In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli forces demolished 1 Palestinian home in Yatta and 4 homes in Shaab al-Butum in the Masafer Yatta area. Israeli forces also closed al-Ibrahimi Mosque for Muslim worshippers. 4 Palestinians were arrested during raids in Qalqilya, Kafr Qalil, Jenin, and al-Asakra. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. The PA called the visit a “provocative step against the Palestinian people.” U.S. ambassador to Israel Tom Nides said any threat against the status quo is unacceptable. Jordan condemned the “storming” of the compound and said it required “international intervention,” before summoning the Israeli ambassador. France, Turkey, Egypt, the UAE, Qatar, Saudi Arabia, Islamic Jihad, Hamas, and the OIC also condemned Ben-Gvir’s actions. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. Israeli settlers also threw stones at a secondary school in Madama. Israeli forces shot and killed 1 Palestinian man near Silwad, alleging that the man had opened fire at Israeli forces in the area. Israeli forces also violently dispersed Palestinian protesters in Kafr Ein, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Nablus. Israeli forces also razed land in al-Walaja. Meanwhile, Israeli forces issued a stop-work order for a residential structure in Umm Qossa in the Masafer Yatta area. 20 Palestinians were arrested during late-night raids in Beit Duqqu, al-Asakra, Tuqu’, as-Samu, and Qalqilya. In the West Bank, Israeli forces demolished 8 houses under construction in al-Dyouk al-Tahta. 18 Palestinians were arrested during late-night raids in al-Khader, al-Asakra, Tadduh, Burqa, Nablus, Zawata, and Tulkarm refugee camp. 25 Palestinians traveled from the West Bank to Cyprus via Ramon airport in Israel. The Israeli airport authority said the flight was not part of the postponed plan for Palestinians to be able to use the Ramon airport south of the West Bank, which was shelved earlier this month. Thousands of Palestinians held in Israeli prisons began a protest against the Israel Prison Service, saying it had failed to ease punitive restrictions in the prisons. The Guardian reported that a CIA study of the material provided by Israel did not amount to evidence to support Israel’s claim that 6 Palestinian rights organizations should be categorized as terrorist organizations. The Israeli ministry of education told the Tel Aviv-Jaffa municipality that they could not use maps that depicted the Green Line for educational purposes or as posters in classrooms. After the municipality defied the ministry’s guidance and hung the maps up in some 2,000 classrooms, the ministry ordered the municipality to take them down on 8/24. It was reported that Iran had dropped some demands as the U.S. and Iran were getting closer to agreeing on reentering the Iran Nuclear Deal, through European intermediaries. Israel’s defense minister Benny Gantz said he was opposed to the nuclear deal and would travel to the U.S. this week to “exert influence on the matter.” Among the demands reportedly dropped by Iran was for the U.S. to remove the Iranian Revolutionary Guard Corps from its list of terrorist organizations. A U.S. district judge rejected Ben & Jerry’s request to prevent its parent company Unilever from selling Ben & Jerry’s ice cream in Israeli West Bank settlements. In the West Bank, 7 Palestinians were arrested during late-night raids in and around Hizma, al-Asakra, Budrus, Biddu, and Beit Sira. In East Jerusalem, Israeli forces assaulted Palestinians in the Old City after a confrontation between Israeli settlers and Palestinians. 6 Palestinians were arrested during late-night raids in Wadi al-Juz and al-Tur. A coalition of 26 organizations released a report, “Don’t Buy into Occupation,” exposing the financial flows into illegal Israeli settlements and detailing how 672 European financial institutions are part of financing 50 businesses operating in Israeli settlements. The report says that the financial institutions provide loans and underwritings of $114 billion and hold $141 billion in shares and bonds to the companies. (AHQ, WAFA 9/29)

Axios reported that U.S. president Joe Biden rejected meeting PA president Mahmoud Abbas at the UN. President Abbas’s aides had reached out to the U.S. administration several weeks before the UN general assembly convened last week but had had their proposal for the 2 to meet rejected. Abbas ended up attending the assembly virtually. (AX 9/29)
