In the West Bank, Israeli settlers stole ladders, cloth, and saws used for olive harvesting in Jalud. Israeli forces demolished 3 residential structures near Abu Dis. 2 Palestinians were arrested during late-night raids in and around Kafr Malik and Bethlehem; during raids in Kafr Malik, Tammun, and Jab‘a, confrontations with Palestinians erupted, leading to tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 store and 1 apartment in Sur Bahir. 3 Palestinians were arrested in and around the Old City, al-Tur, and Shu‘fat refugee camp. Israeli prime minister Benjamin Netanyahu and U.S. ambassador to Israel David Friedman signed an agreement on scientific cooperation, which extends the area that the U.S. considers Israel to Israeli settlements in the West Bank and the Golan Heights. In a statement, Ambassador Friedman said that the agreement “remove[s] geographic restrictions . . . These geographic restrictions are no longer consistent with U.S. policy.” According to Haaretz, the American casino magnate Sheldon Adelson, who is a major donor for U.S. president Donald Trump and the Ariel University in the Ariel settlement, where the signing ceremony was held, has been pressuring the U.S. administration to fast-track the agreement. Member of the executive committee of the PLO Hanan Ashrawi said that President Trump is seeking to bolster his position in the presidential race by making “a clear recognition of Israel’s annexation of Palestinian territory,” calling the U.S. an active participant in war crimes. In the West Bank, Israeli settlers stole olive harvests from Palestinian farmers near Awarta. Elsewhere, in Rujib, Israeli settlers threw stones at Palestinians harvesting olives. Israeli settlers also flooded Palestinian-owned farmland with sewage discharge in Dayr al-Hatab. Israeli forces detained 12 Palestinians on their way to work in Israel at the Barta‘a crossing. Israeli forces also prevented Palestinian farmers access to their land on the other side of the separation wall near Salfit. U.S. ambassador to Israel David Friedman attended the opening of the Ariel settlement’s new medical school partly financed by American casino magnate Sheldon Adelson. Ambassador Friedman said at the opening, “A new medical school has opened in Samaria [the West Bank] . . . How many people had ever thought that those words would ever be spoken? We at the State Department are very proud to work so closely with Ariel University, along with other universities in Israel.” (JP, TOI 10/27; HA 10/28)

In the West Bank, Israeli forces violently dispersed the weekly protest in Bil‘in west of Ramallah. 1 Palestinian was also injured after Israeli forces violently dispersed a protest with rubber-coated bullets and tear gas in Kafr Qaddum. Elsewhere in the West Bank, 1 Palestinian was shot and injured by Israeli settlers raiding the village of Burin south of Nablus. The Palestinian was rushed to a hospital in Nablus for treatment. In Hebron, 1 Palestinian was shot and injured by a rubber-coated bullet by Israeli forces and another suffered from tear gas inhalation in clashes between Palestinian residents and Israeli forces. Israel’s Council for Higher Education passed a vote approving a medical school in the settlement of Ariel in the West Bank and connected to Ariel University. In Gaza, a 15-year-old Palestinian was shot dead and 66 others injured by Israeli live fire during the weekly Great March of Return protest east of Jabaliya refugee camp. This brings the death toll stemming from the Great March of Return to 218. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. In a press release by the World Health Organization, a call was made for Israel to protect health workers in Gaza and said it had recorded 3 deaths and 731 injuries among health workers since the Great March of Return began on 30 March 2018. (WAFA 4/13)

Unidentified Israeli officials tell the Jerusalem Post that unofficial, informal talks under EU auspices are taking place between Israeli and Palestinian academics and former political and military leaders. These discrete dialogues are looking at final-status issues like Jerusalem in order to come up with recommendations for steps that could be taken by both sides. (JP, REU 1/8)

Israel’s Jerusalem municipality demolishes a Palestinian home in Silwan in East Jerusalem on the basis that it was built without a permit. In the West Bank, the IDF conducts house searches and arrest raids in al-‘Arub r.c. nr. Hebron, ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, and 1 village nr. Bethlehem at night. (WAFA 1/8; PCHR 1/10)

Israel’s education min. Gideon Sa’ar convenes an unscheduled meeting of the Council for Higher Education in order to officially endorse the university status of Ariel settlement’s college. Speaking at Ariel University on the same day, PM Netanyahu says the settlement will ‘‘always remain under Israeli sovereignty.’’ (HA, JP 1/8)

Palestinian PM Salam Fayyad says that the PA is on the verge of bankruptcy, but that he is not afraid of popular protests against the PA similar to those that took place in 9/2012 (see Quarterly Update in JPS 166). Fayyad points out that international aid to the PA dropped from $1.8 b. in 2008 to $1 b. in 2011. (JP 1/8)

Pro-Asad Palestinian factions in Damascus call for a cease-fire after a month of fighting in Yarmuk r.c. A statement signed by the PFLP–GC, the Democratic Front for the Liberation of Palestine, and the Nidal Front says that Palestinians in Syria must remain ‘‘neutral.’’ (AJE, Guardian 1/8)

Israeli naval vessels open fire on Palestinian fishermen 6 naut. mi. from the Gaza shore nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 3 villages nr. PA pres. Abbas tells Israeli newspaper Ha’Aretz that if both settlement construction and the diplomatic stalemate continue after the forthcoming Israeli elections, he will dismantle the PA. He also says that Israel has reduced security cooperation with the PA since the UN vote in 11/2012. Abbas says he does not intend to bring charges against Israel at the ICC in The Hague, at least ‘‘as long as there are diplomatic negotiations.’’ Meanwhile, UK min. for the Middle East Alistair Burt condemns Israel’s plans to expand settlements in East Jerusalem and its official recognition of Ariel University Center as a university in unusually strong terms that refer to the Geneva Conventions. Kadima chair Shaul Mofaz warns that Israel might be on the brink of a 3d intifada. Israeli media report an increasing number of small-scale clashes between Palestinians and the IDF in different locations throughout the West Bank since the end of Operation Pillar of Defense, including stone-throwing Palestinians attacking Israeli vehicles and IDF troops. Hamas issues an order banning Palestinian journalists in the Gaza Strip from working with or giving interviews to the Israeli media, and instructs government officials similarly. Meanwhile, Fatah cancels its anniversary celebrations in Gaza, citing Hamas’s refusal to agree to their proposed locations for the event. (Guardian, MNA 12/27)

In Syria, 4 Palestinians are killed when Syrian government forces shell Yarmuk r.c. nr. Damascus, the 1st attack of its kind since the rocketing of the camp on 12/16 that killed at least 25 people. (NYT 12/27; MNA 12/28)
