The Palestine Chronology

In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. In Tel Aviv, Israelis protested for the twentieth week in a row against the government’s planned judicial reform. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. Gaza’s power plant begins operating on 4 turbines for the first time since 2006, after Israel (in a gesture to mark Ramadan) allowed the UN Development Program to import new transformers to replace those destroyed by an Israeli air strike in 2006. The improved capacity of the plant and additional Israeli fuel imports to mark Ramadan reduce rolling blackouts across Gaza to 8–10 hrs./day (down from around 12 hrs./day in recent months). The IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; conducts synchronized patrols in 4 villages nr. Jenin at midday; patrols in alNabi Salih in the afternoon, firing rubbercoated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them (causing no serious injuries); and conducts synchronized patrols in 2 villages nr. PA Fin. Min. Nabil Kassis says the government is finding it harder each month to meet its routine budget expenses because donors, including the U.S. and Arab states, have failed to fulfill their 2012 pledges. The PA had hoped to close a $1.1 b. gap in its $4 b. budget, but is expected to fall short by $250,000, despite increasing taxes and making cuts to subsidies. (WT 7/27)

Republican candidate Mitt Romney begins a 6-day international tour of Britain, Israel, and Poland to point up his foreign policy skills. The theme of the trip is ‘‘the importance of locking arms with the nation’s allies.’’ Aides say that on the Middle East, Romney intends to highlight differences with Obama over plans for the peace process, support for Israel, Iran’s nuclear program, and the U.S. withdrawal from Afghanistan. The International Israel Allies Caucus Foundation (formed by Israeli Knesset mbrs. and mbrs. of the U.S. House of Representatives in 2008) sponsors 2 panels on Capitol Hill to mark nearly 20 yrs. since the signing of the 9/2003 Oslo Accord and to discuss how to move the peace process forward. Speakers include former State Dept. adviser to the negotiations Aaron David Miller, Likud MK and avid settlement supporter Danny Danon (who supports annexation of the West Bank except for the Palestinian population, which would be left to fend for itself), right-wing settler leader and former MK Rabbi Benny Elon (who supports annexation of the West Bank and creation of a Palestinian state in Jordan), and Israeli negotiator to the Oslo talks Yossi Beilin (who says: ‘‘My interest is not necessarily a Palestinian state. All I want is a Jewish majority forever.’’), and Jerusalem Post dep. managing editor Caroline Glick (who says Oslo was destined to fail because Palestinian leaders ‘‘raised a generation of kids who value death’’). The only representative of the Palestinian viewpoint, American Task Force on Palestine (ATFP) dir. Ghaith al-Omari, praises Oslo for establishing a sense of ‘‘mutual respect’’ necessary for moving talks forward and calls for a quick resumption of negotiations. Elon responds that there will be no progress until the Palestinians understand that the Jewish people ‘‘are back in Zion, back in Jerusalem.’’ (WJW 7/26)

The IDF demolishes 4 Palestinian homes in Rafah, 3 in Yatta; conducts arrest raids in Jenin. In Jerusalem, some 20,000 Jewish settlers demonstrate against the Aqaba summit. Palestinians fire a mortar at a Jewish settlement, a rocket at an IDF post, both in Gaza, causing no damage or injuries. In a move deliberately timed with the Aqaba summit, Tourism M Benny Elon begins work to set up offices of the pro-transfer Moledet party in 1 of the 2 Palestinian homes next to the U.S. consulate in East Jerusalem’s Shaykh Jarrah neighborhood that Jewish settlers have been trying to seize for 1 yr. The IDF conducts arrest raids in Hebron, Kafr Ni’ma, Khan Yunis, Ramallah; imposes a curfew on Qalqilya; shells residential areas of Rafah. Late in the evening, at least 20 armed Jewish settlers accompanied by Tourism M Benny Elon attempt to serve eviction papers to 2 Palestinian homes in East Jerusalem’s Shaykh Jarrah neighborhood that settlers have tried to seize for 1 yr.; settlers beat, seriously injure 4 Palestinians; Israeli police intervene, halt the attack, say they will examine the validity of the eviction warrant, but do not arrest the settlers. The IDF “evacuates” an uninhabited unauthorized outpost set up on an deserted IDF base nr. Hebron; Jewish settlers file a petition delaying the IDF’s evacuation of a 2d, inhabited outpost nr. Hebron. In response to an Islamic Jihad ambush of Israeli Defense Forces (IDF) and settler security officers in Hebron on 11/15, the IDF sends tanks into Hebron, bulldozes 5 Palestinian homes and a 50-dunam olive grove btwn. Kiryat Arba and the Ibrahimi Mosque/Tomb of the Patriarchs, imposes a curfew, conducts arrest raids, detaining 40 Palestinians. Right-wing MK Benny Elon holds a prayer rally of Jewish settlers at the site of the ambush; afterward Jewish settlers briefly rampage through Palestinian areas (vandalizing homes with spray-painted messages such as “vengeance” and “every Arab killed —for me it’s a holiday”) until IDF soldiers stop them. The IDF also fatally shoots a Palestinian in Hebron; fires on Palestinians in Jenin, killing 1 Palestinian; shells, fires on residential areas of Nablus, killing 1 Palestinian; bulldozes 2 dunams (4 dunams = 1 acre) of Palestinian land, an electricity generator in al-Mughraqa; shells a workshop in Khan Yunis, destroying it; detains, searches a Palestinian Red Crescent Society (PRCS) ambulance for 5 hrs., holding the driver for failure to pay a parking ticket. The IDF continues to shell the PA headquarters in Hebron, threatens to raid the complex if those still inside do not emerge; the IDF claims that 1 of those inside the complex is a senior Hizballah mbr. who slipped in fr. Lebanon to train Palestinians. (Israeli prosecutors also charge a Lebanese-born Israeli, son of a Jewish mother and Shi'i Muslim father, of being a spy for Hizballah.) The IDF fatally shoots 2 Palestinians, wounds 10 during clashes in Balata r.c.; fatally shoots a 9-yr.-old Palestinian child, wounds 3 others in Qalqilya during a temporary lifting of the curfew, later admitting the soldiers fired in error; fatally shoots an 8-yr.-old Palestinian boy in Jenin; raids a PSF jail in Nablus, taking 20 Palestinians, including several naval police officers, into custody; demolishes 10 Palestinian homes in Rafah r.c.; imposes 24-hr. curfews on Anin, Azariyya, al-Bireh, Halhul. MK Benny Elon (Moledet), on a lobbying trip to the U.S., says he has received "quiet support" fr. several mbrs. of Congress for his 7-part "Elon peace initiative," based on the idea of the "voluntary transfer" of Palestinians to Jordan, which would become a "Jordanian-Palestinian state." Palestinian refugees would be resettled in their host countries. West Bank and Gaza Palestinians would be given Jordanian-Palestinian citizenship and could remain in their homes, but those who "violate the terms of the plan" would be expelled to Jordan. (JPI 6/27)
