The EU’s Ashton meets again (see 1/25/11) with Abbas in Amman to urge him to continue the talks. Afterward, Jordanian FM Judeh states that no further Israeli-Palestinian talks are scheduled, as the sides need to “assess where we are and how to move to the next stage.” Meanwhile, PLO EC mbr. Hanan Ashrawi says: “There has been no progress whatsoever. . . . There are no talks anymore. We don’t want to be complicit in this game of deception.” (HA 1/26, REU, WP 1/27, Asia Times 1/31)

IDF troops on the s. Gaza border fire warning shots at Palestinian farmers who stray too nr. the border fence e. of Khan Yunis, forcing them to flee. In the West Bank, the IDF patrols in 5 villages nr. Ramallah and 2 nr. Jericho in the morning; patrols in 1 village nr. Jericho and 1 nr. Salfit in the afternoon; patrols in Kafr Qaddum late at night; conducts late-night arrest raids, house searches nr. Hebron; escorts Jewish settlers enter Kafr Haris village nr. Palestinian and Israeli negotiators hold a 5th round of talks in Amman. Molcho verbally outlines Israel’s guiding principles on borders and security, offering nothing new and putting nothing in writing. Afterward, Abbas meets with King Abdallah and issues a statement saying the exploratory talks with Israel have ended without progress; the Palestinians will weigh their next steps in consultation with the Arab League at a meeting in Cairo on 2/4 (later moved to 2/12). He says: “If we demarcate the borders, we can return to negotiations, but the Israelis do not want demarcation of borders.” Israel sticks by its position that Israel technically has until 4/3 to produce position papers (since teams began meeting on 1/3) and that if the Palestinians refuse to continue talks until 4/3, it is they who are walking away fr. negotiations. EU foreign policy chief Catherine Ashton, already in the region, meets separately with PA Pres. Abbas and Israeli PM Netanyahu to urge them to keep the talks going, especially pressing Israel to make some kind of confidence-building gesture (she recommends transferring more authority to the PA). Late at night, after these meetings, the Israeli team gives the Palestinians a document (not released) that puts the guiding principles in writing (reportedly including Israeli control over Jerusalem, the Jordan Valley, and almost all settlements); no maps are included. UN Secy.-Gen. Ban Ki-Moon says he will make his own visit to the region in the next week to encourage the sides to continue talks. The IDF demolishes a Palestinian home adjacent to Carmiel settlement nr. Hebron. A Palestinian is killed when he is accidentally buried by a supply of construction gravel being transported through a smuggling tunnel. (PCHR 1/26; OCHA 2/3)

Mitchell goes to Beirut to brief Lebanese officials on the Israeli-Palestinian talks, informing them that the U.S. will push for a comprehensive Israeli-Arab peace that would include Lebanon and Syria. (Asia Times 9/16)

Israel seals the West Bank through 9/18 for the Yom Kippur holiday. Overnight in the West Bank, an IDF special forces unit raids the home of local IQB cmdr. Iyad Abu Shilbaya in Nur Shams r.c. nr. Tulkarm, fatally shooting him at close range in his bedroom, in what Hamas and the PA both call an assassination. The IDF says it received intelligence that Abu Shilbaya might be armed and fired on him “when they felt their lives were threatened.” Hamas vows revenge against Israel and the PA, accusing the PASF of collusion, noting that they arrested Abu Shilbaya just days before. Simultaneously with the assassination, the IDF conducts arrest sweeps in Nur Shams, detaining 11 suspected Hamas mbrs. During the day, Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 10s suffer tear gas inhalation and 1 Palestinian is moderately injured. Clinton meets with Abbas in Ramallah, then stops in Amman to brief King Abdullah on the Sharm al-Shaykh talks. Clinton and Mubarak issue statements saying that they have jointly recommended a short 3 or 4 mo. extension to the settlement freeze during which Israel and the PA would focus on border issues in hopes of solving which settlements would stay and go under final status. Abbas states: “We all know there is no alternative to peace other than negotiating peace, so we have no alternative but to continue peace efforts.” (NYT, WP 9/17)

Mitchell goes to Damascus to brief Syrian pres. Bashar al-Asad on the peace talks, saying for the first time that the U.S. intends to push for renewed Israeli-Syrian peace talks parallel to Israeli-Palestinian talks. (Asia Times 9/16)

In Gaza, a Palestinian teenager shot by the IDF during its 5/7 Abasan raid dies. In the West Bank, the IDF conducts latenight arrest raids, house searches in Hebron. As has occurred on numerous occasions since Israel’s 2005 disengagement, 100s of Jewish settlers temporarily set up tents at the site of the evacuated Homesh settlement in the c. West Bank, vowing to rebuild the settlement and challenge any government efforts to remove additional settlements; the IDF closes off Palestinian traffic to the area and observes but does not intervene. Hizballah leader Hasan Nasrallah makes a speech accusing Lebanese PM Fuad Siniora’s government of launching a war against Hizballah, warning of increased conflict if the 5/6 decisions are not reversed. Soon after, Hizballah sends more gunmen into Beirut’s streets and clashes intensify, especially in the mixed Sunni-Shi‘i neighborhoods of Mazra‘a and Ras al-Naba’a, and include machine gun and RPG fire, leaving 6 Lebanese dead, 8 wounded. In the West Bank, the IDF sends an undercover unit into Nablus in cars with Palestinian license plates to arrest 2 Palestinians drinking tea outside a home; conducts late-night arrest raids, house searches in and around Hebron, in Jenin town and r.c. Jewish settlers fr. Kiryat Arba beat a local Palestinian. Meanwhile, the PA’s new Jenin security force makes a predawn incursion into Qabatya, an Islamic Jihad stronghold, clashing with local gunmen, critically wounding a Palestinian student with a gunshot to the head and shooting 2 Islamic Jihad mbrs. in the legs. The Lebanese government declares illegal a private telephone network covering s. and e. Lebanon run by Hizballah, calling it a threat to national security; also removes Brig. Gen. Wafiq Shuqeir as security chief at Beirut International Airport for his alleged Hizballah sympathies. The IDF raids a section of Gaza City nr. Netzarim settlement, occupies an abandoned house, shells a house (causing extensive damage but no injuries), bulldozes 20 dunams of land. The IDF also bulldozes 4 Palestinian homes, 2 “animal farms,” 45 dunams of land, an irrigation network in Khan Yunis; razes 10s of dunams of citrus trees nr. Bayt Lahia; conducts house searches, arrest raids in Jenin r.c., Qalqilya. A Palestinian fires on, tosses a grenade at an IDF post nr. Bayt Hanun (causing damage but no injuries), escapes. The International Court of Justice (ICJ) issues its nonbinding opinion on the separation wall, ruling (14-1, with only American judge Thomas Buerghenthal dissenting) that segments built on occupied Palestinian territory violate international law and should be removed or not built.
