In the West Bank, IDF troops punitively shut down a main road s. of Ramallah after Palestinians throw stones at Israeli settlers’ cars. The IDF conducts house searches and arrest raids nr. Hebron and Ramallah, assaulting 1 to the point of hospitalization; patrols nr. Qalqilya, Hebron, Tulkarm, Jericho, and Salfit. Also nr. Hebron, IDF troops violently disperse a peaceful demonstration with tear gas and stun grenades in Surayf village, injuring and detaining several Palestinians. Following Iranian officials’ separate meetings with the U.S. and Russian delegations in Geneva, Iran’s Dep. FM Abbas Araghchi says, “We remain hopeful and I think that if the other side has the necessary goodwill and determination, it will be possible to reach a deal,” reflecting the optimistic atmosphere surrounding the upcoming round of negotiations. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and 1 village each nr. Ramallah and Salfit; patrols in 4 villages nr. Ramallah, 2 villages nr. Hebron, 1 village nr. Jericho and in Salfit. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Nil‘in, and Wadi Fukin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. At an anti-occupation protest in Silwad nr. U.S. and Iranian officials meet for a 2d day of talks in Geneva, with the teams led by Dep. Secy. of State William Burns and Under Secy. of State Wendy Sherman, and Iran’s Dep. FM Abbas Araghchi, respectively. Separately, a report by the International Atomic Energy Agency (IAEA) leaked to the press says that Iran has failed to address concerns about suspected atomic bomb research. Tehran has reportedly only implemented 3 out of 5 agreed transparency steps. (AFP, AP, REU 9/5)

In the Gaza Strip, Israel Defense Forces (IDF) troops open fire on Palestinians throwing stones at their position nr. the border fence, causing no injuries. In the West Bank, IDF soldiers open fire on demonstrators in Hebron, wounding 2 with rubber-coated metal bullets, including a 14-year-old child who was blinded as a result. The IDF conducts house searches and arrest raids in Aida refugee camp (r.c.), Dahaysha r.c., and 1 village nr. Bethlehem at night; patrols in Qalqilya and 1 village nr. Hebron in the afternoon, and in 3 villages nr. Jericho, 2 villages nr. Ramallah, and 1 village nr. Hebron at night. Israeli settlers destroy 58 trees nr. Bethlehem. Meanwhile, IDF troops demolish an unauthorized structure in the Jewish settlement outpost Givat Assaf nr. Beit El. IDF troops violently disperse Palestinian, Israeli, and international protesters at a weekly demonstration against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Kafr Qaddum, where 1 is wounded by a rubber-coated metal bullet. In East Jerusalem, Israeli forces violently disperse a group of Palestinians in Issawiyya protesting the killing of 2 teenagers the previous day. Fifteen are injured with rubber-coated metal bullets. Talks between reps. of Iran and the P5+1 powers in Vienna end with no results. Senior Iranian nuclear negotiator Iran’s and Dep. FM Abbas Araghchi says that the meeting made “no progress.” An unnamed U.S. official claims there was “great difficulty” in moving toward a consensus, and reports “significant” differences in positions. Due to the lack of progress, Iran’s FM Mohammad Zarif and EU foreign affairs chief Catherine Ashton did not hold a concluding press conference as on previous occasions. Araghchi says there are further meetings planned in 6/2014, but gives no further details. Meanwhile, in comments given after a meeting with Israeli PM Benjamin Netanyahu in Jerusalem, U.S. Defense Secy. Chuck Hagel says that the U.S. is committed to “ensuring Iran does not get a nuclear weapon.” (AP, HA 5/16)

Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. IDF troops conduct 2 separate limited incursions nr. Khan Yunis to level land. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. Meanwhile, IDF sources say that they discovered a large bomb buried nr. the border fence in the s. Gaza Strip, the 4th such device discovered since the beginning of 2014. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 2 villages nr. Hebron in the afternoon. Secy.-Gen. of the Fatah Revolutionary Council Amin Maqboul says that the group’s reconciliation delegation head Azzam al-Ahmad will not travel to the Gaza Strip until Hamas agrees to general elections and the formation of a unity govt. (MNA 2/18)

Representatives of Iran and the P5+1 countries begin talks in Vienna to try and reach a comprehensive deal on Tehran’s disputed nuclear program. The P5+1 countries include the U.S., UK, France, China, Russia, and Germany. Bilateral talks between senior U.S. and Iranian officials take place on the sidelines. Under Secy. of State Wendy Sherman heads the U.S. delegation, with Iran’s Dep. FM Abbas Araghchi co-leading his side’s team with FM Mohammad Javad Zarif. (AP, REU 2/18)

In the Gaza Strip, Israeli forces open fire on Palestinian farmers close to the border fence nr. Khan Yunis, wounding 1. The army says it targeted the group because it was laying an explosive device. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 nearby villages at night; patrols in 1 village nr. Hebron in the afternoon, and in 2 villages nr. PA Pres. Abbas holds talks in Egypt with foreign ministers from Arab League mbr. states about the current state of the peace process. He also meets with Egyptian interim pres. Mansour to discuss regional developments and the national reconciliation effort with Hamas. (MNA 12/21)

Iran’s Dep. FM Abbas Araghchi says that talks in Geneva with reps. of the P5+1 are continuing for a 4th day and making slow progress. According to Araghchi, the issue of uranium enrichment is still a point of contention. (AP, JP 12/21)

In the West Bank the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in al-‘Arub r.c. and 1 village nr. Hebron, and in 1 village each nr. Qalqilya, Salfit, and Tulkarm; patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Ramallah and 1 village nr. Jericho at night. An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. Both men resigned on 11/13 in protest of the lack of progress in the talks; however, Erakat stayed on when Pres. Abbas requested. (MNA 11/21)

The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Minister of Education Ali Muhana calls on the teacher’s union to abide by the last agreement with the PA, reached in 9/2013 (see the QU in JPS 171 for more on the teacher’s strike). (MNA 11/21)

A 2nd day of talks in Geneva between reps. from Iran and the P5+1 ends without a breakthrough, as discussions continue about a potential interim accord. Iranian FM Mohammad Javad Zarif tells reporters that the talks are going well but “differences of views” remain. Iran’s Dep. FM Abbas Araghchi suggests that differences amongst the 6 world powers were complicating efforts. Meanwhile, U.S. Senate majority leader Harry Reid (D-NV) says that lawmakers will seek to impose new sanctions on Iran in 12/2013 if there is no deal. (AFP, AP, HA, REU 11/21)

Jenin gov. Talal Dweikat says that the Palestinian National Security Services have detained nearly 100 people in the n. West Bank as part of a drive to tackle disorder in light of a recent spate of protests and violent targeting of PA buildings. PA forces deployed in Jenin on 10/4 to crackdown on disorder that followed the killing of Islam al-Tubasi in 9/2013. (MNA 10/12)

Iran’s official news agency IRNA reports that Iranian FM Zarif will lead the nuclear negotiation team at a new round of talk with the P5+1 group on 10/15–16, but will only attend the opening session before handing over to Dep. FM Abbas Araqchi. The U.S. delegation is reportedly set to include Undersecy. of State Wendy Sherman—who will lead the team—as well as sanctions expert Adam Szubin, the director of the Treasury Dept.’s Office of Foreign Assets Control, or OFAC. Meanwhile, Israeli PM Netanyahu calls the leaders of France and Britain and urges them not to ease sanctions on Tehran, according to an Israeli govt. official. (AFP, AP, REU 10/12)

In the Gaza Strip, IDF troops open fire on Palestinian children close to the border fence nr. Jabaliya r.c., wounding 2. The IDF also opens fire on Palestinian fishermen working nr. Gaza City, injuring none but causing damage to their boats. In the West Bank, the IDF shoots and kills 1 Palestinian and wounds 2 others in Jenin r.c. after opening fire in clashes sparked by an arrest raid. The IDF conducts house searches and arrest raids in 1 village nr. Bethlehem at night; patrols in 2 villages nr. Jenin, 1 village nr. Nablus, and in Dahaysha r.c. nr. Bethlehem. During clashes in Dahaysha, the IDF wounds 1 Palestinian with a rubber-coated metal bullet. IDF troops also demolish 15 structures of Bedouin residents in the n. Israeli and Palestinian negotiating teams meet in Jerusalem to continue discussions taking place following the resumption of official peace talks. U.S. envoy to the peace process Martin Indyk joins the teams, following the previous session that lacked a U.S. presence. The Israeli delegation is headed by Tzipi Livni and Yitzhak Molcho, while the Palestinian side is led by Saeb Erakat and Mohammed Shtayyeh. Livni tells Israeli media that both sides have agreed on not sharing details of their discussions to build trust. (AFP, AP, HA 8/20)

Iranian Foreign Ministry spokesperson Abbas Araqchi hints that Tehran’s FM Mohammad Javad Zarif is poised to take over as negotiator in talks over the country’s nuclear program. Previous negotiator Saeed Jalili was one of the more conservative candidates defeated in the June 14 presidential election. (AP, NYT 8/20)

Turkish PM Recep Tayyip Erdogan accuses Israel of being involved in the military coup that removed Pres. Morsi in Egypt, though offers only a reference to a meeting between French intellectual Bernard-Henri Levy and Tzipi Livni as evidence of his claim. The Egyptian cabinet rejects the comments as baseless, and Erdogan’s remarks are also condemned by White House spokesperson Josh Earnest as “offensive.” (AP, REU 8/20)

Assailants attack security checkpoints in the n. Sinai towns of Shaykh Zuweid and al-Arish, killing one soldier. An army spokesperson says that preparations are underway for a large-scale operation in the Sinai, to target “terrorist and criminal cells.” The official says that there is coordination between Egypt and Israel over bringing military forces into the Sinai. In the Israeli media, Israeli army officers serving nr. the Egyptian border report that security coordination is in good shape despite the political turmoil.
