, damaging crops in Luban al-Sharqiyya. 23 Palestinians were arrested during raids in and around Hebron, Ramallah, Jenin, Nablus, Bethlehem, and Tubas; during a raid in Jenin, 1 Palestinian was shot in the foot before being arrested. In Gaza, Israeli authorities claimed that 2 rockets were launched at Israel from Gaza, 1 being intercepted by the Iron Dome. Israel then fired rockets at Nuseirat refugee camp and Khan Yunis, causing damage; no injuries were reported. Sudanese government sources told Reuters that the prime minister of Sudan’s transitional government, Abdalla Hamdok, is ready to proceed with normalization of relations with Israel if the transitional parliament approves. The transitional parliament has not yet been formed. (HA 10/23)

Lebanese president Michel Aoun designated Saad Hariri as prime minister to form a new government. Hariri resigned 1 year ago as prime minister after prolonged protests in Lebanon against nepotism and corruption. (AJ, GDN, HA, REU 10/22)

In the West Bank, Israeli settlers chop down 25 Palestinian-owned olive trees in Nahalin. Israeli forces violently dispersed an anti-settlement protest in al-Humma, causing 5 tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed a protest in support of hunger-striking prisoners in Israeli jails, causing tear-gas related injuries and arresting 2 of the protesters. In Gaza, 1 Palestinian was injured by Israeli forces while driving a sanitation vehicle east of Khan Yunis. Separately, Israeli forces opened fire on Palestinian farmers; no injuries were reported. A Palestinian working for Amnesty International was briefly detained at the Allenby Bridge and told he was not allowed to leave the West Bank. The Secretary-General of Amnesty International, Kumi Naidoo, called it “a sinister move imposed as punishment for work defending human rights of Palestinians.” (Amnesty 10/31; HA 11/1; AJ 11/2)

In the West Bank, clashes between Palestinians and Israeli forces erupted in Halhul and Hebron during protests against the Bahrain workshop scheduled to start on 6/25. Protests against the workshop were also held in Ramallah, Tulkarm, Yatta, Nablus, Jenin, and Bethlehem. Israeli setters slashed tires and sprayed racist graffiti on 10 Palestinian-owned vehicles and on homes in Sinjil. In the West Bank, Israeli forces seized agricultural equipment belonging to a Palestinian farmer in Khirbat Jabara near Tulkarm. In Nablus, Israeli forces fired at Palestinian security forces in what Israeli forces called a mistake; 1 Palestinian police officer was injured. 12 Twelve Palestinians were arrested by Israeli forces during late-night raids in and around Tulkarm, Nablus, Ramallah, and Hebron. In East Jerusalem, 3 Palestinians were arrested during late-night raids. Meanwhile, a Palestinian was handed a demolition order for his house. In Gaza, a Palestinian medic who was shot during the Great March of Return protests in May succumbed to his wounds. This brings the death toll stemming from the Great March of Return to 222. The Israeli supreme court ruled in favor of the settlement group Ateret Cohanim’s acquisition of 3 buildings in the Christian quarter of the Old City in East Jerusalem belonging to the Greek Orthodox church. The ruling ended a 14-year-long legal battle that started when church officials sold the buildings without the knowledge of the larger body of church officials, leading to the ousting of the then patriarch. The International Atomic Energy Agency chief Yukiya Amano said that Iran had increased its uranium enrichment. Iran had previously announced that it would start increasing its uranium enrichment if Joint Comprehensive Plan of Action signatories did not uphold their commitments to the agreement. (HA 6/10)

Approximately 13,000 Palestinians gather along Gaza’s border to continue the Great March of Return. There are some reports of protesters flying incendiary balloons and kites into Israel, but no reports of fires or any damage. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Jabaliya refugee camp, Gaza City, and al-Bureij refugee camp; 1 Palestinian is killed and at least 25 are injured (1 Israeli soldier is injured as well). This brings the death toll stemming from the Great March of Return to 196. Hours after the protests, the Israeli Air Force conducts air strikes on 2 Hamas sites east of Gaza City, completely destroying them, according to Palestinians in the area. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 1 Palestinian photojournalist covering the protests is injured. They also shoot and injure a Palestinian as he allegedly attempts to stab an Israeli settler outside the Kiryat Arba settlement near Hebron; arrest 4 Palestinians during raids near Jenin; and patrol near Nablus, Hebron, Tulkarm, and Qalqilya. Late at night, the Israeli Air Force conducts air strikes on more than 8 allegedly Iranian and Hezbollah-affiliated targets in and around Damascus, causing extensive damage. According to the Syrian press, Syrian air defenses intercept a number of Israeli missiles targeting additional sites. (JP, TOI, YA 1/12; JP, YA 1/13)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Ramallah at night; patrols in 2 villages nr. Ramallah and 1 village nr. Tulkarm in the morning, patrols in 1 village nr. Hebron in the afternoon, and in 3 villages nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and 1 village nr. Qalqilya (Kafr Qaddum). Israeli PM Netanyahu tells Israeli television that the govt. would give up “some settlements” in the West Bank as part of a peace agreement, but that he would “ensure the number will be as small as possible,” if talks progress that far. Meanwhile, U.S. State Dept. spokesperson Jen Psaki tells reporters that the U.S. recognizes Israel as a Jewish state but that Palestinian recognition is not a precondition in peace talks. Iranian Foreign Ministry official Hamid Baidinejad says that representatives of Iran and the P5+1 countries have held “substantive and useful” talks in Vienna in preparation for the next meeting of chief negotiators on 3/18. EU foreign affairs chief Catherine Ashton confirms the Iranian official’s assessment of the talks, via a statement from her office in Brussels. (AFP, REU 3/7)

In response to the Israeli allegations regarding the ship intercepted in the Red Sea on 3/5, Iranian FM Zarif rejects Israeli allegations, calling claims of Iranian involvement a “lie.” Senior Islamic Jihad official Khalid al-Baths denies the group’s involvement in the seized missile shipment. In the Gaza Strip, IDF troops open fire on Palestinian farmers working close to the border fence nr. Khan Yunis r.c., causing no injuries. Separately, IDF troops open fire on stone-throwing Palestinians nr. Jabaliya r.c., wounding 1. In the West Bank, a Palestinian man dies from wounds inflicted when Israeli soldiers shot him in the head on 3/1 with a rubber-coated metal bullet during clashes at the entrance to Qalandia r.c. nr. Ramallah. Following his funeral, there are clashes at Qalandia checkpoint between stone-throwing Palestinian youth and Israeli soldiers who fire live ammunition and tear gas, with 1 Palestinian injured from a bullet to the leg. Separately, in al-‘Izzariya and Abu Dis neighborhoods of East Jerusalem, IDF troops shoot and injure 2 Palestinians with live ammunition during protests against the death of a Palestinian delayed at a checkpoint en route to hospital the previous day. A senior but unnamed official within Israel’s Ministry of Foreign Affairs tells the media that Israel has been invited to join the UNHRC’s Western European and Others Group. The development was made possible by Israel ending its boycott of the UNHRC in 10/2013, as well as agreeing to participation in its Universal Periodic Human Rights Review process. On 11/6, ambassadors of the U.K., Australia, Canada, Germany, France, and the U.S. sent a letter to the UN institutions in Geneva to urge the inclusion of Israel in the regional group. In a White House statement, the Obama administration confirms it is keeping oilrelated sanctions targeting Iran in place despite the recently-signed deal. Meanwhile, Tehran’s envoy to the IAEA tells the agency’s board in Geneva that the implementation of the deal will start by early 1/2014. Separately, Iranian pres. The executive council of the Organization for the Prohibition of Chemical Weapons in The Hague rejects a request from Syria to convert facilities used to produce chemical weapons to other activities. (NYT 11/29)

Egyptian security forces violently disperse demonstrations in various parts of Cairo with tear gas and water cannons, as supporters of ousted pres. Morsi express their opposition to a new law restricting protests. There are also similar clashes in Giza, Alexandria, and Suez. According to Interior Ministry figures, 10 are wounded and 183 arrested. (AP 11/29)

The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. Outside of 2 Sunni mosques, twin bombs kill at least 42 people in Tripoli; no one claims responsibility for the attack. (AFP, AP, DS, HA, JP, REU, WP 8/23)

UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

In the West Bank, IDF troops shoot and injure a Palestinian with live ammunition during clashes prompted by soldiers raiding the village of Jaba‘ nr Jenin. There are also clashes but no injuries during an IDF raid of Jenin r.c. The IDF conducts additional house searches and arrest raids in Hebron and 1 nearby village, Qalqilya and Jenin in the afternoon, and in Nablus at night, patrols in 1 village nr. Qalqilya in the afternoon, and in 1 village each nr. Qalqilya and Tulkarm at night. An Egyptian court orders the release of former pres. Husni Mubarak after he was cleared by a prosecutor in a corruption case. However, there is an outstanding retrial on charges of complicity in the murder of protesters during the 2011 revolution that deposed him. Meanwhile, Egyptian security forces arrest Muslim Brotherhood head Mohamed Badie, who was charged in 7/2013 with inciting the murder of protesters. UN Secy.-Gen. Ban Ki-moon calls for the release of Pres. Morsi and says that“the political space for the Muslim Brotherhood should be expanded.” (NYT, REU 8/19)

Unnamed diplomats accredited to the UN’s International Atomic Energy Agency (IAEA) say that Iran seems to be continuing to convert quantities of uranium gas into reactor fuel, thus holding back growth of the stockpile deemed most sensitive by the international community. (REU 9/18)

PA Pres. Abbas meets with Quartet special envoy Blair in Jordan before leaving for Cairo to meet with Arab League FMs. Blair urges Abbas to continue low-level talks on borders; says he has urged Israel to make goodwill gestures to revive talks, including easing security restrictions in the West Bank and releasing prisoners. An anonymous Israeli official says that Israel has been discussing with the U.S. a unilateral “phased approach to reaching a final status accord” in absence of negotiations with the Palestinians. Israel’s Jerusalem municipal authority approves construction of 14 Jewish settlement housing units in Ras al-Amud in East Jerusalem. In Gaza, Israel permanently closes the Qarni crossing, shifting all import and export of goods to Kerem Shalom. It also allows Gazans to export tomatoes for the 1st time since 6/2007. Meanwhile, IDF troops on the n. Gaza border twice fire on Palestinian farmers who stray nr. the border fence, forcing them to leave. In the West Bank, the IDF demolishes 20 structures in Khirbat Tana, marking the 6th major demolition of the village; patrols and sets up checkpoints in Tulkarm town and r.c. in the morning; bulldozes a well nr. a settleronly bypass road outside Hebron; conducts late-night patrols in al-Til village nr. In Yemen, antigovernment protests have steadily picked up since 2/16, particularly in Sana’a and Taiz. Some scuffles between protesters and govt. supporters (thought to be plain-clothed security forces) have been reported, but protests are still largely nonviolent. (Amnesty International reports at least 27 protesters killed to date.) By this time, 10 MPs fr. Pres. Ali Abdullah Saleh’s ruling party have resigned in solidarity with protesters, and medical unions, entire tribes and villages, and lawyers’ and labor groups have joined demonstrations. Today, opposition figures, tribal leaders, and influential clerics present Saleh with a plan for his peaceful transition fr. power and meet with him late into the night to discuss it, but there is no immediate deal. In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. Hereafter, protests shrink in size (from the 1,000s to the 100s) but increase in frequency, becoming near daily events in Sana’a and Aden through the end of the quarter. (NYT, WP 2/3; NYT 2/4)
