Bowing to Washington, OPEC agrees to boost oil output. (Iran refuses to sign the agmt. in protest to the U.S. but agrees to comply in effect.) Clinton calls the move "good news . . . for the American consumer," but many OPEC officials complain that the heavy-handed U.S. pressure (especially fr. Energy Secy. Bill Richardson, who hopes to be chosen as VP Al Gore's running mate for the 11/00 U.S. elections) makes their own political and economic situations more awkward. Israel takes delivery of the 1st of 3 German submarines capable of carrying nuclear-armed cruise missiles, which will make its nuclear arms less vulnerable to preemptive strike. Israel ordered the subs fr. Germany after failing to find a U.S. firm that would build what it wanted. Following disclosure that German companies supplied material to Iraq's chemical weapons program, Germany agrees to pay for 2 of the 3 subs, which are the most technically advanced of their kind in the world. U.S. fires on Iraqi radar station in s. Iraq after it locks radar on a British plane patrolling the southern no-fly zone. The missile misses the station, hits a nearby reservoir. UNSC votes unanimously to ban international travel by Iraqi officials, to postpone review of sanctions until Iraq cooperates with UNSCOM by allowing Americans on inspection teams. Resolution does not threaten use of force, but U.S. Amb. to the UN Bill Richardson says U.S. is considering a military option.
