Israeli settlers also kill 2 Palestinian-owned sheep in Kisan. Israeli forces shoot and kill a Palestinian man at the Annab checkpoint near Tulkarm, claiming he had opened fire at the soldiers. Israeli forces shoot and injure 2 Palestinians during raids in Beit Furik and al-Bireh. Elsewhere, Israeli forces assault 2 Palestinians in Ya’bad and seize a vehicle and a forklift. Israeli forces also demolish a home in Lasifar in the Masafer Yatta area and a water well in Ras Atiya. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb al-Mawasi, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Rafah, killing at least 195 people. Israeli forces also shoot and kill several Palestinians with live ammunition in Khan Yunis. A video released by ITV News shows a man being interviewed while holding a white flag shortly before Israeli snipers shoot and kill him. Meanwhile, Israeli forces attack people fleeing from Khan Yunis to Rafah with both live ammunition and tank fire. In Lebanon, Hezbollah forces fire 12 missiles at an Israeli air base on Mount Meron; no damage is reported. In Syria, U.S. forces kill 2 people in an airstrike near the Iraqi border. More than 25,490 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 63,345 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 364 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,348 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,203 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The Israeli military says its forces have encircled Khan Yunis and issued an evacuation order for parts of the city affecting 500,000 people. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. In response, U.S. secretary of state Antony Blinken says “[w]hen it comes to the permanent status of Gaza going forward, we have been clear, we remain clear about not encroaching on its territory.” France also says it opposes Israeli plans to reduce the size of Gaza. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. PA foreign minister Riyad al-Maliki tells the council that Israel will continue killing Palestinian civilians if the council does not act. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. In the West Bank, 3 Israeli settlers, including 2 minors, were shot and injured in a drive-by shooting outside of the Tekoa settlement south of Harmala. Israel said its military had arrested a Palestinian suspect near Bethlehem. Israeli settlers threw stones at Palestinian vehicles traveling near Beitin and Haris, causing damage. Israeli settlers also set fire to olive trees and attacked Palestinian homes in Burin. When Israeli forces arrived, they fired tear gas at Palestinians trying to fend off the settlers. Israeli forces shot and injured 1 Palestinian during a raid in Shufa. Israeli forces also shot and injured 2 Palestinians with baton rounds and injured others with tear gas during a raid in Bethlehem. Elsewhere, Israeli forces seized 1 bulldozer in Barta’a. 7 Palestinians were arrested during late-night raids in Tell, Qusin, Yatta, Abu Nujaym, and Arrabah; 1 Palestinian was shot and injured with live ammunition during the raid in Tell. The Israeli-run Jerusalem Municipality approved 4 building permits, laying the foundations for construction of the new Israeli settlement Givat Hamatos in East Jerusalem. Applications for construction of 900 housing units are pending approval. (FMEP, Ir Amim 7/21)

Hamas said it was unable to pay around 50,000 public sector workers due to a delay in receiving monthly aid from Qatar. (REU 7/16)

The Israeli foreign and defense ministries amended rules to allow U.S. citizens of Palestinian, Syrian, and Iranian background to enter Israel and Palestine through the Ben Gurion Airport and not have to undergo additional screening at an Israeli embassy. The changes were made to satisfy U.S. demands to admit Israel into the Visa Waiver program. U.S. citizens who live in Gaza will continue to have to go through the Allenby crossing and receive special permission 45 days in advance of their travels. (HA 7/16; HA 7/19)

In the West Bank, Israeli settlers with a military escort raided Deir Dibwan, setting fire to trees; 1 Palestinian was injured by live ammunition fired by Israeli forces during the raid. Israeli forces also shot a 5-year-old Palestinian boy in the eye with a rubber-coated bullet in Bizarya; the boy’s eye was later removed at a hospital. Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. The Israeli state prosecutor closed a probe into the Israeli police’s killing of 1 Palestinian citizen of Israel near the Haram al-Sharif compound on 3/31. Israeli police claimed that no cameras caught the incident as the police officers’ body cameras were turned off and that the incident happened in a blind spot for surveillance cameras. Palestinians have contested the police’s narrative and several organizations have questioned the notion that no camera would have caught the incident given that the area is heavily surveilled. An Israeli court ruled that Israel’s interior minister does not have the authority to revoke residency status and citizenship from relatives of Palestinians who are accused of attacking Israelis as a means of deterrence. (HA 4/13)

Human Rights Watch reported that the PA refused to renew the registration of the rights organization Lawyers for Justice that represent Palestinians detained by the PA. (HRW, TOI 4/13; AP 4/14)

13 Democrats in the U.S. House of Representatives, headed by Jamaal Bowman (D-NY), and Bernie Sanders (D-VT) in the Senate wrote a letter to U.S. president Joe Biden and Secretary of State Antony Blinken urging them to shift U.S. policy on Israel-Palestine. The letter mentioned the worsening violence, Israel’s “further annexation of land, and denial of Palestinian rights.” The group also said that U.S. taxpayer money should not be used for Israeli settlement projects and the U.S. should investigate if U.S. military aid violates the Leahy Law. In the West Bank, 1 Israeli settler was shot and injured while driving in Huwwara, Israeli forces then shot, injured, and arrested a Palestinian man alleging that he was the perpetrator and closed a number of checkpoints in the area. Israeli settlers threw stones at Palestinian vehicles traveling near Baytin, causing damage. Israeli forces forced Palestinian farmers to leave their land in al-Khader. In East Jerusalem, 2 Israeli settlers broke into the Church of Gethsemane in the Old City and attempted to vandalize church property before being confronted by a Palestinian. Israeli settlers toured the Haram al-Sharif compound. 2 Palestinian minors were arrested during a raid in Silwan. In Syria, 1 member of Islamic Jihad was shot and killed by unknown perpetrators using a weapon equipped with a silencer outside of his home near Damascus. Islamic Jihad said that he was “assassinated by gunfire that carries the fingerprint of the Zionist enemy.” (AP, HA 3/19; ALM, AP 3/20)

At a summit in Sharm El Sheikh, attended by officials from the PA, Israel, Egypt, Jordan, and the U.S., Israel said it would halt discussions for new settlements for 4 months and halt authorization of settlement outposts for 6 months. The parties also agreed to de-escalate tensions, create a political horizon, and let the PA police Area A. The PA’s participation was criticized and condemned by Hamas, Islamic Jihad, and other Palestinian parties. Speaking in Paris, Israeli finance minister Bezalel Smotrich told the audience at a memorial ceremony that “there is no such thing as Palestinians because there is no such thing as a Palestinian people,” calling the term an invention. Smotrich then said that he and his family are the real Palestinians. The French government had announced that no officials would meet Smotrich during his trip to the country. Israeli forces violently dispersed Palestinian protesters at the Qalandia checkpoint, injuring 1 with a baton round, 2 with a tear-gas canister, and others with tear gas. Israeli forces also shot and injured 1 Palestinian with a baton round during a raid in al-Arroub refugee camp. Elsewhere, Israeli forces fired tear gas near a school in Hebron, causing tear-gas related injuries to students. Israeli forces also demolished 1 agricultural structure and uprooted 15 olive trees near Dura and seized agricultural machinery in Khirbet Umm al-Jamal near Tubas. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Nablus, Bayt Ibia, Jaba‘, and Dahariya. Israel said it had arrested 1 Palestinian man on 11/29 who the Shin Bet suspect carried out the 2 bombing attacks in Jerusalem on 11/23, which killed 1 man. The Palestinian man is said to be a supporter of Islamic State and to have acted alone. (AJ 12/27)

The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. The Knesset passed a bill amending the citizenship law to ban Palestinians from the West Bank and Gaza married to Israeli citizens from obtaining Israeli residency or citizenship. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel.
