Israeli prime minister Benjamin Netanyahu fired health and interior minister Arye Dery after the Israeli High Court of Justice ruled on 1/18 that Dery cannot serve as a minister since he was convicted of a crime last year. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Elsewhere, Israeli forces seized 2 residential tents in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Jamma‘in, ‘Ayn Bus, Nablus, al-Janiya, Silwad, and Hebron. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf told reporters that the U.S. is concerned about the security situation in the West Bank and cited economic conditions as a direct factor. (AX, HA 9/14; MEMO 9/15)

Axios reported that the EU special envoy for the Israeli-Palestinian peace process Sven Koopmans had complained to the Israeli foreign ministry that his requests for meetings with prime minister Yair Lapid, president Isaac Herzog, and defense minister Benny Gantz had been denied. (AX 9/14)

In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved. The Washington Post reported that in the upcoming book, The Divider: Trump in the White House, 2017-2021 by Peter Baker and Susan Glasser, it is said that former U.S. president Donald Trump offered King Abdullah II of Jordan the West Bank. In the West Bank, Israeli settlers set up a settlement outpost outside of the Metzad settlement near Wadi Sa‘ir. Israeli forces shot and killed 1 Israeli soldier near the Separation Wall west of Tulkarm; the killing was described as “friendly fire.” Israeli forces also violently dispersed Palestinian protesters in Beit Lid. Elsewhere, Israeli forces demolished 3 agricultural structures in Burqa, Kafr ad-Dik, and Battir, and seized water pipelines and agricultural tools in Ras al-Ahmar. Israeli forces also violently dispersed Palestinian protesters at the Qalandia checkpoint, causing tear-gas related injuries. 21 Palestinians were arrested during late-night raids in Deir Abu Mash‘al, Birzeit, Beit Fajjar, Dheisheh refugee camp, Asira ash-Shamaliya, Silat ad-Dhahr, and Zabbuba. An Israeli military judge rejected an appeal to release Khalil Awawdeh from administrative detention. Awawdeh, who is hospitalized in critical condition, has been on hunger strike for 155 days in protest over his administrative detention. Iran responded to the EU draft text to reinstate the Iran Nuclear Deal by asking the U.S. to show flexibility on 3 issues. It was unclear what the 3 issues were, but Iran said that if the 3 issues were resolved, an agreement could be made this week. (HA 8/16; AX, HA, MEE, MEMO, REU 8/18)

In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Israeli settlers with military escort raided Kafr Haris and Sabastiyya, closing off areas of both towns for Palestinians. Israeli forces issued demolition orders against 64 Palestinian-owned structures in Ras al-Ahmar. Israeli forces also delivered demolition notices for 2 residential structures and 2 agricultural structures in al-Jiftlik. 19 Palestinians were arrested during raids in and around Ras Karkar, Dayr Jarir, Bayt Umar, Yatta, Tulkarm, Jenin, and Tubas. In East Jerusalem, Israeli forces demolished 1 car repair shop, 1 garage, 2 rooms in Issawiyya, and seized vending stalls near the Haram al-Sharif compound. 1 Palestinian was arrested during a house raid in Ras Khamis. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

An Israeli planning commission approved 540 new settlement units in Har Homa in East Jerusalem between the city and Bethlehem. The Jerusalem District Planning Committee will need to give the final approval to 540 units on 4/21. The PA condemned the decision. (HA, WAFA 4/7; MEMO, TOI 4/8)

1 Palestinian prisoner in administrative detention suspended his 47-day-long hunger strike after being promised that Israel would set a date for his release. (WAFA 4/7)

Palestinian human rights activist Issa Amro was acquitted of all charges in a Palestinian court. He had been charged with insulting higher authorities, causing public strife, and disturbing public order after writing criticism about the PA. (Twitter 4/7; Twitter 4/8)

Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The Jordanian government has banned all national outlets from covering the issue. U.S. president Joe Biden assured Abdullah II of his support in a call. (AJ, AP, REU 4/6; AJ, AP, HA, HA, REU 4/7)

The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. The U.S. also said it was ready to lift “sanctions that are inconsistent with the JCPOA [Joint Comprehensive Plan of Action]” on Iran. The announcement came as indirect talks about the U.S. rejoining the Iran nuclear deal, brokered by the EU, were underway in Vienna. (HA 4/8)

Axios reported that the U.S. has asked Israel to provide the water to Jordan it requested last month, but that Israel is said to withholding due to prime minister Benjamin Netanyahu’s personal feud with King Abdullah II, which has been growing in recent months and straining the 2 countries’ relationship. Israeli forces also delivered a demolition order for a house under construction in Khirbet Ras al-Ahmar. 5 Palestinians were arrested during raids in Hebron, Yatta, Jenin, and Atuf. In East Jerusalem, 6 Palestinians were arrested, including 5 protesting the razing of land in Silwan and 1 in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of Abasan, Dayr al-Balah, al-Bureij refugee camp, Khuza‘a, and north of al-Sifa; no injuries were reported. The PA said it will receive its 1st doses of COVID-19 vaccines in March from the company Astro-Zeneca. The PA foreign ministry also said in a statement that Israel is “ignoring its duties as an occupation power and committing racial discrimination against the Palestinian people, depriving them of their right to health care . . . The search by the Palestinian leadership to secure the vaccines from various sources doesn't exempt Israel from its responsibilities towards the Palestinian people in providing the vaccines.” Many human rights organizations, Amnesty International amongst them, have maintained that it is Israel’s responsibility to provide vaccines to the Palestinian people it occupies, a responsibility Israel denies, citing the Oslo Accords. Israel has been vaccinating Palestinian citizens of Israel and Palestinian residents of East Jerusalem along with Israeli settlers in the West Bank. In Lebanon, residents of Beirut complained about low-flying Israeli jets, which is said to become more frequent. On 1/8, an Israeli fighter jet flew over Lebanese air space for 6 hours. UNIFIL has said the Israeli violation of Lebanese air space is a near daily occurrence. (AA, BB, HA 1/10)

In the West Bank, 1 Israeli settler was killed near the Migdal Oz settlement; there was no identified suspect. After the settler’s body was found, Israeli forces set up roadblocks in the area south of Bethlehem. Israeli settlers later in the day threw stones at Palestinian vehicles north of Ramallah. Israeli authorities gave demolition notices for 4 residential houses and an industrial structure in Bayt Awa near Hebron. Israeli forces seized a Palestinian-owned tractor in Ras al-Ahmar in the Jordan Valley. 6 Palestinians were arrested during late-night raids in and around Jenin, Kafr Nimeh, and Jalazun. An Israeli court ruled that 6 Palestinians from the bedouin village of al-Araqib in southern Israel have to pay $372,000 for their own evictions. Al-Araqib was last demolished on 8/5 for the 149^th time since 2010. (HA 8/8)

In the West Bank, 4 Palestinians were injured by live ammunition and others suffered injuries from rubber-coated bullets and tear gas during a confrontation between Israeli forces and Palestinians ahead of a visit of some 1,200 Israeli settlers to Joseph’s Tomb. According to Israeli forces, a bomb was discovered at the holy site. Elsewhere, 8 Palestinians were arrested during late-night raids in and around Hebron and Jenin. Israeli forces also demolished several Palestinian-owned tents and shacks in Ras al-Ahmar in the northern part of the Jordan Valley. Near Hebron, Israeli forces sealed off a road connecting Khirbat Shaab al-Butum and Ma’in. Israeli forces also sealed off a road connecting villages west of Ramallah. In East Jerusalem, Israeli forces arrested 7 Palestinians from Issawiyya and Israeli police summoned a 4-year-old Palestinian boy from Issawiyya for questioning for allegedly throwing stones at Israeli police. Off the coast of Gaza, Israeli forces opened fire on Palestinian fishermen during 2 separate incidents; no injuries were reported. Israeli forces also fired several flare bombs across the Gaza fence. In the West Bank, Israeli forces demolished 6 residential tents, 6 livestock enclosures, 2 animal barns, 45 water barrels, and solar panels belonging to 2 Palestinian families in the Ras al-Ahmar area of the Jordan Valley. In Umm al-Khair south of Hebron, Israeli forces demolished a residential structure. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Salfit. In Gaza, Israeli authorities closed the Gaza fishing zone after 5 fires broke out in southern Israel. Israeli authorities claimed that the fires were ignited by incendiary balloons from Gaza. After closing the fishing zone, Israeli forces claimed to have intercepted a rocket fired from Gaza and subsequently struck targets in Gaza. Along Gaza’s border fence, unidentified Palestinians open fire on Israeli troops across the fence near Gaza City, injuring 1 Israeli soldier. In response, Israeli artillery shell a Hamas observation post in the area and the IAF conducts a number of air strikes on Hamas posts in central and southern Gaza; 3 Palestinians are killed and 1 more is injured. In the West Bank, Israeli forces confiscate a Palestinian tractor from Ras al-Ahmar village nr. Tubas and deliver stop-work orders for 12 Palestinian projects under construction nr. Hebron. IDF troops arrest 5 Palestinians during late-night raids nr. Tulkarm, Jenin, and Nablus; and patrol nr. Nablus, Qalqilya, and Hebron. Unidentified assailants throw rocks at a bus nr. Bethlehem, breaking a windshield and injuring 3 IDF soldiers. In East Jerusalem, more than 60 Orthodox Jews tour Haram al-Sharif; Israeli forces arrest 5 who attempt to pray at the sanctuary. Israeli forces arrest a Palestinian at an entrance to the Old City, alleging that she was preparing to stab them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no damage or injuries. In n. Israel, Israeli forces demolish a Palestinian’s home in Hurfish village on the grounds that it violated construction regulations. In Cairo, Obama gives a major address calling for a “new beginning” in relations btwn. the U.S. and the Muslim world, acknowledging historic missteps btwn. the two, stressing mutual interests and respect to combat stereotypes. He refers to Israel’s “occupation” as “intolerable” and notes the “daily humiliations—large and small” that Palestinians suffer, but also stresses the U.S.’s “unbreakable bond” with Israel. In the West Bank, the IDF demolishes about a third of the Jordan Valley Bedouin community of Khirbat al-Ras al-Ahmar, razing 15 residential structures, 30 animal pens, 18 traditional ovens, displacing 128 Palestinians who have resided in the area since the 1960s, including 66 children, confiscating a tractor and water tank; fires rubber-coated steel bullets at stone-throwing Palestinians demonstrating against the separation wall in Bil‘in; conducts late-night arrest raids, house searches nr. Nablus. Right-wing Jewish settlers send a letter to an IDF general threatening him and his children, and equating soldiers who evacuate settlement outposts with Nazi collaborators.
